Not yet proven. Xbox has announced that Activision will develop the next Halo title with a new team separate from Call of Duty development. That structure could bring production capacity to Halo without simply folding the franchise into Call of Duty’s pipeline, but Xbox has not disclosed the team, creative leadership, engine, platforms, or schedule. Whether this is the best move will depend on what the team builds and how well it preserves Halo’s identity.
Who is making the next Halo game?
On September 22, 2026, Xbox Chief Content Officer Matt Booty announced that Activision would develop the next Halo title. He said it would be led by a “new, purpose-built team” separate from ongoing development and plans for Call of Duty. Xbox also said a small team at Halo Studios would continue supporting the existing games and community. The announcement confirms an assignment and an intended team structure—not a shipped game, a team roster, or a guarantee of results. Xbox Wire’s announcement

That means the most accurate description is that Activision is developing the next Halo, while the announced team is intended to be distinct from Call of Duty’s development work. The announcement does not say that Call of Duty developers are simply switching projects, nor does it detail how Activision and Halo Studios will divide responsibilities.

Why might Xbox give Halo to Activision?
A dedicated team could give Halo a different production setup
A purpose-built team gives Xbox the option to staff Halo as its own project rather than assign it as a routine extension of another franchise. That could be useful if the team has clear creative leadership, decision-making authority, and a stable plan. Xbox has not named the team members or leaders, however, so the structure is an intention rather than evidence of a proven advantage.

Halo had already begun a production reset
In 2024, 343 Industries became Halo Studios and announced that future development was moving from its proprietary Slipspace engine to Unreal Engine 5. The studio also described multiple projects and changes to its production process. Halo Studios presented Project Foundry as a research and training effort for building Halo in Unreal—not as a game or tech demo. Halo Waypoint’s 2024 announcement
Halo Studios leadership said maintaining its own engine and tools took effort away from making games. COO Elizabeth Van Wyck explained that the aim was to help the team focus on games rather than tools and engines. That is the studio’s stated rationale; it does not establish that the Unreal shift has already made development faster or improved a finished Halo game. Xbox Wire’s interview with Van Wyck
Moving the next project to Activision may offer Microsoft another way to staff and publish Halo, but the September 2026 announcement does not explain whether the Unreal Engine plan continues or how the new team will connect with Halo Studios’ work.

Microsoft’s FY2024 annual report identified Halo as one of 20 franchises that had generated over $1 billion in lifetime revenue. That is a franchise-wide lifetime threshold reported by Microsoft in 2024; the report does not provide Halo’s individual revenue, current annual earnings, or the contribution of any one game. It demonstrates the franchise’s scale, not that a particular developer is the right choice. Microsoft FY2024 annual report
In February 2026, Microsoft described Microsoft Gaming as spanning nearly 40 studios across Xbox, Bethesda, Activision Blizzard, and King, and named Halo and Call of Duty among its franchises. Microsoft also reported more than 500 million monthly active users across Microsoft Gaming. That is a corporate reach figure, not a Halo player count. Will Activision make Halo like Call of Duty?
There is no public basis for saying that it will. Xbox explicitly described a purpose-built Halo team separate from ongoing Call of Duty development and plans. That separation suggests an organizational distinction, but it does not disclose the team’s creative direction, design principles, or how Halo’s combat, sandbox, and tone will be handled. Activision’s Call of Duty history alone is not proof that the new team will either succeed or make Halo feel like Call of Duty.

What happens to Halo Studios?
Xbox says a small Halo Studios team will continue supporting current games and the community. The announcement does not specify staffing numbers, responsibilities, or knowledge-transfer arrangements. It does not establish that all Halo Studios developers are moving to Activision, or that support for existing games has ended.

The September 2026 announcement does not establish a release date, platform list, engine, campaign plan, multiplayer format, or creative direction. Those details should not be treated as confirmed until Xbox or the developers announce them.
- Team: No roster, named creative leader, or relevant shared credits have been disclosed.
- Production: The project’s scope, staffing, tools, and decision-making arrangements are not public.
- Continuity: The companies have not explained how Halo knowledge and the Unreal Engine work will carry into the Activision-led project.
- Reach: Microsoft has discussed broader publishing across platforms, but has not promised platforms for this Halo title. Its FY2024 report noted that four fan-favorite titles came to Nintendo Switch and Sony PlayStation; that activity is not a Halo platform announcement. Microsoft FY2024 annual report
How to judge whether this was the right move
The assignment will be easier to assess once the team and game are visible. The most useful questions are practical rather than based on the Call of Duty label:
- Franchise understanding: Who is accountable for Halo’s lore, combat rhythm, sandbox, and player expectations?
- Team evidence: Which leaders and developers are assigned, and what relevant games have they shipped together?
- Production stability: Is the game staffed and scoped to finish well, with the engine, tools, and decision rights clear?
- Distinct identity: Does the team preserve recognizable Halo play and tone while giving the franchise a meaningful direction?
- Cadence and support: Can the structure make games sustainably while continuing to support current titles and their communities?
- Reach: Which platforms and business models are confirmed, and what trade-offs could they create for quality, audience, and community?
So, is this the best move for Halo?
It is a plausible organizational choice, not a demonstrated best move. A dedicated team could give Halo focused production capacity, and Microsoft has the resources to draw on a broad gaming organization. But the public announcement supplies no comparative evidence that Activision is better suited to Halo than another team, and it leaves the project’s leadership and creative plan unknown. The decision will be judged by the team’s execution and the finished game—not by the publisher’s name alone.
