Use AI as a bounded access and coordination layer around real human care—not as a therapist, diagnostician, confidential counselor or crisis service. The safest workplace approach starts with working conditions, chooses a narrow support task, tells workers exactly how the system operates, minimizes data, and keeps managers, occupational-health professionals, employee assistance programs and clinicians available for judgment and escalation.

What “supporting wellbeing” means in practice

Employee wellbeing is shaped by the work itself as much as by any app. Work can provide income, purpose, social connection and structure, but excessive demands, low control, unclear roles, isolation and harmful management practices can worsen mental health. The World Health Organization (WHO) says work-related mental-health conditions are preventable and its Guidelines on mental health at work (28 September 2022) addresses organizational interventions, manager and worker training, individual support, return to work and gaining employment.

AI therefore belongs inside a wider occupational-health and people-management program. It can make approved information easier to find, guide a structured self-help exercise, help someone prepare for a conversation or reveal recurring process problems in aggregated data. It cannot make an unsafe workload safe, repair a bullying relationship, provide clinical judgment or carry responsibility for a crisis.

WHO’s 2026 workplace facts page reports that 15% of working-age adults live with a mental disorder, 12 billion working days are lost each year to depression and anxiety, and the annual global economic cost is about US$1 trillion, predominantly through reduced productivity. These figures describe need and economic burden; they do not show that AI improves wellbeing or reduces those losses.

What AI can and cannot do

Potentially appropriate role What a human system must still provide
Pointing employees to approved policies, benefits, occupational-health contacts and employee assistance resources A person who can explain options, handle exceptions and advocate for the worker
Delivering a defined, evidence-based stress-management sequence Clinical assessment, adaptation to an individual’s circumstances and follow-up
Helping a worker draft questions or organize concerns before a meeting A manager, HR professional, union representative or clinician who listens and responds
Summarizing anonymized themes about workload or access barriers Worker consultation, investigation of root causes and authority to change work design
Reminding a user about a voluntary exercise or available support Freedom to decline, non-digital alternatives and support that is not conditional on using the tool

Do not describe a general-purpose chatbot as a therapist, diagnostic tool, confidential counselor or emergency service. WHO’s 16 May 2023 warning on AI for health notes that large language models can produce plausible but wrong health information, reproduce bias and fail to protect sensitive information entered by users. The warning concerns health-related uses generally, so it is a reason for strict boundaries in workplace wellbeing—not evidence that every workplace tool has been tested and found unsafe.

Start with the work conditions and the support gap

Before selecting software, identify the problem employees and their representatives actually want solved. A chatbot offered to people facing impossible deadlines may individualize a structural problem. A mood dashboard may add surveillance without improving staffing. A resource navigator may be valuable where workers cannot find the employee assistance number or do not know how to request an accommodation.

Map the causes of distress

  • Review workload, staffing, schedules, recovery time and conflicting priorities.
  • Check how much control workers have over methods, timing and sequencing of tasks.
  • Look for unclear roles, inconsistent instructions, isolation, harassment or harmful management practices.
  • Identify practical barriers to existing help: language, disability access, shift coverage, cost, location or fear of retaliation.
  • Ask workers and their representatives what information they trust and what data collection would feel intrusive.

Use the answers to define a support gap in one sentence, such as: “Night-shift staff cannot locate confidential counseling after hours,” or “New managers need a consistent way to learn how to respond when a worker discloses distress.” If the proposed AI feature does not address that gap, stop and redesign the project.

Choose a narrow, support-oriented task

Resource navigation

A system can answer questions from a controlled, current knowledge base: how to contact the employee assistance program, where to find an occupational-health form, or which language and accessibility options are available. Keep answers linked to approved pages and show the date on which the information was last checked. Give the user a one-click route to a person rather than trapping them in a conversation.

Structured stress-management content

WHO and the International Telecommunication Union published Be He@lthy Be Mobile: Implementing Doing What Matters in Times of Stress in Chatbots on 27 October 2022. It describes adapting an existing WHO stress-management guide to text- or voice-based chatbot journeys. That is an implementation pattern for defined content, not proof that an arbitrary generative chatbot is effective or suitable for clinical care. Use only content that has been reviewed, versioned and approved by qualified mental-health professionals.

Preparing for a human conversation

A voluntary tool may help a worker list symptoms, questions, preferred accommodations or topics to raise with a manager or clinician. It should not score the worker, infer a diagnosis or automatically send the draft to an employer. Let the person edit, download or delete their notes and decide whether to share them.

Finding process-level issues

Aggregated, carefully protected feedback can show that a particular shift lacks breaks or that workers cannot access a support channel. Report only groups large enough to prevent re-identification, and give leaders a duty to investigate and correct the underlying process. Never present an aggregate as a diagnosis of a team or use it to rank individuals.

