Kodi itself is media-center software; whether a particular use is legal depends on the content source and the law where you live. The official Kodi release does not include movies, TV channels, or other media. For safer installation, download Kodi from its official channels and treat add-ons from outside its built-in repository as separate software that you must assess.
Is Kodi legal?
Kodi is free, open-source media-center software. The Kodi Foundation says it charges no licensing fee for use of its product, but that does not determine whether every stream, file, add-on, or use of Kodi is lawful in every country. The important distinction is between Kodi and what you access through it. Kodi’s official download notice says, “The official Kodi version does not contain any content whatsoever.” Users supply media from storage, discs, or other sources. - Kodi application: the media-center program.
- Content: a file, stream, channel, or media library you play through it.
- Add-on, repository, or build: separate software or a distribution that can connect to content sources or change what is included.
A Kodi interface does not make an unauthorized stream authorized. Before using a source, consider whether it has permission to distribute the content and what local law applies. Kodi’s DMCA policy describes the Foundation’s position on third-party websites and add-ons outside its official repository; it is not a court ruling about a user’s conduct.

Does Kodi come with free movies or TV?
No. The official Kodi release is a player and media center, not a bundled library of free movies or channels. You can use it with media you already have or with sources you choose. “Safe” depends on where the software came from and what you install through it. Kodi identifies its own download area and official mirrors as sources for official software; it says software from other sites is not an official release it supports. Team Kodi says it audits add-ons in its built-in official repository. In an article that is several years old, it says that audit does not cover third-party repositories and advises users to judge whether they trust those sources. Treat this as Kodi’s stated policy, not an independent or current security guarantee for every add-on or device. Is Kodi legal?
Kodi’s distribution rules prohibit certain bundled add-ons and repositories, including ones that violate its piracy policy or contain malware, spyware, viruses, or similar unwanted software. Kodi’s account of its repository audit and its warning about unaudited third-party sources appear in its Is Kodi legal? article. Repository provenance can help you make a security decision, but it does not prove that every device is secure or that a source has rights to all the content it offers.
How to install Kodi with clearer software provenance
- Open the official Kodi download page: kodi.tv/download/. Choose the version for your platform, or follow the official software page’s listed distribution source.
- Use the stable release for ordinary use. Kodi’s download notice recommends it for normal use. Avoid installers or repackaged builds from sources Kodi does not identify as official if you want an official release.
- Start with Kodi’s built-in official repository when you need an add-on. If you choose a third-party source instead, assess who operates it, what code it installs, and whether the content provider is authorized.
- Be wary of offers promising paid movies or television for free. Kodi itself identifies such offers as a warning sign; a promise does not establish that the source has distribution rights. Is Kodi legal?
Kodi supports multiple platforms and media from local or network sources. No new box, storage device, or accessory is established as necessary just to answer whether Kodi is legal or safe. Kodi Downloads

- Official download source: helps establish that you obtained Kodi from a source the project recognizes; it does not certify every later add-on, stream, or device.
- Official repository: Team Kodi says its built-in repository is audited; that statement does not extend to third-party repositories.
- Distribution policy: sets restrictions for distributions covered by Kodi’s policy; it is not a guarantee about unofficial builds outside that scope.
- Legality: Kodi’s statements explain the Foundation’s position, but a named service or use in a specific country requires its own facts and current local legal guidance.
