Most Reader Revenue Manager failures come from one of six layers: the publication is not eligible or fully created, the wrong person is trying to edit the payments profile, bank or verification tasks are incomplete, the website has the wrong code snippet or product ID, a pricing plan is still in Draft, or policy enforcement has changed what the site can do. Work through those layers in that order. If every check passes and the account still cannot collect or receive money, only Google’s Reader Revenue Manager support team can inspect the private account state.
Start with a symptom-to-layer check
Do not begin by reinstalling code if the real problem is a payments-profile permission. Match the symptom to the layer most likely to cause it, then verify the account in the console named below.

Keep a record of the publication name, affected URL, product ID, plan state, exact error text, and the time the behavior changed. Those details let support distinguish an implementation error from an account or policy state.
Confirm Reader Revenue Manager setup and eligibility
The publication must already exist in Publisher Center
Reader Revenue Manager setup starts with a publication in Google Publisher Center. Open Publisher Center, select the publication, and open Reader Revenue Manager. If the publication is not listed, add and verify it before looking for a prompt, pricing plan, or payment settings. A website can have perfectly installed JavaScript and still show no Reader Revenue Manager controls when the publication has not been created in Publisher Center.

Check which features are available in your country
Google does not offer the same monetization features in every country. Its onboarding information separates countries with subscription and contribution monetization from countries that have engagement features only. Confirm the current eligibility for the publisher’s country in the Google onboarding interface. Do not assume that an account missing a subscription option is misconfigured; the option may not be offered in that region.
Understand the published transaction charge
Google’s setup guidance states a charge of 5% per transaction, including credit-card fees. That is Google’s published product description, not an independently verified quote for a particular publisher and not a guarantee that commercial terms will never change. Use the terms shown for the publisher’s account and country when forecasting net revenue.
Select a content-access prompt
Inside the publication’s Reader Revenue Manager area, select the content-access prompt that matches the intended experience, such as a subscription prompt, contribution prompt, survey, or an open-access configuration. A prompt selection alone does not gate content: the website still needs the correct snippet, page configuration, and a live pricing plan where applicable.
Fix Google Reader Revenue Manager payment-profile problems
Separate publication ownership from payments-profile authority
Owning a publication in Publisher Center does not automatically grant permission to edit the associated Google payments profile. The payments profile can be shared across publications in the same organization and has its own owners and users. A person who can change publication settings may still be unable to change a bank account, tax information, or payout method.
Check which profile is linked
- In Publisher Center, select the publication.
- Open Reader Revenue Manager settings.
- Select Payment details.
- Review the registered payments profile, preferred payout method, and any pending profile tasks shown there.
- Compare the profile with the organization’s intended legal entity and country before changing anything.
If the displayed profile belongs to the wrong organization or legal entity, do not enter bank details into it merely to make the screen complete. Resolve the profile-linking issue with the account administrator or Google support.
Request the correct payment-profile permission
The person handling bank or tax information needs explicit access to the linked profile in Google Payments Center. Ask the payments-profile owner to add the user with the role that permits the required change. If the user can see payment details in Publisher Center but the edit control is missing or read-only, permission is the first thing to verify; repeatedly refreshing the publication will not grant it.

Complete pending profile tasks before expecting a payout
Payment details can show outstanding tasks for identity, tax, or payment-information verification. Open each task and follow the instructions for the profile’s country and legal entity. A bank account may be entered correctly yet remain unusable until a verification task is completed. Use the status displayed in Google Payments Center as the authority for whether the task is accepted, under review, or still required.

