Reports attributed to monitoring service Bet Legal put detected illegal betting platforms in Brazil at 331 on 25 September 2026 and 575 on 26 September—a rise of 244 detections, or about 74%. That is a reported one-day increase in a monitoring count, not proof that Brazil’s betting market, number of bettors or wagers grew by 74%.
What the 74% figure measures
The comparison is between two daily counts attributed to Bet Legal: 331 detected platforms on 25 September and 575 on 26 September 2026. The difference is 244; compared with 331, that is approximately 73.7%, rounded to 74% in coverage by WellPlayed and SBC News.

| Date or period | Reported count | What the figure represents |
|---|---|---|
| 21 September 2026 | 102 platforms | A Bet Legal count reported by WellPlayed and SBC News; it is an earlier monitoring count, not a measure of betting activity. |
| 25 September 2026 | 331 platforms | The reported count used as the baseline for the one-day comparison. |
| 26 September 2026 | 575 platforms | The reported count the following day; 244 higher than the 25 September figure. |
WellPlayed and SBC News attribute the counts to Bet Legal and say they were shared by Amilton Noble, an executive at lottery technology provider Hebara. The reports do not provide Bet Legal’s underlying records or a full explanation of how it defines and counts an “operator.” WellPlayed also notes Noble’s commercial interest and that the figures have not been independently verified. Treat them as industry-reported monitoring data, not settled official statistics.

A monitoring service’s count of sites or platforms cannot, by itself, establish how many separate businesses operate them. Nor does it show whether every detected site was active, how many people used the sites, how much they wagered, or whether a particular domain was formally determined to be illegal by a regulator or court. The coverage does not publish enough methodology or site-level evidence to answer those questions for the 331-to-575 comparison.

- Used Book in Good Condition
Yogonet separately reported that Bet Legal identified 428 new sites between the announcement of the measure and 27 September 2026. That figure covers a different interval and is described as new sites, rather than the daily total in the 25-to-26 September comparison. It should not be added to, or treated as a substitute for, the 575 count.
What the reports say about Lula’s measure
The news coverage links the increase in detections to a September 2026 measure by President Luiz Inácio Lula da Silva prohibiting regulated online betting. The Associated Press described the measure as provisional and said it would require congressional approval to remain in effect. Those procedural details are AP’s account; the primary legal text was not available in the sources for this article. The reported timing offers context for the monitoring counts, but does not establish why each site appeared in them or what legal status applied to an individual platform.

How this fits Brazil’s earlier betting framework
Brazil already had an authorization and blocking framework for fixed-odds betting before the September 2026 event. In an October 2024 notice, the federal government said betting sites missing from the Ministry of Finance’s authorization list were being taken offline and that the National Telecommunications Agency (Anatel) had notified telecom providers. Anatel’s notice described blocking access to entities that had not applied for authorization under the laws and ordinances cited there.
Those notices describe the 2024 framework; they do not verify the legal basis of the 2026 measure or establish the status of the domains counted by Bet Legal in September 2026. A detection count, an authorization list and a telecom blocking action are different kinds of records, so their totals should not be compared as if they measured the same thing.

What can—and cannot—be concluded
- Supported by the coverage: Bet Legal was reported to have counted 331 platforms on 25 September and 575 on 26 September 2026, a one-day difference of 244, rounded to 74%.
- Not established by those figures: a 74% increase in the market, bettors, wagers or confirmed distinct operators; the activity or legal status of every detected site; or the cause of each additional detection.
- Policy context: reports associated the counts with Lula’s September measure, while AP described it as provisional and subject to congressional approval. The underlying legal text is needed to verify its precise scope and status.
