Ireland’s Data Protection Commission (DPC) fined Meta Platforms Ireland Limited €17 million in March 2022 over how it documented and demonstrated security measures in connection with 12 personal data breach notifications received in 2018. The regulator did not announce a $19 million penalty; that figure is an approximate dollar conversion of the euro fine.
How much was Facebook fined in Ireland?
The DPC announced the €17 million fine on 15 March 2022. The decision named Meta Platforms Ireland Limited, then formerly Facebook Ireland Limited. The euro amount is the regulator’s stated penalty; the headline’s $19 million is only an approximate conversion. The DPC announcement and case page describe the decision.
What happened in Facebook’s 2018 data-breach case?
The inquiry covered 12 personal data breach notifications received by the DPC between 7 June and 4 December 2018. Those figures describe notifications and their receipt period; they do not establish that there were 12 confirmed attacks or say how many people were affected. The DPC treated the notifications as the context for its inquiry, not as proof that every incident had the same technical cause.

The DPC examined Meta’s compliance with GDPR Articles 5(1)(f), 5(2), 24(1) and 32(1). It found infringements of Articles 5(2) and 24(1). The finding centered on whether Meta had appropriate technical and organisational measures that enabled it to readily demonstrate, in practice, the security measures it had implemented to protect EU users’ data in the context of the notifications.

In its 15 March 2022 announcement, the DPC stated: “The DPC found that Meta Platforms failed to have in place appropriate technical and organisational measures which would enable it to readily demonstrate the security measures that it implemented in practice to protect EU users’ data, in the context of the twelve personal data breaches.” The finding should not be read as saying Meta had no security controls, or that one identified vulnerability caused all 12 incidents. The DPC’s decision summary sets out its conclusions.
How was the decision made, and what is its status?
The DPC classified the processing as cross-border. Under the GDPR’s Article 60 procedure, other European supervisory authorities took part as co-decision-makers. The DPC reported that two authorities objected to its draft decision and that consensus was reached after further engagement; the adopted decision reflected the collective views of the DPC and its EU counterparts. The DPC’s 2022 Annual Report lists “Meta (Facebook) – 12 Breaches” among inquiries concluded that year and labels the fine “confirmed by the court.” That report establishes the DPC’s recorded status for 2022; the available cited materials do not establish a later appeal outcome specific to this decision.
