No public figure in the cited reporting confirms that Intel laid off 10,000 factory workers in July 2025. A June report estimated that Intel Foundry might cut roughly 8,170 to 10,890 jobs; Intel later confirmed a broader plan to reduce its company-wide headcount by about 15% by the end of fiscal 2025. The two figures describe different scopes, and the Foundry estimate was not a final factory-only count.
Where the “up to 10,000” figure came from
On June 13, 2025, reporting based on an internal message to factory employees said Intel planned to begin manufacturing-organization layoffs in mid-July, with the first round expected to finish by the end of that month. Intel had not disclosed an exact number at that point.
A June 17 follow-up said Intel Foundry could eliminate 15% to 20% of its personnel. Tom’s Hardware, citing an OregonLive-reviewed memo, reported an estimate of roughly 8,170 to 10,890 jobs based on that range and the reported Foundry workforce. That estimate is the basis for headlines about “up to 10,000” cuts; it was not an Intel-confirmed total, nor a verified count of factory workers ultimately laid off.
What Intel later confirmed
On July 24, Intel CEO Lip-Bu Tan told employees the company was implementing a plan to reduce headcount by approximately 15% and expected to end 2025 with a global workforce of about 75,000, accounting for workforce reductions and attrition. Intel’s SEC Form 8-K said the 2025 Restructuring Plan was approved on July 10 and that headcount initiatives were expected to reduce the core Intel workforce by 15% by the end of fiscal 2025.

The 15% Foundry estimate and the 15% company-wide plan are not interchangeable: one was a reported range for a specific organization, while the later figure was Intel’s plan for its core workforce. Intel’s disclosures do not establish a single audited worldwide total of factory-only layoffs.
When were the factory layoffs expected to start?
The June reporting said the first manufacturing-organization wave was expected to begin in mid-July 2025 and finish by month-end. Intel’s July 24 company-wide announcement confirmed a broader restructuring plan, but the cited figures do not verify exactly how many factory employees had been laid off by that date or when every Foundry action was completed.

Why cut factory jobs while continuing to build fabs?
Intel framed the workforce plan as an effort to simplify the organization, reduce management layers, strengthen accountability and redirect resources toward its core client and server businesses. In the June reporting, the company described removing organizational complexity and empowering engineers; the Foundry changes were also characterized as making the organization more engineering- and technician-driven, with some management roles reduced.

The workforce reductions accompanied changes to Intel’s investment and manufacturing footprint, rather than a simple withdrawal from all factory construction. The Associated Press reported that Intel would cancel planned projects in Germany and Poland, consolidate Costa Rica assembly and testing into Vietnam and Malaysia, and slow construction in Ohio further. Tan told employees, “There are no more blank checks. Every investment must make economic sense.” The company’s approach was therefore to cut costs and reconsider where and how it invested, while continuing to pursue selected projects.

What did the restructuring cost?
Intel’s July 2025 Form 8-K estimated total charges of $1.9 billion for the restructuring, including $1.4 billion in employee severance and related exit charges recognized in the second quarter of 2025. The filing said the actions were expected to be substantially complete by the fourth quarter of 2025; that expectation is not itself confirmation of a final layoff count.
