Turn strategy into team priorities by moving through five linked decisions: state a small number of company choices, ask each team to define the outcome it owns, attach measurable evidence, move people and money toward the chosen work, and review the assumptions as execution produces new information.

A strategy statement explains where the company will compete and what it will emphasize. It is not a day-to-day work plan. Teams need a line of sight from that choice to a change in customer, user, employee, or other beneficiary behavior—and authority to stop work that no longer supports the choice.

Strategy is a choice; a priority is a team-owned outcome

Company strategy makes choices about direction, markets, customers, capabilities, and trade-offs. A team priority is narrower: it describes the result that a particular team is responsible for producing in support of one of those choices.

McKinsey’s article “Planning in an agile organization” captures the practical problem: “Strategy memos, however, are ordinarily too general for teams to use as guidance for their day-to-day decisions.” A memo can be strategically correct and still leave a product manager, support lead, or infrastructure engineer unsure what to do next.

Level What it should say Example
Company choice The strategic direction and why it matters Win more mid-market customers by making implementation faster and more predictable.
Team outcome The change this team will create for a beneficiary New mid-market customers reach a successful first deployment without specialist help.
Evidence Observable measures showing whether the change is occurring Increase the share of new accounts completing deployment within 14 days.
Work The limited set of initiatives chosen to produce the outcome Revise setup flows, add deployment diagnostics, and remove a low-use customization project.

The work is the last part of the chain, not the first. Starting with a list of projects encourages teams to defend activity rather than explain the result it should create.

1. State a small set of strategic choices clearly

Before teams can set priorities, leaders must make the company’s choices understandable. Use plain language, identify the intended beneficiary, and explain the trade-off. “Improve growth” is an aspiration; “focus the next planning period on retaining existing enterprise customers, even if that delays expansion into a new segment” is a choice.

Create a concise priority brief

A short brief should be specific enough to guide decisions but not so detailed that it becomes another project plan. Include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Priority: the outcome or strategic position the company is pursuing.
  • Reason: the customer, market, capability, or operating evidence behind the choice.
  • Beneficiary: who should experience a meaningful change.
  • Non-priority: work the company will deliberately defer, reduce, or stop.
  • Planning horizon: the period in which teams should make related decisions.
  • Constraints: regulatory, technical, financial, or capacity limits that affect execution.

Keep the list short enough that leaders can use it when choosing between competing requests. If every department has a different “top priority,” the company has published a collection of wishes rather than a direction.

Explain the reasoning, not only the slogan

Teams need to know why the choice was made so they can handle cases that were not anticipated in the original communication. Explain which assumption the strategy depends on, what evidence would challenge it, and which trade-off leadership has accepted. Communicate the same choices through the strategy brief, planning meetings, manager conversations, and budget decisions; a presentation without corresponding decisions will not change behavior.

2. Ask each team what outcome it owns

Do not hand teams a prewritten list of projects and call it alignment. Give them the company choices and ask them to work out how their customers or other beneficiaries should be different if the strategy succeeds. Harvard Business School Working Knowledge describes planning as collaborative and iterative because teams can test feasibility, provide feedback, and expose capability gaps before commitments become expensive.

Use outcome questions

For each company priority, ask a team:

  • Which beneficiary can this team influence directly?
  • What behavior, experience, or condition should change for that beneficiary?
  • What part of that change is inside the team’s control, and what depends on another team?
  • What evidence would convince us that the change is happening?
  • What work should we stop doing to create capacity?

A useful outcome statement follows this pattern: “For [beneficiary], change [observable condition or behavior] from [current state] to [desired state] by [decision horizon].” The statement is not a promise that the team controls every external result; it is a clear description of the contribution the team owns.

Separate ownership from dependency

A platform team may own the reliability and deployment experience that enables faster implementation, while a sales team owns qualified adoption of that capability. Write both outcomes and identify the dependency instead of giving both teams the same vague goal. Shared language is valuable, but duplicated ownership makes accountability ambiguous.

3. Make the outcome measurable without turning it into a task list

Choose a limited set of indicators that reveal whether the intended outcome is occurring. Include a baseline when one is available, a target or desired direction, a measurement definition, and an owner responsible for keeping the measure trustworthy.

