An outsourced insurance virtual assistant can suit clearly documented work that can be assigned and checked remotely. An in-house assistant may be a better fit when the role calls for frequent direction, close coordination, or deep integration with agency workflows. Neither option is automatically cheaper, and calling someone a “VA” does not settle whether they are legally an employee or whether their duties require an insurance license.
What’s the difference between an insurance VA and an in-house assistant?
An insurance VA is support provided remotely through an outside service or an individual hired to work remotely. An in-house assistant is typically an employee integrated into the agency’s daily operations. The practical distinction is not simply where the person works: it is how the work is scoped, directed, supervised, and connected to agency processes.

Which costs less: a VA or an in-house assistant?
There is no established, comparable current VA rate and in-house assistant compensation figure here, so a generic hourly rate or savings percentage would be misleading. Compare written vendor quotes with a complete employee-cost estimate at the same role scope and required hours. The IRS explains that employment-tax responsibilities differ between employees and independent contractors, and classification depends on the facts of the relationship (IRS worker-classification guidance; Publication 15-A for 2026).

These are categories to investigate, not charges that every vendor imposes or costs that apply identically to every employee. Request proposals tied to the same duties, weekly hours, service coverage, onboarding, supervision, and minimum commitment. Include the cost of managing and checking work in both models, then compare the total at the hours the agency actually needs.

How much control do you have over a virtual assistant?
You can define deliverables, deadlines, communication channels, access permissions, and review procedures. But worker classification is a separate legal question: the “VA” label, a contractor agreement, and remote work do not by themselves make someone an independent contractor. The IRS considers behavioral control, financial control, and the parties’ relationship; no single factor determines status. A person working remotely can still be an employee under common-law rules if the business has the right to control what work is done and how it is done.
The IRS puts it plainly: “There is no ‘magic’ or set number of factors that ‘makes’ the worker an employee or an independent contractor and no one factor stands alone in making this determination.” Consult the IRS guidance and qualified tax or legal advice about the actual relationship. Employers generally withhold and pay applicable employment taxes for employees; payments to independent contractors are generally treated differently.

Can an insurance VA handle client or policy tasks?
Some duties may cross a licensing boundary, so do not assume that a task is permissible just because it seems administrative or is assigned remotely. The National Association of Insurance Commissioners (NAIC) describes an insurance producer as someone who sells, solicits, or negotiates insurance, and state insurance regulators license producers. The NAIC’s State Licensing Handbook chapter on activities requiring licensure explains the subject, but it is not a task-by-task ruling for every agency workflow.
- Write down the specific duties, including what the assistant would say or do with clients and policy information.
- Check the relevant state insurance department’s current rules and guidance for those duties.
- Get qualified compliance or legal advice where the boundary is unclear, and do not assign regulated producer activity unless the applicable licensing requirements are met.
Rules and fees are state-specific. For example, Alabama’s published page lists an $80 initial total fee and a $70 biennial renewal fee for an individual producer, plus a stated NIPR transaction fee. Those figures are an Alabama example, not a national standard or a cost of hiring an assistant; verify current amounts with the Alabama Department of Insurance or the regulator for the relevant state.

How to choose the right arrangement for your agency
Compare both options against the same real work plan. These decision factors help identify what to investigate; they are not legal conclusions about a particular worker or task.
- Direction: Does the role need frequent, real-time instruction, or can it work from defined assignments and procedures?
- Repeatability: Are the tasks stable and documented, with clear criteria for checking completion?
- Integration: How closely must the person coordinate with agency staff, systems, and changing priorities?
- Coverage: What happens during absences, peak periods, or a change in the working relationship?
- Supervision: Who assigns work, answers questions, reviews results, and corrects errors—and how much time will that take?
- Data access: What client information and systems would the role need, and what access controls and offboarding steps are required?
- Licensing: Could any assigned duty amount to selling, soliciting, or negotiating insurance under the relevant state’s rules?
- Total cost: What is the full cost at the actual hours and coverage the agency requires, including oversight and rework?
A written scope, a cost model based on the same hours, and a state-specific review of duties give the agency a more useful comparison than a headline hourly rate or the assumption that every remote worker is a contractor.
