Intel’s Oregon plans are part of a five-year U.S. investment plan exceeding $100 billion, not a completed $100 billion Oregon project. Business Oregon said in 2024 that Intel planned $36 billion in Oregon. Intel’s October 2023 announcement described ongoing Hillsboro campus upgrades and permit applications for a potential future multibillion-dollar expansion; Oregon’s March 2026 update records continuing modernization and construction milestones, not completion of that overall expansion.

What Intel plans to build in Oregon

The focus is Intel’s Gordon Moore Park at Ronler Acres in Hillsboro, a campus the company describes as a center for semiconductor research, technology development and manufacturing. In October 2023, Intel said it was advancing its development facilities there, continuing campus upgrades and initiating permit applications for a potential future expansion of research and development and manufacturing capacity.

The distinction matters: Intel presented the broader expansion as potential work, contingent on support from the U.S. CHIPS Act and local partners. The announcement was not evidence that a new fab had been completed—or that the full proposed expansion was already under construction.

How the Oregon plan fits into the $100 billion figure

The figure above $100 billion refers to Intel’s planned investment over five years across Oregon, Arizona, New Mexico and Ohio. Business Oregon’s March 2024 account put the planned Oregon portion at $36 billion. Neither amount is a report of money already spent or a current audited total.

The state sources do not provide a complete current accounting that reconciles actual Oregon spending against all the original commitments.

How public funding and contracts relate to Intel’s investment

Public support is separate from the investment totals above. In November 2024, Intel said the U.S. Department of Commerce finalized an award of up to $7.86 billion in direct CHIPS Act funding for commercial manufacturing and advanced-packaging projects in four states: Arizona, New Mexico, Ohio and Oregon. Intel described a separate $3 billion Secure Enclave contract in the same announcement. These are different support mechanisms, not additional proof of Oregon spending at those amounts.

Intel also said it planned to claim a Treasury investment tax credit expected to be up to 25% of qualified investments exceeding $100 billion. That was an announced expectation tied to qualified investments, not a grant or a statement that a credit had already been received.

What has happened at the Hillsboro campus

Oregon’s March 2026 CHIPS progress report describes work in progress rather than a finished overall expansion. During its reporting period, the state reported ongoing modernization of Intel facilities and tool installation. It said the main support steel framing for MSB2 was complete, while exterior siding and mechanical, electrical and process work had started. The report also listed air, wetlands, city development-review and wastewater permits as received.

Oregon reported that Intel continued developing, ramping and manufacturing new logic process nodes in its Oregon facilities before transferring technology to other high-volume manufacturing sites. The MSB2 milestones show construction progress on a building; they do not establish that Intel’s entire potential future expansion has been completed. The report is a dated progress update, not a real-time inspection.

What the job figures do—and do not—say

The published figures refer to different populations and should not be read as a count of new Oregon jobs created. Intel’s November 2024 release gave projections associated with its previously announced U.S. investments, including projects beyond those supported by CHIPS. Business Oregon’s 2026 report separately estimated Intel’s existing direct employment in Oregon.

How to read Intel’s older Oregon economic-footprint figures

Intel’s October 2023 announcement cited more than 105,000 indirect jobs, $10 billion in annual labor income and $19.3 billion in annual GDP for its Oregon economic footprint. Intel’s footnote said those estimates were based on 2019 data, so they should not be treated as a 2023 or 2026 measurement.
