Modern.IE was Microsoft’s historical offer of downloadable virtual machines for testing Microsoft Edge and Internet Explorer 6–11. Those old images should not be treated as currently available: Microsoft’s separate Windows 11 developer VM page says downloads have been temporarily unavailable since 23 October 2024. For a legacy website today, Microsoft’s supported route is generally Internet Explorer (IE) mode in Microsoft Edge.
What Modern.IE offered
Microsoft’s Edge developer content, dated 27 February 2015, described Modern.IE as a way to download and manage local virtual machines for testing Microsoft Edge and Internet Explorer 6 through 11. It also described RemoteIE, a remote-testing option delivered through Azure RemoteApp for Windows, Mac, iOS and Android. These are historical descriptions, not evidence that the old Modern.IE images or RemoteIE service remain available. Microsoft’s 2015 Edge developer announcement
Can you still download the old Modern.IE virtual machines?
Microsoft’s current Windows developer VM page does not establish that the Modern.IE browser images are still hosted. It describes a separate Windows 11 Enterprise evaluation VM offer and reports that downloads have been temporarily unavailable since 23 October 2024: “Due to ongoing technical issues, downloads are temporarily unavailable as of October 23, 2024.” Treat that status as time-sensitive and check the official page before planning around a download. Evaluation VMs are temporary
Microsoft says the Windows evaluation edition expires. After expiry, a non-genuine notice appears and the PC shuts down hourly; the image cannot be activated with a product key for long-term use. Do not treat it as a permanent Windows license. Microsoft Windows developer virtual machines
Test a legacy site in IE mode in Microsoft Edge
For a site that depends on Internet Explorer behavior, Microsoft documents IE mode in Edge as the current path. IE mode lets an organization configure sites to open with the legacy compatibility experience while retaining Edge as the browser. The IE11 desktop app’s support ended on 15 June 2022 for certain operating systems; Microsoft says IE mode will be supported through at least 2029 on supported operating systems, with at least one year’s notice before retirement. - Configure the site for IE mode. In an organization, use the relevant Edge policy and site-list configuration to identify legacy sites that should open in IE mode. Microsoft’s IE mode documentation explains the available management options. Microsoft Edge IE mode documentation
- Open the site in Edge and confirm its mode. Use the configured site list and verify the page is running in IE mode before evaluating its legacy behavior. Compare legacy behavior with modern Edge
Testing only in IE mode answers whether the site behaves as expected in that compatibility experience. To compare it with current-browser behavior, Microsoft documents opening an IE-mode-configured site in Edge mode without removing it from the site list. This lets you check the same site in modern Edge as well as IE mode. Microsoft Edge IE mode FAQ

- Edge mode: Use it to see how the page behaves in the modern Edge engine.
When a virtual machine or cloud test makes more sense
A VM is useful when the test requires a separate operating system or an isolated environment. Microsoft’s Edge developer documentation describes running VMs on a development device, with Hyper-V as one example. It also describes cloud-based emulators and simulators as commercial services that can cover multiple platforms and automate tests. Choose the test that matches the question
- If you need to know whether a legacy application works as intended, start with its configured IE mode experience.
- If you need to compare that same site with current Edge behavior, test it in Edge mode too.
- If the requirement is another operating system or a larger browser-and-device matrix, consider a local VM or a cloud emulator/simulator rather than assuming the historical Modern.IE downloads are still obtainable.
