A 429 error that persists for 111 days is a reason to investigate, not proof that it is—or is not—a rate limit. HTTP defines 429 as “Too Many Requests,” but it sets no universal limit, client-identification method, or expiry period. The response, request pattern, and service-specific account rules are what can help explain a continuing error.
What HTTP 429 means
RFC 6585 defines status 429 as a response indicating that a user sent too many requests in a given amount of time. The standard does not prescribe how a server identifies that user, counts requests, or decides when a limit ends. It also does not set a maximum duration for a 429.
As a result, the number of days alone cannot establish the cause. A 111-day error could still relate to a provider’s rate-limit policy, but it could also reflect a different service-specific or account constraint. You need the response details and the provider’s rules to narrow it down.

A limit might apply to one resource or endpoint, to a whole server, or across multiple servers. Depending on the implementation, the server may associate requests with an IP address, user, authorized application, or another identifier. Multiple workers using the same credentials or network address may therefore share a limit.

These are implementation choices, not universal properties of HTTP 429. MDN’s 429 reference also describes the status as subject to server-specific rate-limiting behavior.
Check the response for clues
Capture the exact status, response body, relevant headers, timestamp with timezone, request or endpoint, and any request ID the service provides. Those details can help distinguish a temporary request-rate limit from a provider-specific account issue. In particular, look for Retry-After.

Under RFC 6585, a 429 response may include this header. RFC 9110 defines its value as either an HTTP date or a non-negative number of seconds. If the header contains a valid instruction, wait at least that long before retrying. Its presence indicates when the server says to try again; it does not, by itself, explain the full limit policy.

Services can use 429 responses in ways that depend on their own APIs and account systems. For example, OpenAI’s API guidance distinguishes request or token rate limits from exhausted credits and usage limits. For an OpenAI API error, check the error details and confirm which organization and project the request uses, along with relevant credits and usage limits. That provider-specific guidance should not be assumed to describe every service.

A practical way to investigate a continuing 429
- Record one complete failure. Save the status, response body, relevant headers—especially
Retry-After—timestamp and timezone, endpoint or request involved, and any request ID. - Check whether traffic is still being sent. Review clients, scheduled jobs, and workers. Determine whether several processes share credentials or an IP address and could be contributing to one limit.
- Follow a valid retry instruction. If
Retry-Afterprovides a valid date or delay, wait at least that long before trying again. - If no usable delay is provided, make retries bounded. For temporary OpenAI API rate-limit errors, OpenAI recommends exponential backoff with jitter. Avoid an unbounded retry loop: unsuccessful requests can still contribute to per-minute limits.
- Read the provider’s error details and current policy. Look for whether the issue concerns request or token rates, credits, usage limits, the account, or the resource being accessed. Apply only guidance that matches the service and error.
- Escalate with evidence if it persists. If requests have stopped and account state has been checked but the error continues, use the provider’s current documentation and support route. Include the captured error details and request ID if available.
Why “111 days” is not a diagnostic cutoff
Neither 429’s definition nor the Retry-After rules create a 111-day threshold—or any fixed period after which an error stops qualifying as a rate limit. The elapsed time is a prompt to inspect the implementation and account context, not a diagnosis. Do not assume that changing an IP address or waiting a particular number of days will resolve the problem unless the provider’s evidence supports that action.
