To get Facebook Messenger conversations to appear in floating bubbles on a Samsung Galaxy phone, enable Bubbles in Galaxy notification settings and then turn on Chat heads in Messenger. Where available, a new message can then appear as a movable bubble you can tap to reopen and reply to a conversation. The exact menus depend on your Galaxy model and software version.
Turn on Messenger bubbles in both settings
Samsung’s floating-bubbles guide documents this route for One UI 3 through One UI 6. The phone setting and Messenger setting do different jobs, so complete both.

Open Settings on your Galaxy phone.

Tap Notifications, then Advanced settings.

Tap Floating notifications and select Bubbles.

Open Facebook Messenger.

Tap Menu (three horizontal lines), then tap the Settings icon.

Find Chat heads and switch it on. If Messenger prompts you to open phone Settings, follow the prompt and enable the requested setting.

Samsung notes that some Messenger pop-up controls are app-specific: “Some messenger settings like chat heads and pop-ups can only be controlled in the app, and not through the device’s Settings menu.” Samsung Support’s floating-bubbles guide describes the phone and app steps.
Open, move, or dismiss a bubble
When a message arrives, tap its bubble to open the conversation and reply. Drag the bubble to move it. To dismiss it, press and hold the bubble, drag it to the bottom of the screen, and release it over the X.

Know which kind of pop-up you want
“Pop-up” can mean different Galaxy and Messenger behaviors. Use the option that matches what you want to appear:

If Messenger bubbles do not appear

You cannot find Floating notifications or Bubbles: Menu names and availability vary by model and software version. Check the installed version at Settings > About phone > Software information, then follow the closest matching labels on your phone. Samsung’s One UI 7 guide explains how to check the version and notes that functions can vary by device, carrier, and network.

Chat heads is missing in Messenger: Check Messenger’s own settings and its current notification options. Samsung cautions that some Messenger controls are app-specific and cannot be managed from device Settings.

The setting is on, but no bubble appears: Verify both controls: Floating notifications > Bubbles in Galaxy Settings and Chat heads in Messenger. They are separate steps in Samsung’s procedure.

You see a screen-overlay warning while granting a permission: This is a separate issue, not a general fix for missing bubbles. Samsung’s support route for that warning is Settings > Apps > More options > Special access > Appear on top. Disable the relevant overlay while granting the permission, and grant permissions only to trusted apps. See Samsung’s screen-overlay support guidance.

You want an expandable notification rather than a chat bubble: Try Smart pop-up view and select a supported app under Included apps. The app must support Multi window.
