High 5 currently lists Oregon as available for Sweeps Play, but that does not mean Oregon has officially ruled that High 5’s specific sweepstakes model is legal. The operator’s state-restrictions page does not list Oregon among restricted states; access is still subject to eligibility terms and the site’s location check. Oregon’s legal position on High 5’s particular coins, purchases, and prize-redemption structure is not established by the sources cited here.

Can I play High 5 Casino in Oregon?

According to High 5’s published state restrictions, Oregon is not on the list of states where Sweeps Play is unavailable. The operator says it uses geolocation to block access from restricted states. This describes the company’s current access policy, not a government approval or legal determination.

High 5 distinguishes Sweeps Play from its separate Classic Free-to-Play mode, which has a different, shorter restrictions list. Check the restriction information for the specific mode you intend to use rather than treating the two lists as interchangeable.

Is High 5 Casino legal in Oregon?

A definitive High 5-specific answer is not established by the cited official sources. Oregon Attorney General Opinion No. 8297, issued November 13, 2025, says that gambling is unlawful in Oregon with limited exceptions and explains how the state’s gambling definition applies to several online betting and casino-game scenarios. It does not decide whether High 5’s sweepstakes entry, virtual-coin purchases, or prize-redemption structure is lawful.

What Oregon law says about gambling

Under ORS 167.117(7), gambling generally involves staking or risking something of value on a contest of chance or future contingent event under an agreement that someone will receive something of value based on a particular outcome. Whether a particular activity falls within the law depends on the statutory elements, applicable exceptions, and other legal authority.

The Attorney General’s opinion concluded that the online format alone does not exempt the activities it addressed. Its examples include sports betting, fantasy sports betting, esports betting, and traditional games such as poker, blackjack, and slots. The opinion is general context for understanding Oregon law; it is not a ruling about High 5’s mechanics.

What High 5 says about its service

High 5 Entertainment, LLC’s Terms of Use, version 45.0 dated June 26, 2026, characterize the service as entertainment, say it does not offer “real money gambling,” and describe play using virtual coins. That is the operator’s contractual description. It does not by itself settle how Oregon law applies to the service.

What Oregon’s sweepstakes disclosure law establishes

ORS 646A.803 requires certain disclosures in sweepstakes solicitations, including odds (or that odds depend on the number of entries), sponsor name and address, and a procedure for entry without purchase. This disclosure rule is consumer-protection context; it does not establish that a particular platform complies with every applicable law or resolve the legality of its full operating model.

Why is High 5 blocking my location in Oregon?

Oregon is not listed as restricted for Sweeps Play on the operator’s published page, but an individual access attempt can still fail because of location detection, permissions, or eligibility checks. High 5’s guidance is to enable device location services and allow location access in the browser or app, then review the official eligibility information. If the location appears incorrect, contact High 5 support to request a location or eligibility review.

The operator says access is blocked while a user is physically in a restricted state and can return when device location shows an eligible state. A successful location check is an access decision by the company, not a legal endorsement by Oregon.
