IBM Quantum Platform is IBM’s cloud dashboard and access layer for managing access to IBM Quantum Compute Service. Users and administrators use it to manage service instances, workloads, access, plans, and usage. It is not itself a quantum computer or the Qiskit programming toolkit.

What is IBM Quantum Platform used for?

The Platform is the control panel for IBM’s quantum-computing service. It helps you work with the service instances that determine which plan, region, configuration, permissions, and workload access apply to you. IBM states that “Access to IBM Quantum Platform services is controlled by the instances to which you are assigned.” IBM Quantum Documentation explains instances.

In practical terms, you use the Platform to find and manage your available service access and workloads. Actual quantum programs are submitted through software interfaces such as Qiskit Runtime, rather than by treating the dashboard as the computer itself.

How do the Platform, compute service, Qiskit, and Runtime differ?

Component What it does

Qiskit SDK Open-source software for building quantum programs.

Instance A deployment of the compute service associated with a plan and region. It can govern workload execution, allocations, usage limits, QPU access, and user permissions.

A useful way to picture the relationship is: the Platform is the control panel, an instance is your configured service access, and Qiskit Runtime is one route for sending a workload to the service. What is an IBM Quantum instance?

An instance links a user to a particular service configuration. It is associated with a plan and region, and access depends on the instances assigned to that user. If you use more than one plan-and-region combination, IBM says you need a separate instance for each combination. Non-Open instances incur a cost or count against an allotted amount of time, depending on the plan.

That means having an IBM account or installing Qiskit alone does not establish access to every processor or plan. The instance and its permissions determine what service access is available to you.

Which IBM Quantum access plans are available?

Plan Access and billing basis What to know
Open Free; up to 10 minutes of quantum-computer access per 28-day rolling window, according to IBM’s plans overview accessed in 2026. Intended for learning and exploration within the stated access limit.
Pay-As-You-Go Charges for QPU consumption. Usage is billed based on quantum processing unit consumption.
Flex Prepaid; minimum purchase of 400 minutes, according to IBM’s plans overview accessed in 2026. Purchased time must be used within one year of purchase.
Premium Enterprise subscription. Consult IBM for current subscription terms and service details.
On-Prem Dedicated system. IBM Quantum services and maintains the system.

IBM’s changelog also described a limited-time offer as of 16 March 2026: active Open Plan users could opt in to 180 additional minutes over the following 12 months, with eligibility tied to logging 20 minutes of compute in any 12-month period. This was a dated promotion, not the standard Open allowance; its continued availability is not established here. Check IBM’s plans page for current terms.

How do I access IBM quantum computers?

For programmatic hardware work, IBM’s setup guidance calls for the Qiskit SDK and the Qiskit Runtime client, along with credentials and an instance that grants the required service access. Use the current Platform documentation for account and access steps; older setup pages may describe the retired Classic environment. IBM’s Qiskit setup guidance covers the software side.

  1. Check your plan and instance: Sign in to the current IBM Quantum Platform and confirm that you have an instance with the access you need. The instance determines applicable permissions and plan context.
  2. Install the software: Install Qiskit to build quantum programs. For hardware execution through Qiskit Runtime, install the qiskit-ibm-runtime client as directed by IBM’s current setup documentation.
  3. Configure credentials and instance access: Follow IBM’s current account instructions to authenticate and select or configure the instance assigned to you.
  4. Submit a workload through the execution interface: Use Qiskit Runtime or another supported interface to send a program to the service. The compute service handles authentication, scheduling, management, and routing.

What happened to IBM Quantum Platform Classic?

IBM’s migration notice says IBM Quantum Platform Classic at quantum.ibm.com became inaccessible starting 1 July 2025 and directed users to migrate to the new Platform. For current access and plan details, use the documentation at quantum.cloud.ibm.com/docs; some older IBM documentation pages are explicitly for Classic and may describe obsolete service details.
