Steam does not set one correct price for indie games: developers choose their prices, and buyers should check the discount and refund rules before purchasing. This guide explains Steam-specific launch pricing, sale timing, bundles, and refunds; other storefronts and local consumer-protection laws may work differently.
How should you price an indie game on Steam?
Steam leaves pricing to each developer or publisher. It offers considerations, not a formula or an indie-game price chart. Compare your game with titles of similar scope and release model, then choose a price that reflects the experience you offer and leaves room for any planned promotions.

Factors to weigh
- Time to complete: Consider the expected time for a typical playthrough.
- Replayability: Account for whether players are likely to return for more runs or substantially different experiences.
- Multiplayer: Consider whether multiplayer is part of the game and how it affects the experience.
- Release model: Take Early Access status into account.
- Comparable games: Research similar titles and consider their prices, reviews, and perceived value.
- Planned promotions: Consider future sales when setting the base price and release calendar.
Steamworks says it supports pricing in 37 currencies, according to its undated documentation accessed in 2026. That platform-reported figure does not mean a single price will fit every market; developers should consider local pricing rather than assume equivalent purchasing power across regions. How do Steam launch discounts and sale timing work?
A launch discount is optional. Steam advises developers to configure it before release; it can last 7–14 days, is generally suggested at 10–15%, and cannot exceed 40%. Those are Steam’s platform rules and guidance, not a promise that a discount will increase a particular game’s sales.

Steam says its discount rules are intended to support pricing transparency: “A central motivation for these rules is to increase pricing transparency to customers.” The rules can change, so developers should check the current Steamworks discounting documentation before scheduling a promotion.
Cooldowns developers need to plan around
- A product generally cannot be discounted for 30 days after release. This applies to Early Access and full release; a launch discount is the exception and must be configured before release.
- A price increase triggers a 30-day discount cooldown. A price decrease does not by itself trigger that cooldown.
- Standard discounts generally need to be at least 30 days apart.
- Steam seasonal sales are exempt from the discount-to-discount cooldown, but not from a cooldown caused by a recent release or price increase.
- Minimum-price thresholds and discount-duration limits also apply.
Because cooldowns can affect a release, price change, Early Access transition, or sale calendar, developers should check eligibility before announcing dates. The rules are not a sales forecast.

How do Steam bundles work?
Steam offers two documented bundle types. In both, what a customer pays can depend on which included products they already own and whether individual items are discounted.
| Bundle type | How it works |
|---|---|
| Complete The Set | The customer pays for eligible bundle items they do not already own. |
| Must Purchase Together | The customer must buy the included items together. |
The bundle’s chosen percentage discount applies to eligible items, and an individual product discount can also affect the calculated bundle price. A bundle itself cannot be scheduled for a separate limited-time discount; its price can change when its contents are discounted. Steam also permits collaborative bundles across developers or publishers. Up to three bundles appear directly on a game’s store page, and country-specific minimum transaction prices can make a bundle unavailable in some regions. Details are in Steamworks bundle documentation.
Can Steam Bundles be refunded?
Bundle components may be refunded under the rules for the relevant content type. For a bundle refund, Steam says the customer must not have transferred any items, and the combined usage time must be under two hours for a full refund. Individual components may have their own eligibility conditions, so check the applicable policy and the item’s purchase details.
What is Steam’s refund policy for games?
For games and software, Steam’s standard refund offer applies to requests made within 14 days of purchase and with less than two hours of playtime. Some DLC or in-game items have different conditions, and an item may be marked nonrefundable at checkout. Purchases made outside Steam, such as third-party CD keys, are not refundable by Valve through this policy.

Steam does not automatically refund the difference when a game’s price drops. Its Support FAQ says a buyer may request a refund for the original purchase and then repurchase at the sale price, subject to the refund rules. Steam says a prompt refund-and-repurchase for a sale price is not considered abuse. See its sales FAQ and the refund policy.
