It has not been established that Grand Theft Auto VI is the costliest game ever. Rockstar Games and Take-Two Interactive have not disclosed a total development budget in the reviewed sources. The widely repeated billion-dollar figures are estimates, while the numbers often used for comparison measure different things: lifecycle development, marketing, revenue or combined community funding.
How much did GTA 6 cost to make?
No official total budget is established by the sources reviewed. GameSpot reported in May 2026 that neither Rockstar nor Take-Two had disclosed the figure. The same report relayed an estimate of up to $1.5 billion from unnamed industry analysts quoted by Business Insider. That is an attributed estimate, not a publisher-confirmed budget.

A separate PitchBook analyst note from Q4 2025 characterized GTA VI as rumored to approach $1 billion. The two estimates differ in amount and date, and neither is an official disclosure. They should not be treated as a settled range or as proof of a record.
Take-Two’s FY2026 financial release reports company-wide results and expense categories, but does not isolate GTA 6 development spending. A publisher’s overall costs cannot be assigned to one game without a title-specific breakdown.

What the best-known comparison figures actually measure
These figures are not a standardized ranking of game budgets. The evidence ranges from a court-declaration-based report to analyst commentary and company statements, and the amounts cover different kinds of spending or funding.

Why Call of Duty’s figures are not a direct GTA 6 comparison
The three Call of Duty amounts come from a specific kind of evidence: a declaration by Activision creative head Patrick Kelly, reported by Game File. They refer to development costs accumulated across each game’s lifecycle, rather than a clearly stated launch budget. That makes them more traceable than an unattributed rumor, but not automatically comparable to an estimate for GTA 6 whose accounting scope has not been disclosed.

PitchBook also characterized Call of Duty: Black Ops 6 as reportedly costing $700 million. That is a separate game and a separate analyst-reported figure; it should not be confused with Kelly’s more-than-$700-million lifecycle figure for Black Ops Cold War.
Why Star Citizen’s $1 billion milestone is different
Cloud Imperium Games announced in June 2026 that Star Citizen and Squadron 42 had together passed $1 billion in lifetime community funding. The milestone combines two titles and describes money raised from the community over time. It is not an audited development-cost total for one game, so placing it beside a single-title budget as though the measures match would be misleading.

Why Monopoly Go! revenue and marketing are not its development budget
The reported Monopoly Go! figures concern commercial performance and promotion, not the amount spent to develop the game. Game File reported in March 2024 that Scopely co-CEO Javier Ferreira said revenue since launch had reached $2 billion and marketing and user-acquisition spending was less than one quarter of that revenue. PitchBook later said marketing spend exceeded $1 billion, while GameSpot reported $2.2 billion in 2024 revenue attributed to AppMagic. These are separately attributed figures with different dates and measures; none establishes the game’s development cost.

A defensible ranking would need comparable title-level numbers, with the same cost definition and time window. A launch development budget is not the same as cumulative lifecycle development spending; neither is the same as marketing, annual live-service support, revenue or funding raised. The comparison also needs to say whether it counts one game or a bundled project, and retain the reported currency and date rather than silently adjusting or combining figures.
On the available evidence, GTA 6 may be exceptionally expensive, but its official budget is not established, and the competing figures do not create a like-for-like all-time ranking. The claim that it is definitively the costliest game remains unproven.
