India’s Ministry of Communications rejected Elon Musk’s claim that unnamed “oligarchs” were blocking Starlink, saying on October 8, 2026 that the licensing framework is fair and non-discriminatory. The ministry also said all three licensed non-geostationary satellite operators are undergoing security assessments at broadly the same stage. Starlink holds a licence and an authorisation, but it still lacks the approvals needed to start commercial service in India.

What the ministry said

The ministry’s statement on October 8, 2026 addressed one point directly: the suggestion that the framework or its application is unfair or discriminatory was, in its words, “baseless and misconceived.” It made three further points that matter for understanding where Starlink stands:

  • Security assessment is the current step for all three licensees.
  • Security assessment comes before the next step, which is seeking spectrum assignment.
  • All three operators are at broadly the same regulatory stage, so none is being treated as ahead or behind because of a different rule.

Coverage by Data Center Dynamics, The Indian Express, Business Standard and The Economic Times on October 8, 2026 reports the same sequence. None of these reports establishes that a competitor caused Starlink’s delay, and none documents the ministry’s internal assessment timetable.

What Musk alleged

Musk posted on X on October 7, 2026. As quoted by Data Center Dynamics, the post read: “Unfortunately, we are being blocked by certain oligarchs in order to maintain their monopolistic chokehold on the Indian people. You can guess who they are… This is a crime against the people of India!” He did not name a company or person in the post. The allegation is his; reporting does not independently verify it, and it should be presented as an allegation.

Where Starlink stands on each approval

The most common reader confusion is between a licence, an authorisation and permission to sell service. They are separate steps, and Starlink has only completed the first two.

  1. GMPCS licence. Starlink received a Global Mobile Personal Communications by Satellite (GMPCS) licence from the Department of Telecommunications in June 2025, according to Business Standard.
  2. IN-SPACe authorisation. The space regulator IN-SPACe authorised Starlink in July 2025, according to Business Standard.
  3. Security assessment. The ministry says this is underway for Starlink and the two other licensees. Reporting says the assessment must be completed before the next step.
  4. Spectrum assignment. This is the step that follows security assessment. As of October 8, 2026, none of the three operators had been reported as assigned spectrum.
  5. Commercial launch. Business Standard reported that Starlink remained short of the approvals needed for commercial service in October 2026.

The Indian Express reported that the Ministry of Home Affairs is examining security issues linked to satellite services. Its reporting describes concern that foreign operators could route traffic around Indian gateways, which would weaken government control over the service. This is reported context, not a complete official list of every condition still pending.

The three operators in the process

The reporting names three licensed non-geostationary satellite operators. The table below shows only what the October 2026 coverage establishes for each.

The sources do not provide an operator-by-operator list of every compliance condition, so the table cannot show whether any one company has completed more of the security requirements than the others. The ministry’s statement that all three are at broadly the same stage is the only comparison on record.

Starlink’s readiness claims

On October 7, 2026, at India Mobile Congress, Starlink vice-president for business operations Lauren Dreyer said the company had built 20 gateway sites in India, comprising hundreds of antennas, according to Business Standard. She also said the company had set up controls for Indian security requirements, including keeping Indian user data in India. Her statement, in full: “We have built our Starlink operations specifically for India in recognition of Indian security requirements and other regulations, establishing controls at every layer for India and keeping Indian user data within India.”

These are company statements about its own preparations. They are not an independent audit, and they do not show that security assessment has been completed or that spectrum has been assigned.

The spectrum dispute behind the argument

The current dispute follows an earlier disagreement about how satellite spectrum should be allocated. Associated Press reported in 2025 that Jio favoured auctioning spectrum to ensure fair competition, while Musk supported administrative assignment, which he described as in line with global practice. India then decided to assign satellite spectrum. That history shows a policy disagreement between the companies. It does not show that either side shaped the security assessment now under way.

What this means for Indian readers

Starlink’s user terminal is the physical product linked to this story, but buying one does not mean service is available. Coverage as of October 8, 2026 does not establish that Starlink can sell subscriptions in India, and readers should not assume a terminal bought abroad or in India will activate here until commercial approvals are reported as complete. Plans, prices and launch dates are not stated in the reporting reviewed.

What to watch next

  • Whether the ministry or the Department of Telecommunications announces that security assessment is complete for any of the three operators.
  • Whether spectrum assignment begins, and whether it proceeds on the same timetable for all three.
  • Whether the Ministry of Home Affairs publishes any requirement on gateway routing that applies to satellite providers.
  • Any response from Musk or Starlink to the ministry’s statement that the framework is non-discriminatory.

Until one of these points is resolved, the accurate position is this: Musk has alleged obstruction, India has denied discrimination and says the process is at the same stage for all licensees, and the approvals that matter for commercial launch are still pending.
