A hypersonic glide vehicle (HGV) is carried up by a rocket booster, released at high altitude, and then coasts toward its target without a running engine. A hypersonic cruise missile (HCM) stays under engine power for its main flight inside the atmosphere. The core difference is propulsion during the main flight, not speed. Both types are hypersonic, and both can maneuver.
How each weapon flies
Hypersonic glide vehicle (HGV)
An HGV is a boost-glide design. A rocket booster lifts the glide body to high altitude, the body separates, and it then travels toward its target using momentum and aerodynamic lift. The U.S. Government Accountability Office (GAO) puts it plainly in its official explainer: “HGVs are unpowered and glide to their targets from a high altitude after initial launch by a rocket.” The agency does not name an individual speaker for that technical statement.
Because the glide body carries no engine for this phase, it has no fuel to burn during the glide. It can still change direction in flight, so a glide vehicle does not follow a fixed ballistic arc.

An HCM is powered through its main flight. A rocket typically accelerates it to supersonic speed, and then an air-breathing engine, a ramjet or scramjet, takes over and keeps it flying at hypersonic speed within the atmosphere. Because it has to carry fuel for that sustained engine running, its range can be limited compared with a glide vehicle, and it may need to be launched closer to its target. The Arms Control Association describes this range tradeoff, while noting that actual comparisons depend on the individual system.

Why “hypersonic” does not settle the question
“Hypersonic” describes speed. GAO’s working definition is at least Mach 5, roughly 3,800 mph. A conventional cruise missile can be subsonic or supersonic and never reach that threshold, so not every cruise missile is hypersonic. The term applies to both HGVs and HCMs because both can reach Mach 5 or above.
This also means Mach 5 alone cannot tell you which type a weapon is. Look at how it is propelled during the main flight.

Altitude, range and maneuverability: what public sources support
GAO’s 2019 altitude bands are expected values for discussion, not measured specifications for every system. The Arms Control Association describes HGVs as reaching the outer atmosphere before gliding, and HCMs as flying within the atmosphere. Actual paths vary by design and mission.
Public sources support qualitative tradeoffs: glide vehicles avoid carrying fuel for a powered phase, while cruise missiles depend on sustained engine power. They do not support a ranking that says one class is universally faster, more maneuverable, or longer-ranged than the other.

A current example: one glide body, two launch arrangements
A current U.S. program shows how architecture and platform are separate questions. GAO’s July 2026 report says the Navy’s Conventional Prompt Strike (CPS) program and the Army’s Long-Range Hypersonic Weapon (LRHW) use the same missile and glide body.
- LRHW is launched from a land-based hot-launch system.
- CPS uses cold-gas ejection from a ship or submarine, and its rocket motor ignites after that ejection.
Both are boost-glide designs. The different launch arrangements do not change that classification. As of the July 2026 report, the Navy planned to field CPS on Zumwalt-class ships in the late 2020s and then on Virginia-class submarines in the early 2030s. GAO also reported that Army fielding of LRHW resumed after a successful test. These are plans and reported status as of that report, not guaranteed schedules.

Figures and what they measure
- Mach 5, roughly 3,800 mph: GAO’s 2019 working definition of hypersonic speed.
- Exterior temperatures can exceed 2,000°F: GAO’s 2019 description of a general hypersonic thermal challenge. It is not a measured temperature for every weapon.
- 70 efforts and almost $15 billion in estimated U.S. spending, fiscal years 2015–2024: GAO’s 2021 estimate of historical development effort. It is not a current budget figure.
Cautions when comparing systems
- Do not treat a single altitude band as a fixed design trait of either class.
- Do not describe every hypersonic system as deployed or invulnerable. Speed and maneuverability can complicate defense, but they do not make a weapon impossible to detect or intercept. Fielding status depends on the program, and GAO’s public reports continue to describe cost, test, schedule, and integration risks.
- Classified performance details are not public, so no open source establishes a universal measure of operational effectiveness.
In short: if the weapon is powered through its main flight, it is a hypersonic cruise missile. If it is released after booster lift and glides unpowered, it is a hypersonic glide vehicle.
