Illinois data center investment could support a modeled 121,000 jobs through 2035, but that is not a forecast of 121,000 permanent facility jobs. TechRadar reports 2,800 permanent positions; the Illinois Economic Policy Institute (ILEPI) release says 3,000. A separate estimate of roughly $150 more per household per year is also a projection, tied to a mid-range electricity-demand scenario—not a charge already added to every bill.

What does the 121,000-job projection count?

The 121,000 figure is a broad estimate of employment associated with a projected $57 billion in Illinois data center investment over the next decade. It includes jobs beyond the people employed to operate completed facilities. ILEPI says it used 75 data center project case studies and the IMPLAN economic-impact model; its release describes the figures as forecast impacts, not observed job totals.

Construction, operations, and spillover jobs are different

  • Construction: ILEPI describes about 39,000 skilled construction jobs during buildout. Construction work is tied to projects being built; it should not be read as a permanent facility headcount.
  • Facility operations: ILEPI says operating centers would support 3,000 permanent positions per year, including roles such as IT specialists and engineers. TechRadar’s account of the study instead gives 2,800 permanent jobs. The available published accounts do not resolve this difference, so neither figure should be presented as an undisputed exact count.
  • Indirect and induced activity: ILEPI reports more than 41,000 induced jobs in supply chains and local businesses. TechRadar separately says 41,751 jobs could arise from increased consumer spending. These descriptions use different categories and may not be directly comparable.

These figures should not be added together as though they were matching pieces of one employment tally. The useful distinction is that construction activity and wider economic effects contribute to the headline total, while the permanent operations estimate is much smaller.

Could data centers raise Illinois household electricity bills?

Possibly, but the roughly $150-a-year figure is a modeled outcome, not a guaranteed increase for every Illinois household. TechRadar’s October 2026 account of the ILEPI study ties that estimate to a mid-range scenario in which data center demand adds 6.5 gigawatts by 2035. The same account says the scenario could raise total electricity-system costs by almost 10%. A system-cost estimate and an individual household’s bill are related but are not the same measure.

How the statewide estimate differs from a ComEd-region model

Synapse Energy Economics’ April 30, 2025 analysis modeled a different geography, time horizon, and load forecast: 29 terawatt-hours of additional data center load in the ComEd region by 2040. It estimated $18 billion in higher net-present-value electric-system costs—30% above its base case—and an 8.3% average residential bill increase, or about $10 per month. The report states its dollar amounts in 2022 dollars and discusses factors including queue delays, generation costs, transmission, and regional imports.

Estimate Geography and scenario Reported result
ILEPI study, reported by TechRadar (2026) Illinois; mid-range scenario adds 6.5 GW of demand by 2035 About $150 per year in potential household electricity increases; almost 10% higher total electricity-system costs
Synapse Energy Economics (2025) ComEd region; models 29 TWh of added data center load by 2040 About $10 per month and an 8.3% average residential bill increase; $18 billion higher net-present-value system costs, 30% above its base case, in 2022 dollars

These estimates are not competing measurements of the same forecast. Synapse specifically cautions that its ComEd-region bill impact differs from broader PJM impacts; it should not be substituted for the statewide ILEPI scenario or combined with it.

What other supply forecasts do—and do not—show

Illinois’ 2025 Resource Adequacy Study, prepared jointly by the Illinois Power Agency, Illinois Commerce Commission, and Illinois Environmental Protection Agency, identifies resource-adequacy challenges in both PJM and MISO that are likely to affect Illinois supply costs and reliability. That is relevant context for a growing electricity load, but it is not a finding that data centers alone will produce a particular household bill increase.

What are the economic benefits, and who receives them?

ILEPI describes Illinois as one of the 10 leading states for data center development and the Chicago area as the third-largest U.S. market. Its release reports roughly $16 billion in facility construction spending during 2020–2024, a further $57 billion planned over the next decade, and data centers accounting for 7% of state electricity demand. The investment and economic benefits are projections or study estimates where stated, not assurances that every proposed project will be built.

Local property taxes are another potential benefit. ILEPI estimates nearly $300 million per year statewide and models a possible 3% to 10% property-tax relief in an average-sized county if a new hyperscale center is built. Those are study estimates, not guaranteed savings for residents; actual effects depend on projects, local tax arrangements, and public costs and obligations.

What policies could limit costs for residents?

ILEPI’s policy options focus on making new facilities account for more of the demands they add to the grid and local infrastructure. The release discusses:

  • Requiring data centers to cover 100% of their new energy needs and bring new clean energy online in Illinois.
  • Setting stronger energy and environmental conditions for eligibility for tax exemptions.
  • Using closed-loop recycled-water or air-cooling systems, and expanding battery storage and heat recovery.
  • Increasing public disclosure about facility energy and resource use.

These are recommendations summarized by ILEPI, not a list of requirements already imposed on every Illinois data center. Study coauthor Jacob Hager said that requiring data centers to invest in their own energy and infrastructure needs is a valuable policy tool, while also calling for additional clean power and ratepayer protections as facilities come online.

Is Illinois still accepting applications for data center incentives?

No. The Illinois Department of Commerce and Economic Opportunity says it stopped processing applications for the state data center incentive program starting July 1, 2026, following the governor’s June 5, 2026 directive. The agency page describes prior eligibility criteria that included at least $250 million in investment over 60 months and at least 20 new full-time-equivalent jobs, with wage requirements tied to the county. Those were the program’s prior requirements; they do not mean new applications are currently being processed.

How to interpret the headline numbers

  • 121,000 jobs: a modeled total impact, not a permanent staffing projection.
  • 2,800 versus 3,000 permanent positions: conflicting figures in TechRadar’s account and ILEPI’s release; the available accounts do not establish one definitive number.
  • About $150 a year: a potential household bill impact under a particular statewide mid-range demand scenario, not a certain statewide charge.
  • About $10 a month: a separate Synapse estimate for average residential bills in its ComEd-region model, with its own assumptions and horizon.
