No. Tennessee’s Attorney General named High 5 Casino in a December 29, 2025 cease-and-desist notice to online sweepstakes casinos. The state said the listed platforms had disabled unlawful components or agreed to wind down those services. Tennessee also enacted a broader prohibition on online sweepstakes games and other online or app-based gambling in 2026. Online sports wagering is a separate, regulated category; it does not make casino-style games legal.
Why Tennessee named High 5 Casino
In a December 29, 2025 announcement, the Tennessee Attorney General identified High 5 Casino among almost forty online sweepstakes casinos sent cease-and-desist letters. The office said the platforms had disabled unlawful components or agreed to a schedule to wind down those services.
The Attorney General described sweepstakes casinos as offering casino-style games using two virtual currencies, one of which can be redeemed for cash or other real-world prizes. The office characterized that model as an illegal lottery under Tennessee law and said it violated state gambling and consumer-protection laws. That is the state’s stated legal position, not a court ruling about every possible product design.

Tennessee’s legislative record for HB 1885 / SB 2136 shows that Public Chapter 1117 became law on May 27, 2026. The General Assembly record summarizes the law as prohibiting gambling, gambling devices, and the operation, conduct, or commercial promotion of online sweepstakes games and other online or app-based gambling, subject to specified exceptions.
#1 Best Overall
- Exciting and thrilling dice game (tactical game of chance) for the whole family
- Easy to learn, quick to play – ideal for any occasion
- Constant tension and surprising twists
- The revision of the classic in a handy format
- The "Biggys" and "Bandit" modules bring more variety to the game
The record identifies exceptions for activities authorized under the Sports Gaming Act, Fantasy Sports Act, nonprofit gaming laws, and education lottery provisions. Those exceptions do not establish that an online casino product is permitted. For High 5 Casino’s sweepstakes casino offering, the state’s enforcement notice and enacted law point to the same practical answer: do not treat it as legal or available in Tennessee.
How online sports wagering differs
Tennessee regulates online sports wagering separately from casino-style games. The Tennessee Sports Wagering Council’s approved licensee list is the place to verify which sports wagering operators are currently approved. The Council regulates sports wagering and fantasy sports; a sportsbook’s authorization does not let it offer online casino games.

| Category | Tennessee status in the cited official sources | How to verify |
|---|---|---|
| High 5 Casino sweepstakes casino | Named in the Attorney General’s cease-and-desist notice; Tennessee’s 2026 law also covers online sweepstakes games and other online or app-based gambling. | Do not infer legality or availability from the service’s own website or advertising. |
| Online sports wagering | A regulated category overseen by the Tennessee Sports Wagering Council. | Check the Council’s current approved licensee list; operator status can change. |
Do not rely on sportsbook ads to verify legality
The Council warns that offshore, unlicensed sportsbooks may advertise online and can resemble licensed operators. It recommends checking its approved list instead of relying on an advertisement or a site’s claims. The Council also warns that users may have no regulator-backed route to recover funds when using an unlicensed operator. See its frequently asked questions for current guidance.
