Iraq changed its official exchange rate on October 7, 2026, from about 1,300 to 1,500 dinars per U.S. dollar. The change came as war-related disruption affected oil shipping through the Strait of Hormuz, a major route for Iraqi exports. That disruption is important economic context, but available reporting does not establish that it alone caused the decision.
What changed in Iraq’s exchange rate?
The Associated Press reported that Iraq’s Cabinet set the new rate on the evening of October 6, with the Central Bank announcing the decision the next day. The prior official rate had been in place since 2023. The Central Bank’s stated rationale, as relayed by AP, was “to meet the relevant financial, economic and monetary requirements.”
The official rate is not the only rate people may encounter. AP reported these different rates on October 7:

|---|---|---|
| Official exchange rate | Changed from about 1,300 to 1,500 dinars per U.S. dollar, according to AP’s October 7 report | The government-set rate announced by Iraq |
| Finance Ministry dollar sales | 1,500 dinars per U.S. dollar, according to AP’s October 7 report | The rate at which the Finance Ministry was reported to sell dollars |
| Consumer bank purchases | 1,520 dinars per U.S. dollar, according to AP’s October 7 report | The rate consumers were reported to pay when buying dollars from banks |
| Parallel market | Above 1,600 dinars per U.S. dollar before the announcement and above 1,700 afterward, according to AP’s October 7 report | An unofficial market rate, which was weaker than the official rate |
Because the official rate is quoted as dinars per dollar, a higher number means more dinars are needed to buy one U.S. dollar. The parallel-market figures are same-day reports, not a fixed rate guaranteed across locations or times.

Why does Hormuz shipping matter to Iraq?
Iraq relies heavily on oil exports for government income, and AP reported that most Iraqi oil exports traveled through the Strait of Hormuz before the war. With shipping disrupted, Iraq turned to moving oil overland through Syria, a more expensive and less efficient route, according to AP. That creates a potential pressure on export earnings and logistics, but it does not by itself explain the Cabinet’s exchange-rate decision.
Export figures depend on the date and measure
Export-volume figures reported in 2026 describe different periods and should not be treated as interchangeable:
| Period or measure | Reported figure or change | Source and qualification |
|---|---|---|
| March 2026 route conditions | Southern terminal exports were completely suspended effective March 8. Kirkuk crude exports resumed in the second half of March through the pipeline to Ceyhan; fuel-oil exports resumed by tanker truck. | SOMO’s March report; these are March conditions, not an account of the route mix on October 7. |
| September 2026 exports through the statement date | Approximately 2.6 million barrels per day on average; the roughly 4 million barrels reported elsewhere represented a single export day, not the monthly daily average. | Ministry of Oil clarification issued September 21 and republished by Iraq’s Natural Resources Transparency Committee; the average was through the statement date and could change as the month continued. |
| Iraq–Turkey pipeline agreement | A stated minimum of 750,000 barrels of Iraqi crude per day from Kirkuk to Ceyhan. | Agreement reported by AP on August 1 as a one-year arrangement. AP said the planned volume would not restore prewar export levels; the reported agreement does not confirm that the full amount was being achieved by October. |
What caused the devaluation, and what is not established?
The public explanation reported by AP was broad: the Cabinet’s decision was intended to meet financial, economic and monetary requirements. The available account does not provide a detailed breakdown of the factors behind the decision or quantify the contribution of disrupted oil shipments. It is therefore safer to describe the shipping shock as a significant economic pressure, not as a proven sole cause of the rate change.

On September 19, the Bank was reported as saying its reserves were sufficient to meet foreign-currency demand and attributing parallel-market pressure to speculation and misuse of regional conditions. That was its explanation at the time for market pressure; it is not the stated rationale for the October 7 rate decision.

An FAO-WFP information note published April 30, 2026, said regional developments had disrupted Hormuz shipping, increasing volatility and costs across energy, fertilizer and agrifood markets. For Iraq, the note identified higher import and logistics costs and tighter availability as possible transmission channels. These pressures can reach beyond oil exports to goods and agricultural inputs that Iraq imports.
The same FAO-WFP note estimated that oil revenues fund roughly 90 percent of Iraq’s government budget. It warned that sustained declines in oil prices or exports could constrain public spending on food and agricultural support. This is a risk assessment, not evidence that the October exchange-rate change had already produced a measured increase in household prices or a specific cut in public programs.
