You can use an LLM to turn project records and notes into a reviewable charter draft, but you cannot guarantee it will never hallucinate. The safer approach is to retrieve relevant passages from approved sources, require the model to label gaps and assumptions, preserve references to the evidence, and have people verify and authorize the charter.
What “grounded AI” means for a project charter
Grounded drafting gives an LLM relevant information from selected project sources at the time it generates an answer. This is commonly called retrieval-augmented generation (RAG): retrieve relevant information from trusted sources, then provide it to the model along with the drafting request. NIST describes connecting LLMs to curated data so they can retrieve current information rather than relying only on information learned during training (NIST’s explanation of LLMs and trusted data; NIST’s discussion of RAG and groundedness). The U.S. Department of Energy’s Generative AI Reference Guide likewise describes retrieving information from a specified database and feeding it to the model with the original prompt.
That can make a draft easier to check and reduce reliance on general model knowledge for facts covered by the retrieved material. It does not prove that the selected records are complete or current, that the model retrieved the right passages, or that it interpreted them correctly. A citation is a useful trail for review—not proof that a claim is supported.

Set the source boundary
Decide which records are authoritative for the charter and which people or systems are allowed to access them. Depending on the project, approved inputs might include a business case, requirements, meeting notes, schedules, risk records, or sponsor-provided direction. Treat informal notes as evidence of what someone said, not automatically as an approved decision. Exclude records the drafting system or its users are not authorized to use.

NIST’s trusted-data example describes connecting an LLM to curated, structured datasets. The practical implication is to identify a bounded, maintained project corpus rather than letting a draft draw indiscriminately from unrelated files.
Gather the information a charter needs
Before prompting, assemble what is available about the business need, purpose, measurable objectives, scope and exclusions, sponsor and stakeholders, assumptions, constraints, risks, milestones, success criteria, and approval requirements. These are among the inputs PMI recommends for charter drafting (PMI, “Project Charter: What It Is and How to Write One”).

Keep source passages together with the request. If you provide only a general instruction and expect the model to know project-specific facts, you have not grounded the draft in your records.

Draft a project charter for [project name] using only the project information and source passages below. Do not invent details or use general knowledge to fill project-specific gaps. For each material factual claim, include the source document name and passage reference. Separate sourced facts from assumptions and inferences. Flag missing, ambiguous, or conflicting information and list questions that require a project owner or sponsor to resolve. Do not treat a proposed date, target, or decision as approved unless the sources say it is approved. Return the charter using the sections listed below, followed by a gap and verification list.
Then provide the relevant records or retrieved passages and request a structured outline. For example:
- Business need or problem
- Purpose and project description
- Measurable objectives
- High-level scope and explicit exclusions
- Sponsor, project manager, and key stakeholders
- Assumptions and constraints
- Known risks
- Milestones or key dates
- Success criteria and measures
- Approval requirements
- Open questions and evidence needing validation
Ask the model to identify which requested sections lack source support instead of filling them with plausible-sounding prose. If inputs conflict—for example, two records give different dates—the draft should show the discrepancy and identify both references, not silently choose one.

Keep claims traceable and review the draft
Retain the source document name and a stable passage reference beside each material claim. A reviewer should be able to follow the trail from a charter statement back to the actual text that supports it. This makes checking practical, but the person reviewing still needs to confirm that the cited passage means what the draft says it means.

Review the draft against the original records, paying particular attention to:

- Whether the source is authoritative for the claim and current enough to use.
- Whether the cited passage actually supports the wording, number, date, or commitment in the draft.
- Whether the model has converted a suggestion or assumption into a fact or an approved decision.
- Whether objectives are measurable and scope includes clear exclusions where needed.
- Whether risks, constraints, stakeholders, and success measures are missing or misrepresented.
- Whether conflicting sources are visible and assigned to someone to resolve.
Correct unsupported claims, resolve discrepancies with the appropriate project owners, and update the source material or draft as needed. Do not treat a fluent draft, or a list of citations, as a substitute for that check.
People must validate and authorize the charter
The sponsor and relevant stakeholders must decide whether the charter expresses the intended strategy, objectives, scope, assumptions, risks, and measures of success. They also resolve disagreements and make the approval decision. PMI puts the boundary plainly: “What AI can’t do is align stakeholders, validate strategic intent, or secure authorization.” The statement is PMI’s, not an attributed quote from an individual.
PMI describes PMI Infinity and its Project Charter Generator Agent as tools grounded in PMI standards and its body of knowledge that can help turn rough notes into a first draft. That is PMI’s description, not an independent evaluation or recommendation. When assessing any implementation, check whether it can retrieve from approved current sources, expose passages or stable references, flag gaps and conflicts, apply suitable access controls and data handling, support review and correction before circulation, and preserve a human approval step. These are evaluation questions, not a tested vendor ranking.
What standards guidance does—and does not—establish
NIST’s AI Risk Management Framework includes NIST-AI-600-1, the Generative AI Profile, released July 26, 2024. It provides risk-management context for organizations using generative AI; the cited material does not establish a charter-specific compliance requirement.
NIST’s AI Standards “Zero Drafts” Pilot Project describes preliminary, stakeholder-driven work intended to inform further standards development, including work on AI documentation and testing, evaluation, verification, and validation. These are drafts, not a finalized charter rule. NIST’s Research Data Framework describes a data lifecycle—envision, plan, generate or acquire, process or analyze, share or use or reuse, and preserve or discard—that can help teams think about managing source data over time. It is not a project-charter template.
