It depends on which Fliff product you mean. Wisconsin is not named among the states excluded by Fliff’s current Fliff Cash Sweepstakes Rules, but that is not a ruling that the product is legal in Wisconsin. Wisconsin is not on Fliff Pick’Em’s current eligible-state list. The two products have different mechanics and eligibility rules.

What Fliff Cash means
Fliff describes Fliff Cash as a promotional sweepstakes entry medium that can provide a chance to accumulate eligible Fliff Cash redeemable for cash and prizes, subject to the rules. The rules say, “NO PURCHASE OR PAYMENT NECESSARY TO ENTER OR WIN.” They describe ways to receive Fliff Cash without a purchase, including a free coin-claim bonus in specified wallet circumstances and no-cost giveaway contests. They also describe bonuses that may accompany some Fliff Coin purchases; Fliff says Fliff Cash itself is not purchased.

Fliff Pick’Em is a separate product, not another name for the Fliff Cash Sweepstakes. Fliff describes Pick’Em as peer-to-peer daily fantasy sports contests in which users build lineups by selecting athlete performance outcomes against statistical projections.
Fliff’s Pick’Em availability page, updated March 23, 2026, lists 11 eligible states: California, Kansas, Kentucky, Minnesota, New Mexico, North Dakota, Rhode Island, South Carolina, South Dakota, Utah, and West Virginia. Wisconsin is absent. The page says users must be at least 18 or the age of majority, whichever is higher, in available states.

How Wisconsin describes illegal lotteries
The Wisconsin Department of Administration’s Division of Gaming explains that a promotion is an illegal lottery when it involves all three elements: prize, chance, and consideration. Its guidance says: “Three elements – Prize, Chance and Consideration – must be present in any promotion conducted in the state of Wisconsin in order for the promotion to constitute an illegal lottery.” The Division describes chance as a winner being selected by luck of the draw and notes factors relevant to whether skill is involved. This is general guidance, not a finding about Fliff.

That provision alone does not decide Fliff’s status; the applicable framework depends on the promotion and its mechanics. What to check before using Fliff in Wisconsin
- Identify the product. Check the Fliff Cash Sweepstakes Rules for the sweepstakes product; check the separate Pick’Em availability list for Pick’Em.
- Read the current terms. State access and promotion terms can change. Confirm the live rules and in-app availability rather than relying on an older page or a general statement that Fliff is “available.”
- Consider where you are located and how you enter. The published exclusion list is not a Wisconsin legal ruling. Fliff’s rules place responsibility for assessing local legality on participants.