Use OKRs as one translation option

Objectives and key results (OKRs) can provide a simple structure: a qualitative objective describes the change, and measurable key results show progress toward it. Jeff Gothelf’s Harvard Business Review article “Use OKRs to Set Goals for Teams, Not Individuals” emphasizes team-level goals and the user or consumer behavior the team expects its work to change. That framing is important: an OKR should not merely count the number of features shipped or tickets closed.

Weak key result Stronger key result Why the stronger version helps
Launch a redesigned setup flow. Raise the share of new accounts completing setup without assisted support from the measured baseline to the agreed target. It measures a customer change rather than delivery activity.
Publish 20 help articles. Reduce the rate of setup-related support contacts per new account while maintaining article accuracy. It tests whether content solves the user problem.
Complete the migration project. Move the agreed customer cohort to the new system with no increase in critical incidents and with the specified performance improvement. It combines adoption and quality conditions.

Do not create OKRs for individuals merely because a framework is available. Individual performance conversations may require role expectations, coaching, and professional goals; those are different from a team’s outcome for a customer or beneficiary. OKRs are also not mandatory. A team can use a small outcome-and-measure set, a service-level target, or another planning format if it creates the same clarity.

Balance leading and lagging evidence

Lagging measures show the result after it occurs, such as retention or successful deployment. Leading measures provide earlier signals, such as completion of a critical setup step or the percentage of incidents resolved within an agreed window. Pair them carefully: a leading measure is useful only if there is a reason to believe it predicts the desired outcome, and optimizing it in isolation can produce misleading progress.

4. Make priorities real through funding, staffing, and trade-offs

A priority that does not change a resource decision is only a communication exercise. McKinsey’s “Planning in an agile organization” says plans and budgeting should reflect the priorities, with resources following initiatives that demonstrably contribute. “Mastering the building blocks of strategy” likewise connects strategic choices to near-term goals, capabilities, budgets, and funding changes.

Run a resource-alignment review

For every proposed team outcome, examine:

  • Active initiatives: Which projects directly contribute, indirectly enable, or no longer fit?
  • People: Do the required skills and decision rights exist on the team?
  • Budget: Is funding available for the work, including operations and measurement?
  • Capabilities: Are data, technology, processes, partnerships, or training missing?
  • Incentives: Do evaluation and reward systems reinforce the stated result?
  • Capacity: What will be reduced, deferred, or stopped so the new work can be done well?
Finding Decision
Work directly advances the outcome and has credible evidence of impact. Protect capacity and resolve its dependencies.
Work is useful but not linked to the current strategic choice. Time-box it, move it to a lower tier, or defer it.
Work consumes capacity while producing no meaningful evidence. Stop it unless a specific risk or obligation requires continuation.
The outcome is important but the team lacks a critical capability. Fund hiring, training, tooling, or a partner before promising delivery.

Stopping work is part of prioritization. If leaders add a strategic priority without removing lower-value commitments, teams receive an impossible “everything is urgent” message. Record the trade-off in the priority brief and in the relevant budget or staffing decision so it remains visible when old requests return.

5. Review progress and adapt the plan

Execution produces information that was unavailable during strategy formation. Review whether the work is producing the expected result, whether the assumptions still hold, and whether the allocation of people and money remains justified. The sources support revisiting progress but do not establish one weekly, monthly, or quarterly cadence for every organization.

Choose a review rhythm that fits the decision

Use a cadence that matches how quickly the outcome can change and how costly an adjustment is. A safety-critical operation may need frequent operational checks; a capability investment may need a longer evidence window. Define the cadence with the outcome owner, and add event-based reviews when a material assumption changes, a measure moves sharply, or a dependency fails.

Use a consistent review agenda

  1. Read the current measure against its baseline and target, including data quality notes.
  2. Identify the customer or beneficiary behavior that changed, not just the work completed.
  3. List the assumptions that remain untested and the evidence gathered since the last review.
  4. Decide whether to continue, change scope, add capability, reallocate resources, or stop.
  5. Record the decision, owner, next evidence to collect, and date or trigger for reconsideration.

A review should be a decision forum, not a status recital. If a key result improves but the beneficiary outcome does not, investigate the causal link instead of declaring success. If the outcome is improving without the planned initiative, consider releasing capacity rather than protecting the initiative for its own sake.

