You can’t completely turn off related videos in a standard YouTube embed. Adding rel=0 limits recommendations shown after playback to videos from the same channel; it does not remove them. Google documents that change as effective on or after September 25, 2018. Google’s player parameter documentation explains the current behavior.
What rel=0 does now
There is no supported rel value that suppresses related videos entirely in a standard YouTube embed. The parameter’s behavior changed: rel=0 restricts the related videos to the same channel as the video that just played. It does not disable the recommendations experience.
Google’s documentation states: “After the change, you will not be able to disable related videos.” The change took effect on or after September 25, 2018. See the current player parameter documentation.

For a player embedded directly in your page, add rel=0 to the YouTube embed URL:

Replace VIDEO_ID with the video’s ID. If the URL already includes a query parameter, add &rel=0 after it rather than adding a second question mark. For example, use https://www.youtube.com/embed/VIDEO_ID?start=30&rel=0.
Set it with the IFrame Player API
If your page creates the player through YouTube’s IFrame Player API, set rel to 0 in playerVars:

Can you hide the links with a custom wrapper?
Don’t treat a wrapper or player modification that hides YouTube’s related-video links after playback as an officially supported configuration. Google’s developer policy says API services must not block those links from appearing when a video completes. Read YouTube’s developer policies.
