Finishing a basement can be a good investment in everyday use, but it is not a guaranteed resale profit. In the 2025 national Cost vs. Value report, a modeled basement remodel recouped 71% of its cost at resale. Whether a project makes sense for your home depends on local comparable sales, the basement’s condition, the full cost of making it usable, and how much your household will use the space.
What does the national resale benchmark show?
The 2025 Cost vs. Value report from Journal of Light Construction (JLC) and Zonda lists a modeled basement remodel at a national average job cost of $52,012 and a resale value of $36,905, or 71% of the cost recouped. The report compares 28 remodeling projects across 119 U.S. markets; these figures are a national benchmark, not a quote or prediction for a particular property. See the 2025 Cost vs. Value figures.
JLC’s September 15, 2025 overview describes 14 percentage points of regional variation for the basement remodel. That does not establish a return for your neighborhood: recent local sales and the proposed scope matter more for an individual decision. Read JLC’s 2025 report overview.
Does a finished basement add value to a home?
It can add appeal and contribute to a sale price, but below-grade space should not be treated as interchangeable with above-grade living area. Zillow advises comparing homes with similar above-grade living space and distinguishing above-grade from below-grade area when evaluating sales. Applying the same price-per-square-foot figure to both can give a misleading estimate.

Basement features also affect buyer appeal. Walk-out access and natural light can make a space more attractive than a dark, standard below-grade layout. How should you weigh resale return against the value of using the space?
Resale recovery is only one measure of a remodel. A finished basement may provide years of practical use as a recreation room, office, guest area, or other functional space, even if the eventual sale recovers less than the project cost. JLC Chief Editor Clayton DeKorne explains: “It’s important to remember that the Cost vs. Value report answers a specific question: What value does a particular remodeling project add to the sale price of a home? This is only one kind of value that remodeling projects provide.”

Keep the two calculations separate: estimate resale value from local evidence, then decide whether the space’s day-to-day usefulness justifies any cost you do not expect to recover. The second is a household decision, not additional resale ROI.

What should you check before committing?
- Local sold comparables: Look at recent nearby sales of homes with similar above-grade area, including examples with and without finished basements. Avoid applying an above-grade square-foot figure directly to basement space.
- Complete project cost: Get project-specific bids for the work needed to make the space functional and lawful. Account for permits and any required egress, plumbing, electrical, HVAC, or moisture-related work. The $52,012 national benchmark is not a local estimate.
- Basement characteristics: Consider access, natural light, ceiling height, existing systems, and the amount of work needed to make the space usable.
- Household plans: Consider how long you expect to stay and how often you will use the added space. A longer period of useful occupancy may make the personal case stronger, but does not guarantee a higher sale return.
- Local rules and safety: Ask the building department about permits, ceiling-height requirements, and how the intended space will be classified before designing it.
What permits and safety issues matter?
Requirements vary by location, so confirm them with your local building department before construction. If you plan to add a bedroom, check applicable egress rules; do not assume a basement window or door meets the local standard. Confirm relevant ceiling-height requirements and permit needs as well. Zillow’s guidance is a planning resource, not a substitute for local code confirmation.

Plan for conditions beyond visible finishes. Zillow recommends radon testing if a remodel will lead to more time spent in the basement. Moisture-aware flooring choices and adequate lighting also belong in the planning stage. For radon guidance, consult the U.S. Environmental Protection Agency’s radon information.

A project done solely to raise the sale price on a short timeline is difficult to justify using the national benchmark alone, because its modeled recovery is below 100%. The personal case may be stronger if the basement needs limited work, solves a real household need, or is likely to be used for years. Evidence that nearby buyers value usable basement space can strengthen the resale case, but only local sales and project bids can ground that estimate.

Before proceeding, compare the likely sale contribution with the full cost, then separately assess the value your household expects to get from the space. Neither the national percentage nor a general guide can establish your home’s future assessed value, property taxes, rental eligibility, or rent; those outcomes depend on the property and jurisdiction.
