Headlines describing Eliyan, a semiconductor connectivity company, as drawing takeover interest and holding early talks with Arm are not backed by the public record available as of October 2026. Eliyan’s own announcements document two things: a strategic investment from Arm and Eliyan’s membership in Arm’s Total Design ecosystem. Neither announcement mentions a sale process, takeover interest, or acquisition discussions. Until an attributable news report or an official statement from Arm or Eliyan confirms the talks, treat them as an unconfirmed claim.
What the takeover claim says, and what is verified
The claim has two parts: that outside parties have shown interest in buying Eliyan, and that Arm held early talks about acquiring it. The table separates each part from the documented facts that sit near it.

The gap between the documented rows and the claim is the important part. A partnership and a minority investment are real relationships, but they are not evidence that a sale was discussed.
What Eliyan makes
Despite the word “networking” in the headline, Eliyan does not sell consumer or enterprise networking hardware. Its products are semiconductor interconnect technologies and intellectual property used to connect parts inside advanced computing systems. The company describes its NuLink PHY and NuGear chiplet families as the building blocks for links between dies, between chips, between memory and processors, and between systems. Its announcements cover die-to-die (D2D), chip-to-chip (C2C), and rack-to-rack connectivity, including electrical and electro-optical interconnect work.

The company’s January 2026 announcement describes its 64G D2D technology as silicon-proven and outlines roadmap work toward 224G and 448G chip-to-chip interconnect. It also describes NuGear chiplet families aimed at scale-up networking. These are company claims about performance, efficiency, and roadmap. The announcement is not independent validation, and readers should not treat the figures as industry benchmarks.
Arm’s documented ties to Eliyan
There are two dated, public points of contact between the companies.

Total Design ecosystem membership (November 10, 2025)
Eliyan’s official press-release archive lists its announcement that it joined the Arm Total Design ecosystem, a partner program around Arm-based chip design. This establishes a collaboration relationship. It says nothing about ownership or a sale process.
Strategic investment (January 28, 2026)
Eliyan announced that it secured $50 million in strategic investments from AMD, Arm, Coherent, and Meta. The company also said that existing strategic investors Samsung Catalyst Fund and Intel Capital participated. The $50 million figure is the company’s announced total for that round.

Arm’s Cloud AI Business Unit executive vice president, Mohamed Awad, was quoted in the announcement: “The evolution of AI systems increasingly depends on scalable, energy-efficient architectures and strong ecosystem collaboration.” The quote describes the strategic rationale for the partnership. It does not refer to acquiring the company.
The Series C and what it signals
On July 29, 2026, Eliyan announced a $145 million Series C at a $1 billion valuation. The company said Seligman Ventures led the round, and it named Cisco Investments and Lumentum as new strategic investors. It stated that proceeds would support product development, ecosystem partnerships, and manufacturing. The amount and valuation are the company’s own announced terms.

A company that announces a new financing round and a plan to fund development and manufacturing is describing an independent growth path in its public materials. That does not rule out a future sale, but it is the direction the company has put on the record. It is also the only recent financing event the public record documents.

Strategic investors frequently take minority stakes in chip-design partners to secure access to technology, align roadmaps, or support an ecosystem. Arm’s participation fits that pattern: it sits alongside investors such as AMD, Meta, and Samsung’s venture fund, and the stated purpose is collaboration. A minority stake and an acquisition discussion are different transactions, and a report of the second cannot be inferred from the first.

How to check a takeover report
When a report about acquisition interest appears, these checks separate confirmed reporting from speculation:
- Attribution: the report names the people or organizations with direct knowledge, or cites a clearly identified filing or statement.
- Confirmation: Arm or Eliyan has confirmed, or at least not disputed, the discussions in its own words.
- Official channels: the claim appears in Eliyan’s press-release archive or in an Arm announcement, not only in secondary commentary.
- Specificity: the report distinguishes “interest” (someone asked about a deal) from “talks” (both sides engaged on terms).
- Date: the report is recent, and it is not a rewrite of an older rumor.
No report that meets these checks for Eliyan and Arm has been identified. Readers should revisit the question if one appears.
What would change this assessment
The assessment would change if Arm or Eliyan publicly confirmed acquisition discussions, or if a reliable news organization reported specific, attributed details of talks and the companies responded to them. Until then, the accurate description is narrower: Eliyan is a funded chip-connectivity company with a documented investment and ecosystem relationship with Arm, and there is no verified evidence of a takeover approach or early talks.
