The India AI Impact Summit 2026 marked an industrial transition, not the completion of Indian AI or semiconductor sovereignty. Held in New Delhi from 16–20 February 2026, it connected India’s large technology workforce and services industry with reskilling, indigenous models, shared computing, public-sector deployments and semiconductor manufacturing.
The government’s own figures show meaningful progress—20 foundation-model proposals selected, shared capacity above 45,000 GPUs and three semiconductor facilities in commercial production—but also a decisive limitation: India’s AI compute ecosystem still relies on globally sourced GPUs. The most accurate description is a multi-layered effort to gain more control while remaining part of international supply chains.
What was the India AI Impact Summit 2026?
The Ministry of Electronics and Information Technology organised the summit at Bharat Mandapam in New Delhi. The full programme ran from 16 to 20 February 2026; the opening ceremony and principal leaders’ sessions were held on 19–20 February. The programme was organised around the “Sutras” of People, Planet and Progress and seven thematic “Chakras”: Human Capital, Inclusion, Safe and Trusted AI, Resilience, Science, Democratizing AI Resources and Social Good.
Flagship activities included UDAAN, youth and women’s innovation challenges, a research symposium and an AI Expo. The government’s closeout said the summit brought together more than 20 heads of government, representatives from 118 countries and more than 500,000 participants. It also reported infrastructure-related investment pledges above $250 billion and approximately $20 billion in deep-tech venture commitments. Those are announced pledges, not evidence that the money has already been deployed.

The government’s M.A.N.A.V. framework
Prime Minister Narendra Modi presented M.A.N.A.V. as a national framing for AI:
- Moral and Ethical Systems
- Accountable Governance
- National Sovereignty
- Accessible and Inclusive Systems
- Valid and Legitimate Systems
M.A.N.A.V. is a government framework, not an independently validated technical standard. Modi described the summit’s purpose as making AI “human-centric rather than machine-centric” and “sensitive and responsible,” and said, “AI must be given an open sky, while command must remain in human hands.”
What does “from IT services” mean?
India’s shift is best understood as an attempt to add higher-value layers to an established technology-services and workforce base. Those layers are different and should not be conflated:
| Layer | What it involves |
|---|---|
| Technology services | Running software, infrastructure and business-process work for clients. |
| AI integration | Embedding third-party models into customer systems and workflows. |
| Applications | Building products for Indian languages, public services and industry use cases. |
| Model ownership | Training and operating foundation or specialised models. |
| Infrastructure control | Accessing compute, data centres, networks, energy and accelerators. |
| Silicon manufacturing | Designing, fabricating, packaging and supplying chips and related equipment. |
At the summit, Union IT Minister Ashwini Vaishnaw said India’s technology transition requires industry, academia and government to work together. The policy response includes reskilling and upskilling existing workers, a new talent pipeline, AI Data Labs, FutureSkills training, foundational courses in data annotation and curation, and expanded IndiaAI fellowships.
This is a direction of travel, not proof that India’s services sector has already transformed. The available government statements do not establish that services work is disappearing, that every major Indian IT company is building foundation models, or that AI hiring has risen by a measured amount across the entire sector.
What did the summit and IndiaAI programmes announce?
Government reporting describes activity at several different maturity levels. Keeping those stages separate is essential:

| Area | Reported figure or action | What the figure means |
|---|---|---|
| Foundation models | 20 proposals selected from 506 applications: 12 large multimodal models and eight small language models. | Selection for support, not proof that all models were launched or commercially scaled. |
| Model outputs | Released outputs include Sarvam AI models, Gnani.AI speech-to-speech, BharatGen multilingual models and an Avataar AI video-generation model. | Examples of releases identified by the Ministry of Electronics and Information Technology. |
| Compute providers | 15 empanelled Compute Service Providers. | A provider network through which programme participants can obtain compute. |
| Subsidised compute | 237 projects approved and 93.18 lakh GPU hours sanctioned. | Approved and sanctioned access; not a measurement of actual utilisation or model quality. |
| National supercomputing purchase | A purchase order for an approximately 1.1 EFLOPS AI system at NIC’s Shastri Park data centre. | A procurement step toward additional high-performance capacity. |
The same parliamentary reply that listed these initiatives explicitly says the current compute ecosystem uses globally sourced GPUs. The procurement and programme milestones therefore show expanding access and capability, not completed hardware independence.

An August 2026 government update reported the following status at stated dates:
- More than 45,000 GPUs in shared compute capacity as of June 2026.
- More than 14,000 datasets and 331 models on AI Kosh as of July 2026.
- Sixty-two prototypes developed and 20 public-sector AI solutions deployed as of August 2026.
- Fifty-eight AI Centres of Excellence approved; 22 approved and initiated across 13 States and Union Territories.
These numbers describe programme activity reported by the Government of India. A GPU count alone does not reveal accelerator type, memory, interconnects, utilisation, energy availability or how much capacity a researcher can actually access. Likewise, a selected proposal, prototype or approved centre is an earlier milestone than a widely used production system.
What is sovereign AI?
“Sovereign AI” has no single settled technical definition. In practical terms, it asks how much control a country has over the data, computing, models, applications, talent and supply chains needed for important AI systems.
| Dimension | Questions to ask |
|---|---|
| Data control | Can sensitive government or business data remain under applicable national jurisdiction? |
| Compute and energy | Is reliable, affordable capacity available, and who controls the hardware and data centres? |
| Models | Are models owned, inspectable and adaptable for local languages and requirements? |
| Applications | Are systems solving public and economic problems in Indian contexts? |
| People | Are there enough researchers, engineers, operators and domain specialists? |
| Safety and accountability | Can failures be audited and responsibility assigned? |
| Supply-chain resilience | Can critical components be obtained during geopolitical or commercial disruptions? |
India’s summit messaging emphasised indigenous models, broad access and local infrastructure. The United States delegation used a different emphasis. Michael Kratsios, Director of the White House Office of Science and Technology Policy, said, “Real AI sovereignty means owning and using best-in-class technology for the benefit of your people, and charting your national destiny in the midst of global transformations.” That formulation allows strategic autonomy through trusted international partners rather than requiring every component to be manufactured domestically.

