To use an effect in Adobe Premiere Pro, find it in Window > Effects, drag it onto a clip in the Timeline, then select the clip and adjust the effect in Effect Controls. To make a value change over time, enable keyframes for that property and set values at the points where the change should begin and end.
Apply an effect to a clip

Create or open a sequence in the Timeline, then select the video or audio clip you want to change.

Choose Window > Effects to open the Effects panel. Browse its categories or search for an effect by name.

Drag the effect from the panel onto the clip in the Timeline. Adobe’s current desktop instructions describe this as the standard way to apply an effect. Adobe: Apply effects

Play the clip to review the result. For an audio clip, first make sure the track is not set to Show Track Volume or Show Track Keyframes; Adobe notes that these display modes prevent applying audio effects. Adobe: Apply effects
Adjust an applied effect
Select the clip and open Window > Effect Controls if the panel is not already visible. Its applied effects and their controls are shown for the selected clip. Expand an effect or property group to see its settings. Adobe: Effect Controls panel

Change a control value
Depending on the control, change a value by dragging its underlined number, selecting the number and typing, or using its slider or angle control. You can also reorder standard effects in Effect Controls. The built-in Motion, Opacity, Time Remapping, and Volume effects retain a fixed order. Adobe: Adjust effects

Animate an effect with keyframes

In Effect Controls, find the property you want to animate and turn on its animation control.

Move the playhead to the time where the change should start and set the property’s starting value. This creates a keyframe.

Move the playhead to a later time and set a different value. That creates another keyframe. Two or more keyframes with different values define a change over time; Premiere interpolates the values between them.

Play the clip and adjust the keyframe times or values until the change happens when you want. You can inspect and edit keyframes in Effect Controls or in the Timeline. Adobe: Keyframes overview

Choose how the change progresses
Linear interpolation produces a steady rate of change between keyframes. Bezier interpolation can make a property accelerate or decelerate. Temporal interpolation is available only for some effects; spatial interpolation applies to keyframes for many effects, so the available choices depend on the effect and property. Adobe: Keyframe interpolation
Keep Effect Controls manageable
If a clip has many controls, use the Effect Controls panel’s filter options to show all properties, only keyframed properties, or only edited properties. Adobe: Filter effects

Open the Effects panel’s Presets bin to browse effect presets. You can also save customized effect settings and keyframes as a preset, then apply that preset to other clips. Presets are useful when you want to reuse a setup rather than reproduce its controls manually. Adobe: Effect presets