- From Publisher Center, open the publication’s Reader Revenue Manager settings and choose Payment details.
- Use the edit link to open Google Payments Center.
- Open Payment methods.
- Add or update the payout account details exactly as required for the profile’s country and account holder.
- Save the change, then return to Publisher Center and confirm that the registered profile and preferred payout method reflect the intended account.
Do not treat a saved bank form as proof that money is on the way. The profile may still show verification, compliance, or other pending work. Keep the confirmation or status text for support if the payout remains unavailable.
When you cannot receive payments
Receiving money requires both a linked payments profile and bank details on that profile. A publication can be fully configured to display a subscription offer while still being unable to receive a payout because the profile is incomplete, the user lacks permission, the bank account has not been added, or a verification task is unresolved. Public documentation cannot reveal which private state applies to a particular publisher.
Repair the Reader Revenue Manager code snippet and paywall
Choose the snippet that matches the page
Reader Revenue Manager uses a code snippet from Publisher Center. Google distinguishes two configurations:
- Open-access snippet: use for articles that remain open while a paywall is enabled, and for all articles when the publication uses contributions or surveys.
- Product-ID snippet: use for pages gated by a particular pricing plan or product ID. The ID identifies which offer applies to that page.
Using an open-access snippet on a page that should be gated, or using a product ID that does not match the plan assigned to the page, can make a prompt appear incorrectly or not appear at all.
Install it in every relevant page head
- Copy the current snippet from the publication’s Reader Revenue Manager setup in Publisher Center.
- Place it in the
<head>of each page template or CMS layout that should participate. - Publish the template change rather than only saving it in a staging editor.
- Open an affected article on the public site and inspect the live page source to confirm the snippet is present in the rendered head.
- Test a page that should remain open and a page that should be gated, using the expected product ID for each.
Checking the live source matters because tag managers, theme overrides, server-side templates, and caching layers can remove or alter code that appears correct in an editor.

Update CMS Sync when a product ID changes
When a price or plan is updated with a new product ID, update the site’s CMS Sync or equivalent page mapping. Leaving the old ID in a template can send readers to an obsolete offer or prevent the configured offer from matching the article. If multiple plans are active, give each content type its corresponding snippet and place it only on the pages that should use that plan.
Rule out common delivery and caching errors
- Clear the page cache and CDN cache after changing the head template.
- Check the page in a private browser window so an existing entitlement or cookie does not hide the prompt.
- Disable script optimization or defer settings temporarily if they move the Reader Revenue Manager code out of the head or combine it incorrectly.
- Check browser developer tools for blocked scripts, JavaScript errors, or a content-security-policy rule that prevents the code from loading.
- Confirm that the affected URL is the canonical page, not a preview, redirect target, or an alternate mobile template.
These checks diagnose delivery of the snippet; they do not prove that a plan is purchasable. Plan state and payment-profile status are separate checks.
WordPress installation choices
For WordPress, Google recommends integration through Site Kit. Its alternative instructions describe WPCode for publishers that cannot use Site Kit. Use one deliberate installation method rather than pasting the same snippet into a theme, a plugin, and a tag manager, which can produce duplicate or conflicting configuration.

Google says Reader Revenue Manager should not be used when the entire site is built on AMP. A site with both AMP and non-AMP pages requires special handling: the snippet belongs on canonical pages, and the AMP allow-list must be configured according to Google’s current instructions. Custom JavaScript can affect AMP validity, so validate the AMP output after any change. If the affected article is served only as AMP, confirm that the chosen Reader Revenue Manager flow supports that page type before debugging the snippet further.
Make sure the pricing plan is actually available
Draft plans never show as offers
Google pricing plans begin in Draft. A plan must be changed to Live before its offer can appear on the website. If an article has the correct product-ID snippet but readers see no offer, open the pricing area and check the plan state before changing code.
Archived plans behave differently
An Archived plan does not show as a new offer. Readers who already hold valid entitlements may retain access, so an archived plan can appear to work for existing subscribers while being unavailable to new readers. Check both the plan state and the page-to-product-ID mapping when behavior differs between users.

