A phone number’s prefix can hint at how it was originally assigned, but it cannot reliably tell you whether the number currently reaches a mobile, landline, or VoIP service. Numbers can move between providers and service types. For a current classification, use a line-type lookup that covers the number’s country—and verify with the provider when the result matters.
Use a line-type lookup for the current classification
A lookup service checks a number against its own data and may return labels such as mobile, landline, fixed VoIP, non-fixed VoIP, or toll-free. Before relying on a result, check that the service covers the number’s country and provides the specific distinctions you need. Labels and availability depend on the service’s data and definitions.
- Include the country code. Normalize the number so the lookup uses the correct country’s numbering context.
- Check coverage and labels. Confirm that the tool covers that country and distinguishes the categories relevant to your question. For example, Twilio’s Line Type Intelligence documentation describes mobile, landline, fixed VoIP, and non-fixed VoIP categories. It does not establish universal coverage; the documentation notes that Canadian numbers require special approval and that some carrier fields may be null in relevant cases.
- Read unavailable results carefully. A missing or null field is not proof that the number belongs to a particular category. Check the tool’s field definitions and coverage notes.
- Confirm consequential results. If classification affects account verification, compliance, safety, or call routing, contact the current provider or consult another suitable authoritative source rather than relying on one third-party result.
Why an area code or prefix cannot prove the line type
Prefixes identify parts of a numbering plan and can suggest an allocation range. They do not reliably identify the service currently using a number. Number portability lets customers keep their numbers when changing providers, and numbers may move between wireline, wireless, and VoIP service.
The Federal Communications Commission’s report on portability explains that customers may port numbers multiple times and change the nature of their service—wireline, wireless, or VoIP. The FCC also distinguishes analysis based on the most recent porting carrier from analysis based on the original carrier: those answer different questions. A historical assignment is therefore not necessarily a description of the present provider or service type. Read the FCC report on number portability.

For numbers in the North American Numbering Plan, NANPA describes the NXX component of a ten-digit number as part of the numbering structure and resource allocation. That information can provide context about a range, but it is not a definitive current line-type test. See NANPA’s numbering information.
Can I tell if a number is a cell phone by its area code?
No—not reliably. An area code or other prefix may be a clue about a numbering range or original allocation, but portability can change the provider and service category. Use a country-appropriate line-type lookup, then confirm with the provider if the distinction matters.

How to find out whether a number is VoIP
Use a lookup that explicitly reports VoIP categories and check whether it separates fixed VoIP from non-fixed VoIP. A tool that only says “landline” or “mobile” may not answer whether the number is VoIP; consult its definitions rather than inferring more than its output supports. If the result has practical consequences, ask the current provider to confirm the service associated with the number.
Choose a lookup that fits the number and decision
- Country coverage: Numbering plans and lookup data are country-specific. NANPA administers North American numbering resources; Ofcom publishes UK numbering data. Do not apply US or NANP prefix guidance as though it were universal. Ofcom’s numbering data is a UK-specific resource.
- Category detail: Check whether the tool returns the distinction you need, especially fixed versus non-fixed VoIP.
- Data and field limitations: Look for information about how current the data is and when fields may be unavailable. A null or missing field is not a service classification.
- Decision stakes: For a low-stakes screening question, a covered lookup may be a useful indication. For verification, compliance, safety, or routing, confirm with the provider or an appropriate authoritative source.
If you only have a prefix or numbering-plan allocation, treat it as a range clue and stop short of claiming the number’s current line type.
