IBM announced an orderly wind-down of its business in Russia in June 2022, following its March suspension of all business there. The company said the process would separate its local workforce, but the available company statements and filings establish the decision and plan—not that every part of the exit was ultimately completed.

Why IBM said it was winding down
IBM attributed the decision to the war’s mounting consequences and uncertainty about its long-term ramifications. In the June 7 statement, Krishna wrote: “As the consequences of the war continue to mount and uncertainty about its long-term ramifications grows, we have now made the decision to carry out an orderly wind-down of IBM’s business in Russia.” This is IBM’s stated rationale, not an independent finding about the decision’s causes. What IBM said would happen to employees
Krishna said the wind-down process would result in the separation of IBM’s local workforce and that the company would take reasonable steps to support employees’ transition. The announcement did not describe the outcome for each employee, so it should be read as a stated plan rather than a record of every individual’s eventual circumstances. IBM Newsroom, June 7, 2022
What IBM’s financial disclosures add
IBM’s 2022 annual report said Russia, Ukraine and Belarus together accounted for less than 1% of IBM’s full-year revenue. That figure covers the three countries as a group; it is not a Russia-only revenue figure. The company also described its Russian business as historically high margin, meaning its contribution to profit and cash flows was more significant than its revenue share alone might suggest. The annual report places the decision in the second quarter of 2022. IBM’s Form 10-Q for the quarter ended June 30 says the decision was made in May as uncertainty about the war’s long-term ramifications grew. Those disclosures provide financial and timing context, but they do not establish that the wind-down had reached completion. IBM Annual Report 2022 IBM Form 10-Q

No completion date or final accounting of every Russian-facing activity is established by these statements and filings. They document the suspension, IBM’s decision to carry out an orderly wind-down, and its announced workforce plan. They do not verify the final disposition of every customer relationship, activity or legal or administrative matter. The most precise description is that IBM announced a wind-down in 2022, rather than that these sources prove every aspect of the exit was completed.