Is India dependent on foreign GPUs?
Yes. The Ministry of Electronics and Information Technology’s parliamentary reply states that India’s current compute ecosystem draws on globally sourced GPUs procured through empanelled providers. The planned 1.1 EFLOPS system is described as a step to reduce dependence over time, not as evidence that dependence has ended.

- Single core ARM Cortex-A7 32-bit core, integrated with NEON and FPU
- Built in Micro's self-developed 4th generation NPU, with high computational accuracy and support for mixed quantization of int4, int8, and int16. Among them, int8 has a computing power of 0.5 TOPS and int4 has a computing power of up to 1.0 TOPS
- Built in self-developed 3rd generation ISP3.2, supports 4 million pixels, and supports various image enhancement and correction algorithms such as HDR, WDR, and multi-level denoisin
- It has powerful encoding performance, supports intelligent encoding, adapts to save bit rates according to the scene, and saves more than 50% of the bit rate compared to conventional CBR mode, making the captured images high-definition, smaller in size, and doubling the storage space
- The design with built-in RISC-V MCU supports low-power fast startup, 250ms fast capture, and simultaneous loading of AI model library, enabling facial recognition to be completed within 1 second
This distinction matters because local models and local applications can run on imported accelerators. Model development, data governance and public-sector deployment may become more domestic while the underlying chips, systems or supply contracts remain international. India is building negotiating strength and access, but the evidence does not support a claim of self-sufficient AI hardware.
Can India build its own AI models and chips?
Models: a substantial programme, with scale still to be demonstrated
The selection of 20 foundation-model proposals from 506 applications creates a domestic pipeline. The reported Sarvam AI, Gnani.AI, BharatGen and Avataar AI outputs show activity across language, speech and video. The next tests are model quality, reliability, language coverage, cost, adoption and sustained operation. Selection or release does not by itself establish that a model competes with the largest global systems.
Chips: progress across a wider industrial stack
Vaishnaw said “Semiconductor 2.0” would give primary focus to design. The government’s August 2026 update describes a broader programme covering semiconductor design, fabrication, packaging, equipment, materials, research, intellectual property and talent. It reported 12 approved semiconductor projects across six states, investment commitments exceeding ₹1.64 lakh crore and three facilities that had commenced commercial production at the time of the update.

India joined the Pax Silica coalition at the summit. The government describes the coalition as cooperation with the United States and partner countries to secure global silicon supply chains and improve resilience. IndiaAI Mission also signed a Statement of Intent with Business Sweden covering AI and digital technologies.
These arrangements sit alongside domestic capacity-building. They are evidence of a strategy that combines local capability with trusted external relationships, not a move toward technological autarky. Resilience can mean having multiple reliable sources and influence over critical infrastructure, rather than producing every component inside one country.

How will AI change India’s IT-services industry?
The likely change is a movement up the value chain rather than a simple replacement of services work. Companies and workers will increasingly need to combine domain knowledge with model evaluation, data engineering, workflow redesign, cybersecurity, governance and operating AI systems at scale.

Skills that become more valuable
- Data curation, annotation, quality control and provenance.
- Cloud and high-performance-computing operations.
- Prompt and model evaluation, red-teaming and reliability testing.
- AI application engineering and integration with existing enterprise systems.
- Knowledge of Indian languages, public administration and regulated sectors.
- Security, privacy, compliance and responsible-AI controls.
- Semiconductor design, verification, packaging and manufacturing operations.
Government programmes such as FutureSkills, AI Data Labs, data-annotation courses and IndiaAI fellowships address parts of this pipeline. Their existence signals a policy priority; it does not quantify how quickly the entire labour market is changing.
How should progress be judged?
For investors, companies, workers and policymakers, the most useful test is to track maturity rather than headlines:
- Proposal: Was an idea submitted?
- Selection: Was it chosen for public support?
- Prototype: Does a working system exist in a controlled setting?
- Deployment: Is it operating for real users, with measurable service outcomes?
- Production: Can it run reliably and economically at scale?
- Commercial or public value: Are users adopting it and receiving durable benefits?
- Resilience: Can the system continue if a foreign supplier, component or financing source becomes unavailable?
The same discipline applies to investment: distinguish a pledge from committed capital, construction, equipment installation and realised production.
What the summit means overall
The India AI Impact Summit 2026 made a credible case that India is trying to convert its IT workforce, public institutions and industrial policy into control of more valuable AI layers. The reported model selections, shared compute, AI Kosh resources, public-sector deployments and semiconductor projects are concrete steps.

The strongest, evidence-based conclusion is that India’s transition from services strength toward sovereign AI capability and silicon capacity is underway, internationally connected and still unfinished.
