Short answer: Windows can become slower, but Microsoft’s guidance does not establish that it inevitably “rots” just because you stop routine cleanup. Low storage, startup apps, background activity, outdated software, conflicts and hardware limits can all affect performance. To test the claim on one PC, define what you mean by cleaning, measure the same tasks over time and investigate any slowdown before blaming accumulated clutter.
Is “Windows rot” actually real?
“Windows rot” is a useful shorthand for the feeling that a PC gets less responsive as time passes. But it does not identify a single cause, and the available evidence does not establish that Windows inevitably slows down when a user stops routine cleanup. Microsoft instead points to specific factors, including limited storage, too many startup apps, outdated software and hardware that no longer meets current needs. Several can contribute at once.
Microsoft Research has described preliminary findings from several weeks of PC usage, exploring why people perceive their PCs as unresponsive and how performance counters can help identify anomalous processes. That work is useful context for diagnosing a slowdown; it is not a controlled, long-term comparison of PCs that receive routine cleanup with PCs that do not. No general statistic quantifying “Windows rot” is established by these sources.
So the practical answer is qualified: a PC may get slower, but that does not show that neglecting cleanup caused it. A useful test has to separate possible causes and compare repeatable tasks on the same machine.

What can make a PC feel slower?
Different symptoms can point to different factors. Boot time is not the same measure as how quickly an app opens or a task finishes.

Microsoft Learn notes that fast startup represents about 50% of overall boot time in the startup context described on that page. That figure is specific to that context: it is not a measurement of how much startup apps contribute to all slowdowns, or of any effect from cleanup habits.

How to test whether stopping cleanup affects your PC
A one-machine experiment can tell you what happened on that PC, but not establish a universal Windows rule. The key is to change one defined habit while keeping the measurements and workload comparable.

These actions change different variables. If you stop several at once, you will not know which one mattered.
- Record a baseline. Note the PC model and configuration, Windows version and build, free storage, enabled startup apps, and the workload you plan to repeat. Measure boot time separately from application launch time or task completion time.
- Repeat the same workload. Run the same tasks under comparable conditions and record timings more than once. Keep notes on when you measured and any conditions that could affect the result, such as a pending update or another demanding task running.
- Track changes during the observation period. Log Windows and app updates, driver changes, new installations, startup-item changes and hardware changes. Any of these could affect a before-and-after comparison.
- Report only what the test supports. If the PC changes, describe the machine, the cleanup habits you changed, the workload, the measurements and other changes that occurred. A result from one PC is that PC’s experience, not proof that all Windows installations behave the same way.
What to do if performance gets worse
Start by checking for a plausible cause rather than running a generic cleanup tool or assuming the operating system has degraded. Windows includes diagnostics and troubleshooting options for common problems.

- Check the performance and health report: Open Windows Security > Device performance & health. The report can surface common storage, battery and system issues with recommendations.
- Isolate startup conflicts: Use Microsoft’s clean boot procedure to test Windows with a minimal set of drivers and startup programs. If the symptom changes, nonessential startup software or services may be involved; re-enable items methodically to narrow down the conflict.
- Compare storage and startup activity with your notes: A change in free space or enabled startup apps may explain a change in the matching symptom. Treat this as a lead to investigate, not proof of cause by itself.
- Consider recovery only when troubleshooting warrants it: Microsoft lists reset and reinstall among Windows recovery options. A reset is a recovery step, not evidence that routine cleaning is necessary. Manufacturer recovery images can include device-specific drivers and factory apps that are not part of generic Microsoft installation media.
Microsoft’s performance guidance covers Windows 10 and Windows 11, recommends trying multiple solutions because more than one factor may be involved, and cautions that older hardware may not improve significantly. The right next step depends on the symptom and diagnosis; do not assume a reset or hardware purchase is necessary without identifying a reason.

If the same task takes longer after you stop a clearly defined cleanup habit, that is evidence of a change on your PC. It does not, on its own, prove the habit caused the change: updates, new software, storage pressure, background activity or hardware changes may also explain it. If timings remain stable, that shows only that the chosen measurements did not detect a change during the observation period.

Microsoft’s March 20, 2026 Windows quality post describes planned work on performance and app responsiveness. It is a reminder that software versions and product changes can influence perceived responsiveness, but it does not quantify an effect on any particular PC.
