No. California residents are excluded from High 5 Casino’s sweepstakes under the platform’s official rules dated June 26, 2026. That is the answer to whether California residents can participate under the published rules; it is not a determination of the legal status of every sweepstakes casino in California.
Can California residents play High 5 Casino?
No. High 5 Casino’s official Sweepstakes Rules, version 43.0 dated June 26, 2026, include California in the list of excluded states. The rules say the sweepstakes is open to eligible legal U.S. residents age 21 or older, subject to that list and other restrictions. Being 21 or older does not override the state exclusion.
The rules identify High 5 Entertainment, LLC as the sponsor/promoter and state that this version supersedes prior versions. Because operator eligibility rules can change, check the current official rules before relying on this answer.

No. The rules describe Sweeps Coins as sweepstakes entries that can be used in sweepstakes games for a chance to accumulate eligible Sweeps Coins redeemable for prizes under the rules. They also state that no purchase or payment is necessary to enter or win, and that a purchase will not improve the chance of winning. Those mechanics do not remove California from the excluded-state list.

High 5’s Terms of Use, version 45.0 dated June 26, 2026, identify High 5 Entertainment, LLC as the company governing access to its website, related applications, accounts, games, promotions and transactions. The terms distinguish Game Coins from promotional contests and say Game Coins themselves do not provide an opportunity to win real money or prizes.
What does this establish about California law?
The published rules establish High 5 Casino’s eligibility restriction. They do not, by themselves, establish why the company excludes California, whether a different product or mode has different terms, or the legal status of every sweepstakes casino in the state. The cited official sources do not specify the legal reason for this particular exclusion, so it would be misleading to present one as settled.

California’s Attorney General has published a regulatory update about Bureau of Gambling Control regulations for blackjack-style games and controlled games with a rotating player-dealer position. The update says a San Francisco Superior Court writ issued July 8, 2026, prohibited enforcement, implementation or effect of those regulations; final judgments on July 10 ruled the Bureau lacked statutory authority to issue them; and the Bureau appealed. The related implementation timeline remains suspended pending further developments. This is card-room regulatory context, not a ruling about High 5 Casino.

What should California residents do?
- Do not treat the no-purchase option or age eligibility as an exception to the state restriction.
- Check High 5’s current official Sweepstakes Rules for any changes before relying on them.
- Do not infer that another sweepstakes casino is available or legal in California just because High 5 excludes the state; its own current terms and applicable legal status would need to be checked separately.