Design the human handoff before launch

Every wellbeing interaction needs a clear answer to three questions: Who owns the next step? How quickly will a person respond? What happens if the situation is urgent?

Make the boundary visible

  • Identify the system as AI at the beginning of every session and in any notification.
  • State plainly that it does not provide diagnosis, therapy, medical advice or emergency response.
  • Explain what it can do, what it cannot do and how to reach a person without using the AI.
  • Offer telephone, in-person and accessible alternatives for workers who cannot or do not want to use a digital channel.

Build a referral path

Provide a prominent route to the employee assistance program, occupational-health service, a qualified clinician or an appropriate local crisis service. Display emergency instructions for the worker’s jurisdiction rather than assuming one country’s number applies everywhere. The route must be usable without disclosing more information to the employer than is necessary.

Define ownership and response times

Name the team responsible for content accuracy, privacy questions, complaints, accessibility defects, safety incidents and referrals. Document who monitors alerts, who can pause the system and who informs affected workers after an error. WHO’s 20 March 2026 expert workshop on responsible AI for mental health called for crisis-referral frameworks, accountability systems, impact assessment and ongoing monitoring; those are operating requirements, not optional features.

Handle crisis language conservatively

A workplace bot should not attempt to assess suicide risk, self-harm risk, violence or medical emergencies. A user may write something ambiguous, joking, coded or outside the model’s training. The system should respond with a short, empathetic statement, explain that it cannot provide emergency help, present immediate local options and offer a human handoff. Do not promise secrecy or imply that a message has been seen by a professional unless that is true.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before deployment, test escalation with qualified clinicians and people with lived experience. Include direct requests for help, indirect or unclear statements, multilingual text, speech-recognition errors and attempts to obtain a diagnosis. Decide in advance what information, if any, can be shared with a designated responder, under what authority and with what notice to the worker. If the organization cannot provide a safe and timely handoff, it should not position the tool as a wellbeing service.

Protect privacy, autonomy and employment boundaries

Workers need specific answers—not a vague promise that data is “secure.” Publish a plain-language data notice before use and repeat it at the point of collection.

Specify the data lifecycle

  • List each input collected, including free-text messages, voice recordings, device information and feedback.
  • State why each item is needed and what the system will not collect.
  • Name who can access raw content, who can access aggregated reports and how access is logged.
  • Give retention periods, deletion procedures and the process for correcting inaccurate information.
  • Explain whether a vendor can use content for model training or share it with another processor.
  • State explicitly whether information can affect hiring, promotion, scheduling, performance ratings, discipline, redundancy or insurance decisions.

Collect the minimum information necessary for the chosen task. Avoid covert emotional inference from body language, facial expression, tone of voice or other ordinary workplace data. EU-OSHA’s 2025 overview of AI for worker management highlights that such inferences can be made from seemingly routine data; the International Labour Organization’s 30 April 2026 analysis identifies surveillance, work intensification, reduced autonomy and privacy or data-use concerns as psychosocial risks.

Separate support records from personnel files wherever possible. A manager generally needs to know that an adjustment or conversation is required, not the worker’s private conversation with a tool. Do not make participation a condition of employment, and provide an equally effective non-AI route.

Co-design with workers and test for harm

Worker participation must happen before procurement, not only after a launch announcement. Include employees from different shifts, roles, languages, locations and disability groups, along with worker representatives and mental-health professionals. Ask them to review the proposed purpose, data flows, wording, escalation and reporting—not merely the interface.

Pre-launch questions

  • Can a worker understand within seconds that the interaction is with AI?
  • Can people with disabilities, limited connectivity or limited digital literacy use every support route?
  • Does the content work across the organization’s languages and cultural contexts?
  • Could a small team or an individual be identified from a dashboard?
  • Does a response increase workload, create a new reporting obligation or pressure people to disclose?
  • Are referral links current, staffed and reachable outside normal office hours?
  • What happens when the model is uncertain, wrong, biased or unavailable?

WHO’s 20 March 2026 workshop recommends co-design with mental-health experts and people with lived experience, impact assessment and monitoring. EU-OSHA’s 20 January 2025 information sheet says a human-centred approach, worker participation and a sound occupational-safety-and-health prevention system are essential to balancing technology with worker safety, health and wellbeing.

Evaluate tools on evidence, safeguards and workload

Do not select a product because its conversation sounds warm. Compare the intended task and the evidence supporting it, then examine the controls around the model.

