Iran says it received a US response to its proposal to reopen the Strait of Hormuz within seven days, but the response’s terms are not public and the two sides have not announced a deal. Reuters reported that sequencing—who takes which step first—remained the main obstacle. Separately, the Associated Press reported that Secretary of State Marco Rubio ordered Iran’s delegation to leave New York early, citing two US officials; another account said Foreign Minister Abbas Araghchi was already expected to depart.
This account reflects reporting available as of Oct. 3, 2026. Tehran’s description of the proposal and response is not evidence that Washington accepted the terms.
Did Iran receive a US response?
Iranian officials said Tehran received US feedback through Qatari mediators in Doha. Reuters, in a report republished by Internazionale on Sept. 30, cited a non-Iranian official briefed on the talks who said Araghchi received the feedback on Sept. 29. Iran’s government spokesperson, Fatemeh Mohajerani, told IRNA that at the Sept. 30 Cabinet meeting Araghchi presented the American side’s proposal to President Masoud Pezeshkian. The Associated Press reported Tehran’s statements and said the response was conveyed through mediators.
The full US response has not been published in these accounts. Reuters described the order and timing of steps—known as sequencing—as the central sticking point. The reporting therefore establishes that feedback was relayed, not that either side accepted a final arrangement.

What was in Iran’s seven-day proposal?
Araghchi said Iran could reopen the Strait of Hormuz within seven days if conditions were met. Iranian officials and reports described those conditions as including the United States lifting its blockade of Iranian ports, releasing frozen Iranian assets and waiving sanctions on Iranian oil sales. The proposal was also linked in reports to ending the wider conflict and resuming negotiations, but its complete text is not available. These are reported Iranian terms, not agreed provisions.
The seven-day period is a proposed timetable attributed to Iranian officials; it is not an agreed deadline or a reported result. President Pezeshkian said, “The agreement must now be based on a win-win strategy,” according to Hindustan Times’ Oct. 1 account. His remarks describe Iran’s position, not a concluded agreement.

Why was Araghchi reportedly told to leave New York?
On Oct. 1, the AP reported that Rubio ordered Araghchi and the Iranian delegation to leave New York earlier than planned, citing two US officials familiar with the decision. Hindustan Times relayed Axios’ report that the talks had stalled, but also noted that Araghchi reportedly had already been scheduled to leave by Monday night. The early-departure order is thus an attributed report, and the scheduling caveat complicates claims that the departure alone proves the negotiations collapsed.

The New York contacts took place around the 81st UN General Assembly. Hindustan Times described Qatar and Pakistan as mediators in those contacts. That episode is distinct from the later feedback conveyed in Doha, which Reuters specifically attributed to Qatari mediation.
