Swedish authorities attributed a 2023 breach of a major mass-texting service to Iran’s Islamic Revolutionary Guard Corps (IRGC), saying it was used to send revenge-themed messages after Quran burnings. The attribution is an official assessment, not a finding by a court.
What happened to the Swedish SMS service?
During summer 2023, attackers gained access to an unnamed Swedish company’s mass-SMS service and used it to send about 15,000 messages urging revenge against people who had burned the Quran, according to the Swedish Prosecution Authority. The messages were signed “Anzu team.” Swedish media noticed them on 1 August 2023, the date given by the authority.
| Date | What Swedish authorities reported |
|---|---|
| Summer 2023 | The breach took place, according to the Swedish Prosecution Authority. |
| 1 August 2023 | Swedish media noticed the messages, according to the authority. |
| 24 September 2024 | The Prosecution Authority and Säpo announced the attribution. |
The Prosecution Authority’s figure is approximately 15,000 messages; the official releases do not provide further independently published incident statistics.

Senior prosecutor Mats Ljungqvist said the preliminary investigation showed that the Iranian state, through the IRGC, carried out the intrusion. Säpo, Sweden’s Security Service, also attributed the operation to Iran. These statements report the authorities’ investigation and assessment; the releases do not describe a court judgment establishing individual criminal responsibility.

Why did authorities say the messages were sent?
Säpo operational chief Fredrik Hallström said the aim included portraying Sweden as hostile to Islam and creating division in society. The Prosecution Authority characterized the operation as an attempt to influence public opinion, intensify conflict between social groups, and increase polarization. Justice Minister Gunnar Strömmer, quoted by Radio Sweden, called an action by a state actor intended to destabilize Sweden or increase polarization “very serious.”
Why was the investigation closed?
The preliminary investigation was closed because authorities assessed that the suspected actors were operating for a foreign power and that prosecution abroad or extradition to Sweden was not available. Closure does not permanently clear the suspects: the prosecutor said the investigation can be reopened while the offense remains within the limitation period.