Assessment area Questions to document
Purpose and evidence What exact task is supported? Is there measured evidence of benefit for that task and population, or only a demonstration?
Privacy and minimization What is collected, retained, shared or used for training? Can the service work with less data?
Transparency Are AI identity, limitations, content sources, update dates and uncertainty explained in language workers can understand?
Human oversight Who reviews content, handles complaints, audits access and can stop the system?
Escalation Can a worker reach a qualified person or local crisis support quickly, without being forced to continue with the bot?
Bias and accessibility Have different languages, disability needs, accents, cultures and work patterns been tested?
Employment boundary Are support conversations technically and contractually blocked from employment decisions?
Net workload Does the tool remove friction, or does it add forms, alerts, monitoring and pressure to respond?
Measurement Which benefits and harms will be monitored, how often, and what threshold triggers a pause or redesign?

Ask vendors for documentation rather than accepting claims of “AI-powered wellbeing.” Verify the actual data flows, subcontractors, retention settings, model-update process, accessibility testing and incident history. If a supplier cannot answer basic questions about these controls, the tool is not ready for sensitive workplace use.

Measure outcomes without turning wellbeing into surveillance

Set a baseline before launch. Useful measures may include the time required to find an approved resource, successful connection to a human service, worker-reported trust, accessibility defects, unanswered referrals, complaint volume and recurring workload themes. Pair usage data with voluntary worker feedback; high usage can mean the service is useful, or that people are experiencing more distress.

Track harms as deliberately as benefits: inaccurate health information, missed or delayed referrals, privacy incidents, discriminatory outputs, increased workload, unwanted disclosure and evidence that managers are using data outside the stated purpose. Review results with worker representatives and publish what changed. A system that cannot demonstrate benefit or that creates unmanageable harm should be paused, narrowed or removed.

Keep the wider wellbeing program in charge

AI should make sound support easier to access or deliver. It must not transfer responsibility for harmful working conditions onto individual employees. Apply the WHO workplace guidelines across organizational measures, manager and worker training, individual interventions, return-to-work practices and inclusive employment. Review staffing, scheduling, workload, autonomy, psychological safety and management behavior alongside any digital initiative.

Managers need training to respond to disclosures without diagnosing, promising secrecy they cannot keep or retaliating. Occupational-health professionals and employee assistance providers need a defined relationship with the tool, including how referrals arrive and what information is appropriate to share. Workers need paid time and practical permission to use support; an app cannot compensate for a culture that punishes help-seeking.

A staged rollout you can audit

  1. Define the gap. Document the work-related problem, affected groups, non-AI alternatives and the outcome the project is meant to improve.
  2. Consult workers. Involve representative workers, occupational-health staff, mental-health experts and relevant worker organizations before selecting a supplier.
  3. Limit the use case. Start with navigation, approved educational content or conversation preparation; exclude diagnosis, hidden emotion scoring and autonomous crisis handling.
  4. Map data and access. Record every input, processor, retention period, user access, deletion route and employment-use prohibition.
  5. Build escalation. Put human and local crisis routes in the interface, assign owners and test response times and after-hours coverage.
  6. Test with realistic cases. Include accessibility, languages, ambiguous distress, incorrect model answers, outages and privacy requests.
  7. Run a limited pilot. Make participation voluntary, provide a non-AI equivalent and tell participants how to report a problem without penalty.
  8. Review evidence. Compare predefined benefit and harm measures with the baseline. Consult workers before expanding the scope.
  9. Operate and re-audit. Recheck links, content, model changes, access logs, referral performance and worker trust on a scheduled basis.

Common failure modes and fixes

“The bot can replace the employee assistance program.”

Why it fails: A chatbot lacks the program’s human judgment, confidentiality arrangements, clinical network and ability to respond to context. Fix: Use AI only to improve access to the program and show a direct human route in every relevant interaction.

“We will infer who is struggling from workplace signals.”

Why it fails: Inference can be inaccurate, discriminatory and experienced as surveillance; it may also reduce autonomy and increase stress. Fix: Do not covertly score emotional states. Offer voluntary support and address aggregate work-design problems through worker participation.

“A disclaimer solves the safety problem.”

Why it fails: A warning does not correct wrong advice, create a staffed referral path or prevent data misuse. Fix: Pair clear limits with approved content, human oversight, tested escalation, data minimization and a pause procedure.

“More conversation data will improve the service.”

Why it fails: Sensitive free text creates privacy and employment risks, and model training may use data in ways workers do not expect. Fix: Collect only what the task requires, disable secondary use where possible and explain retention and deletion before collection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Usage proves success.”

Why it fails: Usage is not a mental-health outcome and may rise because working conditions deteriorate. Fix: Measure access, trust, referrals, accuracy, workload and harms against a baseline, then let workers influence the decision to continue.

The practical standard

A responsible workplace AI wellbeing tool is modest about its role. It helps a worker find trustworthy information or a structured exercise, makes a human conversation easier and helps an organization see fixable process barriers. It identifies itself, minimizes data, avoids employment decisions, includes accessible non-AI options and provides a tested route to qualified human help. The organization—not the algorithm—remains accountable for working conditions, safety and care.
