You can offer drone support to a search-and-rescue team, but do not fly to an active incident on your own. Start by contacting the local agency that coordinates the response, ask whether it accepts outside pilots, and follow its onboarding and launch-approval process. Your volunteer status does not automatically give you the agency’s flight permissions.
Who to contact about volunteering
Start with the local sheriff or police department, fire or rescue service, county emergency-management office, or recognized search-and-rescue organization. Ask who manages its drone operations and whether it accepts volunteer pilots, trains outside pilots, or hires them under contract.
Public-safety organizations set their own policies for third-party drone services. The FAA confirms that a Part 107 pilot may be contracted by a public-safety entity to fly under Part 107, but that does not mean every agency accepts volunteers or uses the same screening process. What to ask before joining or buying equipment
Learn what the team actually needs before purchasing a drone, sensor, or training package. Requirements differ by agency and mission; the FAA sources do not establish a universal volunteer credential, aircraft configuration, insurance requirement, or background-check policy.

- Which pilot certificates, experience, and recurrent training do you require?
- What aircraft, payload, communications equipment, and data-handling process does the team use?
- Do volunteers need insurance, background checks, or additional agency training?
- Who can authorize a launch, and how does a drone pilot coordinate with incident command?
- What are the team’s launch, abort, lost-link, airspace-check, privacy, and data-handoff procedures?
Ask the agency to specify acceptable equipment and operational procedures. No drone model or sensor configuration is endorsed by the FAA material cited here, and a consumer drone is not automatically suitable for search and rescue.
Establish the legal basis for each operation
Before flying, the agency and responsible operator should determine which FAA operating pathway applies. The two broad pathways described by the FAA for public-safety work are Part 107 and public-aircraft operations conducted under statutory requirements and a certificate of waiver or authorization (COA). Volunteering alone does not transfer an agency’s public-aircraft status or permissions to an individual pilot. Read the FAA’s public-safety guidance and have the responsible agency clarify the applicable authority.

Part 107 operations
Part 107 generally applies to small unmanned aircraft under 55 pounds and includes operating limits such as flying at or below 400 feet above ground level and maintaining visual line of sight, subject to the rule’s conditions and applicable approvals. The FAA says third-party Part 107 pilots remain subject to the same Part 107 rules as other pilots.
If a proposed flight would depart from a waivable Part 107 requirement, the operator needs the relevant waiver. Flights in controlled airspace have a separate authorization process. A waiver or airspace authorization addresses its specific terms; it is not blanket permission for any flight. Check the FAA’s Part 107 waiver guidance and airspace authorization guidance.

Public-aircraft operations under a COA
A public-safety organization may operate as a public aircraft when statutory requirements are met and it has the applicable COA. That pathway is distinct from a volunteer simply flying under Part 107. Ask the agency who holds the operating authority, which pilots and aircraft it covers, and what conditions or separate airspace approvals apply.
The FAA’s public-safety toolkit also describes a shielded-operations waiver package for certain public-safety organizations, including volunteer organizations that may not qualify as public-aircraft operators. Its guide is Version 8-6, dated January 2025; controlled-airspace use can require a separate authorization. Confirm current procedures and applicability with the agency and FAA before relying on that pathway.

How urgent search-and-rescue requests work
Search and rescue is among the operations the FAA may consider for expedited Special Governmental Interest (SGI) emergency approval. This is a request for approval, not an automatic emergency exemption. The responding organization should use the FAA process, verify the approval and its conditions, and ensure the operator follows them. If the FAA denies the request, the operator must not fly outside existing approvals or Part 107 rules. See the FAA’s emergency situations guidance.
Do not self-deploy because you hear about a missing-person search or receive an informal request from someone at the scene. The response organization can confirm the mission, coordinate with incident command, determine the aircraft and sensor needs, and arrange the proper operating authority. This coordination also helps prevent conflicting flights or disruption to responders.

Train and rehearse before an incident
Learn the agency’s procedures before you are called out. FAA waiver guidance asks applicants to describe personnel training, operational hazards, and risk mitigations; the specific procedures for a volunteer team must come from the agency.
- Practice the agency’s launch authorization, communications, and incident-command handoff.
- Rehearse airspace checks, lost-link responses, abort criteria, and safe recovery.
- Understand how imagery and other collected data should be handled, shared, and retained.
- Know who is responsible for assessing hazards to responders and the public before and during flight.
Responders being helped by a drone are not automatically considered participants in the operation for rules concerning people under the aircraft. The FAA says only the UAS crew are participants for that purpose; consult its operations-over-people guidance and follow the agency’s approved plan.

These pathways are not interchangeable shortcuts. The correct one depends on the agency, the pilot, the aircraft, the mission, and the applicable approvals.
