A decision-scoring model ranks options by rating each one against defined criteria, applying weights that reflect the importance of meaningful performance differences, and adding the weighted scores. The result is not an objective verdict: it depends on the criteria, scales, evidence, and preferences you choose. A useful model makes those choices visible and tests whether reasonable changes would alter the ranking.

When a decision-scoring model is useful

Multi-criteria decision analysis (MCDA) is designed for choices assessed against several criteria or objectives. It can help compare alternatives that perform differently—for example, when one option is less expensive but another is easier to implement or performs better on a priority outcome. The method is useful for organizing trade-offs and explaining a ranking, not for removing judgment from a decision.

UK government guidance describes MCDA as a way to select from or rank choices assessed against a range of criteria or performance objectives. Although official examples often concern policy appraisal, the underlying approach can be adapted to other decisions by choosing criteria and evidence appropriate to the context. See the HM Treasury Green Book guidance.

Build the model step by step

  1. Define the decision and feasible options

Write down what you need to choose, the context for the decision, and the alternatives that are genuinely available. Keep the options comparable and clearly described; a score is only meaningful if readers understand what was evaluated.

    • HIGH-QUALITY COMPONENTS: Includes 48 troop tiles, 4 double-sided boards, 16 medal markers, and more for an engaging and replayable experience.
  2. Choose criteria that represent the objectives

List the outcomes that matter, then define what each criterion measures and what counts as better performance. Avoid counting the same benefit more than once under different labels. There is no universal checklist of criteria: they should reflect the particular decision.

  3. Define a performance scale for every criterion

Specify how observed performance maps to a score. Use objective evidence where available. If a score depends on judgment, identify that judgment and its basis. The Government Analysis Function’s MCDA guidance advises using subject-matter expertise where objective evidence is unavailable, rather than relying on decision stakeholders to supply performance assessments.

  4. Record a performance matrix

Create a row for each option and a column for each criterion. Record the option’s performance or preference score in each cell, together with the evidence or judgment supporting it. Preserve underlying measurements and notes so that an aggregate score does not conceal uncertain or weakly supported inputs.

  5. Set weights by considering performance swings

Ask how much the difference between the worst and best plausible performance on each criterion matters to the desired outcome. This is known as swing weighting. A criterion may sound important but distinguish the available options very little; weighting by its name or abstract importance alone can therefore mislead. Normalize the weights so they sum to 1, or 100%. The Green Book and Analysis Function guidance explain this approach; the latter cautions that simple weighting is not a valid way to assess weights.

  6. Calculate weighted totals and rank options

For an additive model, multiply each criterion value by its normalized weight and sum the contributions for each option:

    Option total = Σ(weight × criterion value)

Make sure the scale direction is consistent: higher values should always mean better performance. For a lower-is-better measure such as cost, transform or reverse the score before aggregation, or define the scale so that a higher score represents a better result.

    • QUICK PLAYTIME: Enjoy a full game in just 20 minutes; perfect for a quick session of fun without the need for lengthy time commitments.
  7. Explain what drove each score

Show criterion-level performance, weights, weighted contributions, totals, and rank. Explain the trade-offs in plain language: an option may lead because of one substantial advantage or because it performs steadily across several criteria. Check whether the calculated order makes sense alongside the underlying scores, and explain any surprising result rather than treating the arithmetic as self-justifying.

  8. Stress-test the ranking

Vary plausible weights and uncertain performance scores, especially where evidence is weak or stakeholders disagree. Report whether the leading option stays first, whether close alternatives change places, and which assumptions cause a change. If the ranking is sensitive, describe it as such; further evidence or deliberation may be more useful than presenting the order as settled. Sensitivity analysis is a core part of the Green Book process.

How to present scores so the ranking is explainable

A practical results table gives readers enough information to follow the calculation. Include one row per option and a column for each criterion’s performance, its weighted contribution, the total, and the resulting rank. State the weights clearly, and mark scores based on expert judgment rather than direct observation. Keep explanatory notes close to the scores they qualify.

For example, a fictional comparison could use criteria such as cost, implementation effort, and expected impact. The table should show the assessed performance on each criterion, not just a total; otherwise, a reader cannot tell whether a high score came from a strong result on one criterion or balanced performance across several. Do not present illustrative values as measured findings.

Decide explicitly how cost enters the analysis. It can be a criterion in the performance matrix, or it can be considered separately at the output stage. The Analysis Function guidance notes that cost may be reviewed at that later stage, so document the choice rather than silently mixing cost into the model.

What the total can—and cannot—tell you

A weighted total is a structured summary of performance under selected criteria, scales, evidence, and weights. It tells you which option scores highest under those assumptions; it does not prove that the option is universally or objectively best. Two people can calculate the same model correctly and reach different totals if they reasonably choose different priorities or interpret uncertain evidence differently.

For that reason, report the inputs and assumptions along with the result. A spreadsheet or bespoke software can help collate evidence and calculate totals, but it cannot make criteria, weights, or judgments neutral. The method matters more than the tool.
