In 2019, Huawei, Qualcomm and Samsung each announced mobile silicon with 5G integration, but they were not describing exactly the same product boundary. Huawei’s Kirin 990 5G and Samsung’s Exynos 980 were mobile processors with integrated modems; Qualcomm described both an integrated Snapdragon platform and a broader modem-to-antenna system. Their reported peak speeds are vendor or period-specific claims, not results from a controlled comparison.
What “integrated 5G” meant in these announcements
The announcements came during 2019, around a shift toward bringing 5G modem functionality closer to the phone’s application processor. Huawei and Samsung described system-on-chips (SoCs) with integrated 5G modems. Qualcomm’s February announcement described a Snapdragon mobile platform integrating modem and application-processing technologies in one SoC, while its later roadmap discussed the wider X55 modem-to-antenna system, which also included radio-frequency (RF) components, antenna modules and software.
That distinction matters: an integrated modem inside an SoC is not the same comparison boundary as a complete modem-to-antenna system. The specifications below are attributed to the companies or to EE Times’ September 6, 2019 account, rather than treated as independently tested head-to-head results. EE Times’ 2019 comparison

Dates in this table are announcement-era schedules, not current launch expectations. The available figures also differ in scope: the Samsung 3.55 Gbps figure explicitly includes LTE-plus-5G EN-DC, while Huawei’s cited figures are theoretical sub-6GHz rates. Samsung’s Exynos 980 announcement

Huawei Kirin 990 5G: modem integrated into a flagship SoC
EE Times reported that Huawei launched the Kirin 990 5G in September 2019 and said Huawei called it the world’s first flagship 5G SoC. That “first” claim is Huawei’s, as reported by EE Times, not an independently adjudicated distinction. The report described the chip as a 10.3-billion-transistor design made using TSMC’s 7nm+ EUV process, with the Balong 5G modem integrated into the SoC.
EE Times reported support for NSA and SA radio architectures simultaneously and theoretical sub-6GHz peak rates of 2.3 Gbps download and 1.25 Gbps upload. It also distinguished the 5G version from a standard Kirin 990 4G-only variant, reporting two large NPU cores in the 5G version versus one in the standard version. The Mate 30 was identified as a key device for the chip; that historical connection does not establish present-day regional availability or network-band suitability. Qualcomm: an integrated SoC and a broader modem-to-antenna approach
February integrated-platform announcement
On February 24, 2019, Qualcomm announced a Snapdragon mobile platform integrating a multimode 5G modem and application-processing technologies into a single SoC. It also described a broader modem-to-antenna solution using mmWave antenna modules and sub-6GHz RF front-end components. Qualcomm said the platform would sample to customers in Q2 2019 and that commercial devices were expected in the first half of 2020; these were forecasts made at the time. IFA-era X55 roadmap
In September 2019, EE Times reported Qualcomm’s roadmap for Snapdragon 8, 7 and 6 Series 5G platforms for launch during 2020, based on its X55 5G modem-RF system. The account described X55 as combining a 5G modem, RF transceiver, RF front end, mmWave antenna modules and software. Planned capabilities included mmWave and sub-6GHz, TDD and FDD modes, 5G multi-SIM, dynamic spectrum sharing, and SA and NSA.

EE Times reported that the Snapdragon 7 Series platform was expected in Q4 2019 and the 6 Series in the second half of 2020, with more details on the 8 Series expected later in 2019. These milestones belong to the period roadmap; they should not be read as current product plans or as evidence that every capability shipped in every device. Samsung Exynos 980: integrated 5G with LTE aggregation
Samsung announced the Exynos 980 on August 22, 2019, describing it as its first AI mobile processor with an integrated 5G modem. Samsung specified an 8nm FinFET process and support for networks from 2G through 5G. It claimed speeds of up to 2.55 Gbps on sub-6GHz 5G, or up to 3.55 Gbps downlink when EN-DC combines LTE and 5G. These are different operating scenarios, so the higher number is not a standalone 5G sub-6GHz rate.

The company also listed Wi-Fi 6 and a CPU configuration of two Cortex-A77 cores and six Cortex-A55 cores, and said mass production was expected by the end of 2019. - They are not like-for-like measurements. Huawei’s reported 2.3 Gbps down and 1.25 Gbps up are theoretical sub-6GHz peaks. Samsung’s 2.55 Gbps is a sub-6GHz claim, while its 3.55 Gbps figure is a downlink maximum with LTE and 5G combined through EN-DC.
- They are not a controlled test. The cited material provides announcement specifications and a trade-press comparison, not a neutral, independently conducted benchmark under common network, spectrum, device and test conditions.
- Integration boundaries differ. The Huawei and Samsung descriptions focus on processors with integrated modems. Qualcomm also emphasized an end-to-end modem-to-antenna system, so comparing its system description directly with a single SoC specification can obscure what hardware is included.
For a reader comparing the announcements, the useful distinction is therefore not which company printed the largest peak number. It is what each company said was integrated, which radio modes and spectrum ranges it named, and whether a speed figure depended on combining LTE with 5G.
