Those figures come from remarks attributed to Ren in a transcript; Reuters reported that it could not independently verify them. They describe a claimed supply-chain response, not proof that every substitute matched the original or that Huawei had caught up in advanced chipmaking.
What Ren Zhengfei said Huawei replaced
Ren made the remarks during a February 24, 2023 talk to Chinese technology experts. Reuters reported on March 17, 2023 that Shanghai Jiao Tong University had posted a transcript of the talk. According to Reuters’ account, Ren said Huawei had replaced more than 13,000 components affected by U.S. trade sanctions with domestic Chinese alternatives and redesigned 4,000 circuit boards over the preceding three years. Reuters report republished by Investing.com
Reuters explicitly said it could not independently verify Ren’s remarks. The figures should therefore be understood as claims attributed to him, not as audited counts confirmed by Reuters or an outside inventory review. The report did not list the components, identify the affected Huawei products, or explain a counting method.
What the circuit-board claim means
Ren also said circuit-board production had “stabilized.” That is his characterization: the Reuters report did not give a production metric or time series that would define or quantify stabilization. The reported total of 4,000 redesigned boards likewise does not specify which products or board revisions were included.

Ren’s reported figures suggest an effort to adapt Huawei’s supply chain under restrictions. They do not, on their own, show how widely the replacement parts were used or whether redesigned boards delivered the same cost, performance, manufacturing yield, or availability as before.
Why U.S. restrictions affected Huawei
The Associated Press reported in February 2023 that Huawei had been on the U.S. Commerce Department’s Entity List since 2019. AP described the list as subjecting listed entities to licensing requirements and reported that U.S. restrictions affected Huawei’s access to processor chips and other technology. “U.S.-banned parts” is a shorthand, not a precise description of every transaction. The Entity List and related export controls do not mean that every component or transaction involving Huawei was covered by one blanket prohibition. A Lam Research regulatory-risk filing, for example, describes licensing requirements for certain China transactions and potential U.S. licensing requirements for some foreign-made wafers, chipsets, and related items in relevant Huawei or affiliate transactions under the foreign direct product rule. Replacing components with domestic alternatives is evidence of reported supply-chain adaptation. A component count does not measure whether those alternatives perform as well, cost the same, or can be produced at the same yield and volume. Nor does it establish parity in advanced semiconductor manufacturing.

The U.S.-China Economic and Security Review Commission’s 2024 Annual Report to Congress offers a separate, time-specific comparison: it said Huawei released a 2023 smartphone using high-end Chinese-made chips, but those chips trailed the world’s most advanced chips in size, energy efficiency, and cost. The report also discussed a rising share of Chinese components in Huawei smartphone models released in 2024. These findings concern particular products and years; they should not be read as a measurement of every Huawei component or as a timeless assessment of the company’s current capabilities.
