ICEYE and Nokia have announced a partnership to develop sovereign low Earth orbit (LEO) broadband communications systems for governments. The first communications satellites are expected to launch in 2028, but the companies have not announced a service start date, technical performance figures, or consumer offering.
What ICEYE and Nokia announced
The October 1, 2026 announcement describes a development partnership, not a retail broadband launch. The companies plan to combine satellites, ground infrastructure, and ruggedized user terminals in systems intended for government use, including defense, border security, emergency services, and disaster response. Nokia’s announcement says the first communications satellites are expected to launch in 2028.
The proposed service is meant to provide targeted, high-throughput, low-latency connectivity over priority mission areas. ICEYE and Nokia describe it as a complement to military and commercial networks, particularly when terrestrial connections are disrupted or compromised—not as a proven replacement for those networks.

What “sovereign” means in this announcement
The companies say the nations using the jointly developed systems will own and control the satellites, ground segment, and terminals. That is the stated sovereignty model: national ownership and control of the system’s major components, rather than reliance solely on a foreign commercial operator’s service terms.

- High Quality Component: and professional design; Designed with a compass for easier and quicker tuning. Powered by the receiver, nice tool for campers.
- Less Signal Loss:Built-in amplifier compensates insertion loss.We offer one year warranty and 24 hours customers survice~
- Useful Tool|:Connect to your LNB and receiver to the satellite finder to track the clearest setting for the satellite you wish to tune to.
- Easy To Use:With electronic buzzer, easy operation, audio tone and LCD display with backlight to show the satellite signal intensity.
- No External Power or batteries required: power supplied from your satellite receiver.
The announcement does not explain how ownership, day-to-day operations, or procurement would be arranged for an individual country. It also does not name a government customer or describe contracts, security certifications, or operating responsibilities.
What is known—and not known—about timing and performance
The only specific schedule figure announced is that the first communications satellites are expected to launch in 2028. No month, full constellation deployment schedule, or date for the start of service is given. A first launch should not be read as a promise that a complete operational network will be available in 2028.

- AUTOMATIC SATELLITE ACQUISITION: Self-pointing portable antenna locates DISH satellites in minutes without manual pointing. Designed for RV and mobile use, the antenna locks onto signal quickly and maintains stable HD reception.
- WATCH TWO CHANNELS SIMULTANEOUSLY: Independent viewing capability allows two compatible DISH receivers to operate simultaneously. This makes it easy to watch different channels on separate TVs.
- RUGGED OUTDOOR CONSTRUCTION: Engineered for field-ready durability with a weather-resistant housing to withstand road travel and extended outdoor exposure. Compact dome design measures approximately 14.3” in diameter and 13.5” in height.
- BROAD DISH COMPATIBILITY: Works with DISH Wally and select ViP receivers for seamless integration into existing satellite setups. Compatible with pay-as-you-go programming, which is great for RVs, tailgating, and camping.
- TRUSTED U.S.-BASED DESIGN: Built on decades of Winegard technology expertise, delivering dependable performance, and U.S.-based servers for privacy and security, eliminating foreign monitoring concerns.
The companies have not published quantified throughput, latency, coverage, or service-availability figures. The announcement also omits constellation size, frequency bands, detailed architecture, budget, and terminal models. The performance descriptions are intended capabilities, not reported test results.

No consumer purchase route or retail product is identified. The ruggedized terminals mentioned in the announcement are planned components of government systems; no model, compatibility details, or public availability are specified. The announcement therefore does not establish that consumers can buy or use these terminals, or that existing consumer satellite equipment would work with the planned constellation.

How the partnership is intended to fit with other networks
ICEYE and Nokia position the system as an additional communications option for priority missions, including situations in which terrestrial networks are impaired. The announcement provides no independent comparisons or measurements against existing commercial or military networks, so it cannot establish relative speed, resilience, coverage, or cost.
ICEYE CEO and co-founder Rafal Modrzewski said the aim is for nations to own and control communications without dependence on a foreign commercial operator’s terms. Nokia President and CEO Justin Hotard linked sovereign operations and “Physical AI” to secure, resilient connectivity across land, sea, air, and space. These remarks explain the companies’ rationale; they do not independently verify the future system’s performance.
