Intel was not awarded $3.5 billion to make military chips. Congress set aside up to $3.5 billion for the Secure Enclave initiative, while Intel announced an award of up to $3 billion for its work under the program. Secure Enclave is intended to build a trusted supply of leading-edge semiconductors for the U.S. Department of Defense and Intelligence Community.
Why are both $3.5 billion and $3 billion being reported?
They refer to different funding figures. The U.S. Department of Commerce Office of Inspector General (OIG) says up to $3.5 billion of the CHIPS Incentives Program’s original $39 billion allocation was set aside for Secure Enclave, with funding apportioned across fiscal years. That is the initiative’s allocation ceiling, not Intel’s award. Intel announced an award of up to $3 billion on September 16, 2024; the OIG also describes Intel’s award at that maximum.
The distinction is between money allocated to a program and the amount awarded to a company. Neither figure, on its own, establishes how much has already been paid to Intel.
What is Secure Enclave for?
The OIG describes Secure Enclave as a national security initiative to create a secure supply of leading-edge semiconductors for the Department of Defense and the Intelligence Community. Intel says the award is intended to expand trusted manufacturing of leading-edge semiconductors for the U.S. government.

Intel says the effort builds on its work with the Defense Department through the Rapid Assured Microelectronics Prototypes – Commercial (RAMP-C) and State-of-the-Art Heterogeneous Integrated Packaging (SHIP) programs. The public announcements do not identify a specific Secure Enclave chip model or production facility, or disclose classified specifications. They also do not establish that these are ordinary off-the-shelf chips or that Intel makes all semiconductors used by the military.
How does the Secure Enclave award differ from Intel’s commercial CHIPS funding?
Intel’s Secure Enclave award is separate from its commercial semiconductor manufacturing and advanced packaging funding. Intel announced that its finalized direct funding award for those commercial projects was up to $7.86 billion in November 2024, in addition to the $3 billion Secure Enclave contract. Intel said the final commercial award was lower than its preliminary proposed amount because Congress required CHIPS funding to pay for the Secure Enclave program.

Intel’s commercial announcement names projects in Arizona, New Mexico, Ohio, and Oregon. It does not identify those locations as Secure Enclave production sites.

In its Form 10-Q filed November 6, 2025, Intel described $3.2 billion in Secure Enclave disbursements to be made as it performs its contractual commitments. That is a later, performance-linked disclosure—not confirmation that Intel had already received the full amount. Intel also reported that 159 million shares had been placed in escrow for release as Secure Enclave disbursements were received, and that 684,000 escrowed shares had been released following disbursements during the third quarter of 2025.

The filing says transactions under the 2025 government agreements closed on August 27, 2025. It also describes shares and warrants received by the government as consideration connected to the broader agreement; Secure Enclave disbursements remained tied to Intel’s performance.

The cited public announcements do not name a Secure Enclave production facility or identify a specific chip model. Intel’s list of Arizona, New Mexico, Ohio, and Oregon projects concerns its commercial CHIPS funding announcement and should not be treated as a list of Secure Enclave sites. The available public information establishes the program’s intended trusted-supply purpose, but not its classified or site-level implementation details.
