Unexpected CFC-11 emissions after 2012 raised concern that unreported production could slow ozone-layer recovery. Measurements showed the gas’s atmospheric decline rate had slowed by about 50 percent, but global emissions dropped sharply between 2018 and 2019, restoring the earlier downward trajectory. That historical rebound does not establish whether illegal production is active in 2026.

Is illegal CFC production slowing ozone recovery?

The concern was real, but it needs a time frame. CFC-11 production was globally phased out under the Montreal Protocol by 2010. Atmospheric measurements then showed its decline slowing after 2012, a signal consistent with unreported production. Measurements identify gases entering the atmosphere; they are not a direct count of production or a complete inventory of producers.

In May 2018, UN Environment reported that the atmospheric decline rate had slowed by approximately 50 percent since 2012 and warned that continued emissions could put ozone recovery at risk. The phrase “may be slowing” describes that risk at the time, not a confirmed current trend. UN Environment’s 2018 statement called illegal CFC-11 production “nothing short of an environmental crime, which demands decisive action.”

Why did CFC-11 emissions rise after the ban?

CFC-11, or trichlorofluoromethane, is an ozone-depleting chlorofluorocarbon once used in applications such as foam production, refrigerants, solvents and aerosol propellants. The global phase-out constrained reported production, but atmospheric monitoring detected emissions that did not fit the expected decline. That mismatch pointed to emissions consistent with unreported production; it did not by itself reveal exactly who made or released the chemical.

UN Environment’s June 2018 statement said contemporary investigations pointed to eight factories in China as a primary source, while noting that other causes required further study. This was an investigative finding, not proof those factories accounted for every emission. The statement should be read in that limited context.

How much of the increase was attributed to eastern China?

Atmospheric studies attributed a substantial share of the increase to eastern China, but the estimates carry uncertainty and do not imply that all emissions originated there.

These figures refer to regional attribution estimates, not direct measurements of production at individual factories. They also describe different periods and are not interchangeable.

Did CFC emissions from China damage the ozone layer?

The unexpected emissions added to the amount of an ozone-depleting substance in the atmosphere and therefore posed a risk to recovery. The evidence supports concern about the effect of emissions, but it does not establish that every emission came from China or quantify a specific observed loss of ozone caused by a particular facility.

In 2018, the World Meteorological Organization and UNEP reported that upper-stratospheric ozone had increased by about 1–3 percent per decade since 2000. That was an early recovery signal in the assessment, not evidence that the ozone layer had fully recovered. The Antarctic ozone hole remained an annual feature. The assessment projected recovery to 1980 levels in Northern Hemisphere mid-latitudes in the 2030s, Southern Hemisphere mid-latitudes around mid-century, and Antarctic spring in the 2060s. Why did emissions fall after 2018?

Global CFC-11 emissions dropped sharply from 2018 to 2019. The Ozone Secretariat said the reduction was comparable to the earlier emissions increase, restored the long-term downward trajectory and avoided a substantial projected delay in ozone recovery. Ozone Secretariat meeting report

A 2021 study in Nature concluded that if the sharp reduction in unexpected global emissions and unreported production persisted, the associated future ozone depletion would likely be limited. That conditional finding does not prove that illegal production stopped everywhere. The 2021 Nature study

Are CFC-11 emissions still rising?

The sources cited here establish the unexpected rise after 2012 and the sharp global decline from 2018 to 2019. They do not establish whether illegal production or emissions are active in 2026. It would be inaccurate to present the historical episode as proof of a current resurgence.

The distinction matters: the Montreal Protocol’s controls have reduced ozone-depleting substances and enabled gradual recovery, while atmospheric monitoring can expose emissions not reflected in reported production records. The CFC-11 episode showed why both controls and measurement networks matter; it does not erase the recovery progress or settle present-day activity.