Use a mapping check for every content type

Contributions are not unrestricted donations
Google’s guidance distinguishes contributions from donations. Reader Revenue Manager does not support voluntary donations as an unrestricted donation feature. A nonprofit can use a non-monetization prompt to direct readers to an external donation platform, but that is different from processing a donation through Reader Revenue Manager. Configure the call to action according to the supported contribution or subscription flow.
Check policy enforcement when payment or renewal behavior changed
Inspect the Policy violations tab
If a call to action disappeared, payment behavior changed, or renewals stopped unexpectedly, open Publisher Center’s Policy violations tab. Google says this tab lists active domain or article violations, enforcement status, and available resolution options. Review the affected URL, the stated policy, and the status shown for the enforcement action rather than inferring a violation from a delayed payout alone.
Understand the possible consequences
Google’s policy guidance says noncompliance can lead to removal of Reader Revenue Manager, withholding or reversal of payments, or suspension or termination. The displayed enforcement state is the evidence for an account-specific action. A payment delay without an active violation may instead reflect profile verification, bank processing, or another private account condition.
Resolve the listed issue, then retest
- Record the violation text, affected domain or article, and enforcement status.
- Use the resolution option shown in Publisher Center, such as correcting the page or submitting the requested review.
- Publish the correction and verify the live page, not only the CMS preview.
- Retest the prompt, checkout, and renewal-related behavior after the status changes.
Do not remove a compliant paywall or alter payment data solely because a reader reports an error; first identify whether Publisher Center lists an actual enforcement action.

Separate a missing payout from a missing offer
A missing offer is usually a website, product-ID, or plan-state problem. A missing payout is a payments-profile or bank-details problem unless Publisher Center shows policy enforcement. Confirm that readers could actually complete transactions, then inspect the linked profile, preferred payout method, and pending tasks.

Use only account-visible evidence
Record the transaction period, the profile status, bank-method status, and any displayed payment notification. Do not rely on a generic public help article to determine why a particular publisher has not been paid; the public material cannot expose that publisher’s private profile or payout state.

Do not change unrelated settings while waiting
A new snippet, a different pricing plan, or a changed publication owner will not resolve a bank verification hold. Make one relevant change at a time and preserve the previous configuration so support can reconstruct what happened.
Escalate unresolved implementation problems to Google
Google identifies its Reader Revenue Manager support team as the route for unresolved implementation problems. Support can help enable Reader Revenue Manager, manage configuration in Publisher Center, and troubleshoot implementation issues. Include the publication identifier, affected URLs, product IDs, plan states, screenshots of the relevant status, browser-console errors, and the exact steps that reproduce the problem.
For questions about presence in Google News rather than Reader Revenue Manager setup or payments, Google directs publishers to the Google News Publisher Community. Keep that question separate from a payment case so it reaches the appropriate channel.

Only Google can inspect private eligibility, transaction, enforcement, and payout records.
Prevent the same problem after a future change
- Maintain a short inventory of every active plan, product ID, page template, and intended audience.
- Limit payments-profile administration to users who need it and review access when staff or agencies change.
- After changing a price or plan, update CMS Sync, publish the relevant templates, clear caches, and test one open and one gated article.
- Keep a non-AMP canonical test URL if the site publishes AMP alternatives.
- Check plan state after editing: Live for a new offer, Draft for an unfinished configuration, and Archived only when new offers should stop.
- Review Publisher Center’s Policy violations tab whenever calls to action, checkout, or renewals change without a corresponding site release.
- Save status messages and timestamps for bank verification, profile tasks, and support cases.
A complete troubleshooting order
- Verify that the publication exists in Publisher Center and that the desired Reader Revenue Manager feature is available in its country.
- Confirm the linked payments profile, the user’s explicit profile permission, bank details, and all pending verification tasks.
- Identify whether the page needs the open-access snippet or a product-ID snippet.
- Check the live page head, CMS Sync mapping, cache, JavaScript errors, and AMP or canonical-page behavior.
- Open pricing plans and confirm that the intended plan is Live, not Draft or Archived.
- Inspect Policy violations for active enforcement affecting the domain, articles, payments, calls to action, or renewals.
- Collect the account-visible evidence and contact Reader Revenue Manager support when the problem remains.
This order prevents a common diagnostic mistake: trying to solve a private payment or eligibility state with front-end code, or trying to solve a missing JavaScript snippet by editing bank information.
