Instagram’s 16th anniversary falls on 6 October 2026, using the commonly reported launch date. But “the internet isn’t celebrating” is a provocative framing, not a proven measure of public opinion: the available evidence does not show how people broadly reacted, and at least one social-media account marked the occasion. What makes this birthday feel less celebratory is the scrutiny surrounding Instagram’s youth protections and the risks regulators say they are examining.
When did Instagram launch?
The Guardian dates Instagram’s launch to 6 October 2010, making 6 October 2026 its 16th anniversary. There is a one-day discrepancy in the historical record: Instagram head Adam Mosseri published Meta’s official birthday post on 5 October 2020. That post thanked users and described the community’s influence on culture. The Guardian’s 10th-anniversary retrospective and Meta’s 2020 birthday post therefore do not point to the same calendar day.
Why does this birthday feel less celebratory?
The anniversary arrives amid continuing questions about how Instagram handles young users and assesses risks. Those questions come from different sources and concern different issues: under-13 access, protections for teen accounts, and whether Meta assessed risks before launching a feature. They are not interchangeable, and the regulator actions described below are not final findings that Meta broke the law.

On 29 April 2026, the European Commission announced preliminary findings that Meta had not diligently identified, assessed and mitigated the risk of children under 13 accessing Instagram and Facebook. The Commission pointed to false birth dates and checks it considered ineffective. These were preliminary findings, not a final adjudication; Meta had an opportunity to respond and appeal any eventual final decision. The Commission’s announcement sets out its position.

UK: an open investigation into risk assessments for Instants
On 6 October 2026, Ofcom opened a separate investigation into whether Meta completed further suitable and sufficient risk assessments before launching Instants on Instagram. Ofcom explicitly cautioned that opening an investigation was not a conclusion that Meta had breached its duties. Ofcom’s investigation page describes the question under examination and its status.
United States: proposed settlement terms are not global rules
The Associated Press reported a proposed agreement involving Meta and 48 U.S. states that would include youth protections such as a two-hour daily limit and an overnight access block. The report described these changes as forthcoming, not as rules already in effect. The proposal is specific to the United States; it should not be confused with Instagram’s existing Teen Account settings or with the EU and UK proceedings. AP’s report on the proposed agreement provides the details.

What Meta says Teen Accounts do—and what critics dispute
Meta says it introduced Instagram Teen Accounts in 2024, with built-in protections intended to limit who can contact teens and what content they see, as well as parental tools such as time limits. That is the company’s description of its measures, not independent evidence that every feature works as intended or is effective. Meta’s January 2026 account of Teen Accounts explains its position.

A September 2025 report by former Meta employee Arturo Béjar and four online-safety nonprofits criticized the protections. Fairplay policy counsel Haley Hinkle said the group assessed 47 of Meta’s 53 teen safety features and found that 60% of those evaluated were unavailable or did not work as advertised. That figure describes the group’s assessment, as reported by AP; it is not an independently verified failure rate for Instagram as a whole. Meta called the report’s findings “misleading” and “dangerously speculative.” AP’s report on the assessment includes both the criticism and Meta’s response.

Does “the internet isn’t celebrating” describe the public mood?
Not on the evidence available. There is no representative measure here of how many people celebrated, ignored or criticized the anniversary. An indexed Digg page reported that PopBase marked the birthday, which is a limited example of acknowledgment—not a measure of internet-wide sentiment. The phrase works as a cultural lens on a milestone arriving amid scrutiny, but it should not be mistaken for a verified consensus. The Digg page reporting the birthday post shows why an absolute claim that nobody noticed would also go too far.
What the anniversary does—and does not—tell us
A birthday is a convenient moment to take stock, but the date itself does not settle the disputes around Instagram. The documented picture is more specific: the European Commission had announced preliminary concerns about under-13 access; Ofcom had opened an investigation into risk assessments for Instants without reaching a breach conclusion; Meta described Teen Account protections; and critics’ assessment of some features was contested by the company. Keeping those statuses and jurisdictions distinct is essential to understanding why the anniversary is drawing scrutiny without overstating what has been proved.