Worked example: translating a faster implementation strategy

Assume a software company chooses to compete by making implementation faster and more predictable for mid-market customers. The following is an illustrative translation, not a universal template.

Team Owned outcome Possible evidence Resource implication
Product New customers can complete the critical setup path without specialist assistance. Completion rate and time to successful setup for the defined customer cohort. Prioritize setup simplification; defer a low-use customization effort.
Engineering/platform Deployments are predictable and diagnosable for the same cohort. Deployment success rate, time to recovery, and proportion of failures with an actionable diagnostic. Fund reliability work and observability instead of adding unrelated platform features.
Customer success Customers reach their first valuable use case earlier. Time from contract start to first value, segmented by implementation path. Redesign onboarding and training around the critical path.
Sales Qualified prospects receive an accurate implementation expectation. Forecast accuracy and the share of sold accounts matching the supported implementation profile. Update qualification and handoff materials; stop promising unsupported custom work.

The company should not give every team the same key result. Each team owns a distinct contribution, while the company-level measure tests whether the combined changes improve implementation for the intended customers. During reviews, leaders can discover that product changes are effective but a missing integration still blocks deployment; that evidence should change staffing or sequencing rather than be hidden in a status report.

Approach Turns strategy into team outcomes? Connects to beneficiary change? Can guide resources? Supports adjustment?
Team OKRs Yes, when objectives are derived from company choices. Yes, when key results measure user, customer, or beneficiary behavior. Only if leaders use the OKRs in funding, staffing, and project selection. Yes, if measures and assumptions are reviewed and revised.
Outcome-based planning without OKRs Yes, using another concise outcome-and-measure format. Yes, if the beneficiary and expected change are explicit. Yes, when trade-offs are recorded in planning and budgets. Yes, with defined review triggers or cadence.
Project or roadmap-only planning Not reliably; projects can be listed without stating the result. Not unless each project is tied to a measurable change. It can show commitments, but may preserve unfunded or obsolete work. It is weak when completion is treated as success regardless of outcome.

Choose the lightest method that makes ownership, evidence, resource decisions, and adaptation visible. A framework is useful only when it improves those four decisions.

Common failure modes and fixes

Too many priorities

Symptom: every function labels its existing work strategic. Fix: rank a short list, name the trade-off, and require each team to show which outcome would suffer if capacity is diverted.

Activity disguised as an outcome

Symptom: success is defined as launching, publishing, migrating, or attending. Fix: add the beneficiary behavior or condition that should change and a measure that can detect it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Top-down translation with no feasibility check

Symptom: teams accept targets they cannot influence because data, skills, or dependencies are missing. Fix: involve teams while outcomes are being formed, surface constraints, and fund capability gaps before final commitments.

Goals disconnected from budgets

Symptom: the strategy says one thing while staffing and project funding preserve another. Fix: review active work, reallocate funding, and document what stops or waits.

Individual OKRs used as performance quotas

Symptom: people optimize personal scores rather than the team’s customer result. Fix: keep OKRs at the team level and handle individual performance through role expectations and coaching.

Review meetings that only report status

Symptom: green updates continue while the outcome or assumptions have changed. Fix: require evidence, an explicit assumption check, and a decision about continuing, changing, or stopping the work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An implementation sequence leaders can use

  1. Write the company’s strategic choices, rationale, beneficiary, horizon, and non-priorities in a concise brief.
  2. Share the brief and invite teams to challenge unclear language, dependencies, and feasibility.
  3. Ask each team to propose one or more outcomes that contribute to a specific company choice.
  4. Review the proposals for duplicate ownership, missing beneficiaries, and outcomes outside the team’s influence.
  5. Agree on a small evidence set with definitions, baselines where available, targets or desired direction, and data owners.
  6. Map current projects, staffing, budgets, incentives, and capabilities to the outcomes.
  7. Make the stop, defer, fund, and reassign decisions required to create real capacity.
  8. Set a review rhythm and event-based triggers; at each review, adjust goals, resources, or the plan when evidence changes.

The test for a clear priority

A team priority is clear when a team can name the company choice it supports, the beneficiary change it owns, the evidence that will show progress, the work it will do, and the work it will not do. It becomes credible when budgets and staffing match it, and it remains useful when leaders are willing to revise it as execution changes what they know.
