There is no current Manitoba rebate program under the former Power Smart brand: use the Manitoba Hydro app to check bills, readings and energy use, and Efficiency Manitoba to find and apply for current energy-efficiency offers. If a bill seems too high, check its meter-reading type, billing dates and usage before treating it as an overcharge.
Check whether your Manitoba Hydro bill uses an actual or estimated reading
An estimated reading is based on previous use. When Manitoba Hydro later gets an actual reading, the next bill can include a catch-up adjustment. A bill that appears unexpectedly high may therefore reflect earlier estimated use rather than an incorrect charge.
- Open the official Manitoba Hydro app and sign in.
- Open the bill and look for its meter-reading type: actual, estimated or customer. A customer reading is one you submitted.
- If the app offers the option for your account, submit a current meter reading. Manitoba Hydro recommends submitting regular readings online or through its app to help avoid surprises.
- Check the billing-period start and end dates and the number of days billed. A period longer than 30 days can make the total look unusually high even if daily use has not changed much.
- Review usage history and compare the current period with the same period in the previous year. The Manitoba Hydro app listing describes monthly-use comparisons, notifications and bill access.
If the reading type, billed days and usage still do not explain a charge, contact Manitoba Hydro through its account-support channels. Do not assume a high total is an overcharge based on the amount alone.

The app is the relevant tool for bill and usage tasks, including checking account bills and, where available, submitting a meter reading. The former Power Smart name is legacy branding in Manitoba, not the current destination for rebate applications. Efficiency Manitoba now manages energy-efficiency rebates and incentive programs; Manitoba Hydro continues to offer specified financing and loan programs.

In practical terms, use the app to understand your account and use Efficiency Manitoba’s program information to check current subsidy eligibility and apply. A billing or payment feature is not itself a rebate.
Choose a payment option if the issue is cash-flow timing
Manitoba Hydro’s payment plans can make bills easier to manage, but neither reduces the energy used or the underlying cost of that use.

Find current rebates through Efficiency Manitoba
Efficiency Manitoba is the starting point for current energy-efficiency subsidies. Its homeowner application hub lists EnerGuide Home Evaluation, Windows and Doors, Solar and Home Energy Retrofits applications. Eligibility, customer contributions, deadlines and whether offers can be combined differ by program, so check the live program terms before arranging work or buying equipment.
Income-qualified households: Energy Efficiency Assistance Program
The Energy Efficiency Assistance Program is for qualifying homeowners, renters and some landlords. It includes a free in-home assessment and may cover or subsidize measures such as insulation, heating upgrades, heat pumps, ENERGY STAR triple-pane windows and doors, smart thermostats, LEDs, showerheads, aerators and air-sealing products. What a household receives depends on eligibility and program rules; the named measures should not be read as a guarantee that every applicant receives every upgrade.

Applicants must provide income verification for household residents aged 18 or older. The program may also review property or asset factors, so meeting the income threshold alone does not establish eligibility. Check the current Efficiency Manitoba application requirements before applying.

Homeowners who do not use the income-qualified route can review the separate offers in Efficiency Manitoba’s application hub. The main terms stated for several routes are:

Check eligibility before buying a thermostat or booking upgrades
A smart thermostat is among the measures named for the income-qualified assistance program, so an eligible household may be able to receive one through the program. Check eligibility and the application process first rather than assuming a thermostat bought independently will qualify for reimbursement. The same caution applies to larger upgrades: program rules can specify eligible equipment, installation requirements and limits on combining incentives.
