Turn on rain and severe-weather notifications in the Weather app: open its location list, tap More, then Notifications. Enable the alert types you want for your current location or a saved place. The two alert types do not have identical regional availability.
Enable rain and severe-weather notifications

Open the Weather app and tap the button that opens your location list.

Tap More, then tap Notifications.

If prompted, allow notifications from Weather.

Under Current Location, switch on Severe Weather and Next-Hour Precipitation, as available.

To set alerts for a saved place, select it under Your Locations and turn on the alert options shown for that location.

Improve current-location alerts
For Weather notifications tied to where you are, allow the app to use your location in the background and use precise location:

Open Settings > Privacy & Security > Location Services > Weather.

These location settings apply to current-location alerts; saved locations are selected separately in Weather’s notification screen.

Why an alert option may be missing
Weather notifications are not available in every country or region, and availability varies by alert type. Apple lists severe-weather information from national weather services in Australia, Brazil, Canada, Hong Kong, India, Japan, Mexico, New Zealand, Thailand, the United States, and most countries and regions in Europe; mainland China uses QWeather for that information. Apple lists next-hour precipitation forecasts and notifications for Australia, Ireland, Japan, the United Kingdom, and the United States. Apple provides that precipitation information using data from national weather services.
Consequently, a region may offer severe-weather alerts without next-hour precipitation notifications, or vice versa. If a toggle is absent, check Apple’s Feature Availability information for the relevant feature and region. Apple’s Weather guide also notes that notifications are not available in all countries or regions.

Weather notifications and government alerts are different
Weather’s Severe Weather and Next-Hour Precipitation options are configured in the Weather app. iPhone’s government, emergency, and public-safety alerts are separate system notifications; where available, manage them under Settings > Notifications > Government Alerts.
Government alert availability and operation can vary by country or region, carrier, and iPhone model, and alerts may not work under all conditions. These system alerts are not a replacement for Weather notifications. Weather’s Severe Weather option covers certain severe weather events; it does not guarantee an alert for every hazardous condition or replace official local warning systems.
