High 5 Casino’s current Sweepstakes Rules do not list Ohio as a restricted state, and they require players to be at least 21. That means the operator’s rules currently say Ohio residents may participate, subject to the rules’ other conditions. It is not proof that Ohio regulators or a court have approved the service or determined that its model complies with state law.
Can you play High 5 Casino in Ohio?
According to High 5 Casino’s official Sweepstakes Rules, Ohio is not among the states excluded from participation. The rules set a minimum age of 21 and say participation is void where prohibited by law. State restrictions can change, so check the current rules before registering or playing.
This answers the availability question from the operator’s perspective, not the legal-status question. A company’s decision not to list Ohio as excluded is not government authorization or a court ruling.
What does Ohio law say about games of chance?
Ohio Revised Code § 2915.02(A) begins: “No person shall do any of the following.” Division (A)(2) prohibits establishing, promoting, operating, or knowingly facilitating a game of chance conducted for profit or a scheme of chance, except where otherwise authorized by law. The official statute page identifies November 12, 2021 as its last update.

Ohio Revised Code § 2915.01 defines “scheme of chance” and includes a valuable-consideration test. Its current text, effective September 30, 2025, also describes circumstances involving electronic devices in which valuable consideration is deemed paid for a chance to win. Examples include purchasing additional game entries on the device, using credits won to buy more entries, paying more than fair market value for goods or services to obtain entries, or making a purchase or exchange to obtain something used to facilitate play. These are statutory tests, not a blanket statement that every sweepstakes or online game is prohibited.
How those provisions apply to a particular service depends on its mechanics and transactions, including how entries are obtained and how prizes can be redeemed. The statutes alone do not determine High 5’s classification.

What does High 5 say about its service?
High 5’s Terms of Use, version 45.0 dated June 26, 2026, state: “THIS WEBSITE AND THE SERVICES PROVIDED HEREIN DO NOT OFFER ‘REAL MONEY GAMBLING.’ NO ACTUAL MONEY IS REQUIRED TO PLAY, AND THE SERVICE IS INTENDED FOR ENTERTAINMENT PURPOSES ONLY.” This is the company’s contractual description of its service; it is not an Ohio agency’s or court’s conclusion about whether the service complies with Ohio law.

For a legal assessment, the relevant details include the service’s purchase and free-entry mechanics, how prizes are awarded and redeemed, and the way any transactions relate to game entries or play. The statutory tests make those mechanics relevant; an operator’s label alone does not answer the legal question.

Has Ohio specifically ruled on High 5 Casino?
The official materials reviewed do not establish a specific Ohio agency or court decision about High 5’s current online platform. Ohio does have rules for sweepstakes terminal devices at sweepstakes terminal device facilities, including registration with the Ohio Attorney General. The Attorney General’s internet-café and sweepstakes information page describes the agency’s role in regulating and registering those operations. That physical-facility framework, by itself, does not establish whether High 5’s remote online service requires registration or is otherwise lawful.
