A fully immersive virtual world is a computer-generated 3D environment that surrounds a user’s field of view and lets them interact within the scene. Virtual reality (VR) is the clearest common example: it typically uses a headset to replace the user’s view of the physical surroundings with a digital environment.
What makes a virtual world fully immersive?
Immersion describes how an environment is experienced, not a single agreed technical standard. In VR, a computer-generated 3D scene fills the user’s field of view, creating the sense of being inside the virtual environment rather than looking at it on a conventional screen. A headset is typical, and interaction may involve acting through an avatar or manipulating virtual objects.
The phrase “fully immersive” should not be taken to mean that every human sense is digitally reproduced. The institutional definitions cited here support visual immersion and interaction; they do not establish simulated touch, smell, taste, or other sensory channels as requirements. Nor is the phrase a universally standardized category: the UK Information Commissioner’s Office (ICO) says there is no current industry consensus on immersive virtual-world terminology or definitions. How is a virtual world different from the metaverse?
A virtual world is a digital environment; “metaverse” is a broader and unsettled term that can describe an ecosystem of virtual worlds and experiences. There is no single consolidated definition across the institutional sources.

The International Telecommunication Union’s Focus Group on metaverse describes it as “An integrative ecosystem of virtual worlds offering immersive experiences to users, that modify pre-existing and create new value from economic, environmental, social and cultural perspectives.” Its framing includes experiences that are virtual, augmented, representative of, or associated with the physical world. IEEE offers a different description of the metaverse as a persistent digital universe, perceived as a separate virtual reality, a digital extension through augmented reality, or a digital counterpart through digital twins. Its standards initiative says: “Named after the universe, a metaverse shall be persistent and should be massive, comprehensive, immersive, and self-consistent.” That is a description of the metaverse vision, not proof that every virtual world must have all those properties. A 2024 European Parliament resolution reproduces a European Commission proposal defining virtual worlds as persistent, immersive environments using technologies including 3D and extended reality (XR), which can blend physical and digital worlds in real time for activities such as design, simulation, collaboration, learning, socialising, transactions, and entertainment. How VR, AR, and mixed reality differ
These labels describe different relationships between digital content and the physical environment. The amount of the field of view replaced is one useful distinction, alongside how people interact and what device they use.

- Virtual reality (VR): A computer-generated environment takes over the user’s view, typically through a headset. This is the clearest example of a fully immersive virtual world.
- Augmented reality (AR): Digital content is added to a view of the physical environment, rather than replacing that environment entirely.
- Mixed reality (MR): Digital and physical elements are combined in an experience; the exact capabilities depend on the system.
Broader virtual-world experiences can also be accessed on phones and tablets, as well as through specialized extended-reality equipment. A phone-based experience may still be a virtual-world experience, but that alone does not make it fully immersive VR. What to consider when evaluating an experience
To understand what an experience offers, look beyond labels such as “virtual world” or “metaverse.” Check the following:

- Immersion: Does the digital scene replace most of your field of view, or appear within a screen or view of the physical world?
- Interaction: Can you move through the environment, act through an avatar, or manipulate virtual objects?
- Connection to the physical world: Is the experience separate from the physical environment, layered over it, or designed to combine digital and physical elements?
- Access method: Is it designed for a phone or tablet, a headset, or another XR device?
Privacy is part of the experience
Immersive devices may use sensors that collect eye movement, iris, or facial-movement information. The ICO notes that such information may qualify as biometric data under UK GDPR depending on the circumstances. That makes it sensible to check what data a device or service collects, why it collects it, and how it is used. ICO, Tech Horizons Report 2024
