To take part in a local Rights of Nature consultation, find the official notice for the specific proposal, check its eligibility rules, deadline and accepted ways to respond, then submit a focused comment through one of the listed channels. The process varies by authority: the notice and local rules—not a general guide—determine who can participate and whether a meeting or hearing is available.

Find the consultation notice

Go to the official website of the council or other authority responsible for the place or proposal. Look for a page called public consultations, public comments or similar, and search by the proposal name, affected ecosystem or consultation title. Listings change; for example, Kyoto Prefecture’s official page showed no open cases when checked. Kyoto Prefecture consultation page

If you cannot find the notice, contact the responsible department named on the authority’s consultation page. Do not rely on an old announcement or assume a consultation is open.

Check the rules before responding

Read the notice and every linked draft document. Identify the decision being considered and verify the following details in the current notice:

#1 Best Overall
  • Who is eligible to comment, including any residence or other conditions.
  • The closing date and time, including the time zone if relevant.
  • Accepted submission methods and any required identifying details or format.
  • Whether there is a public meeting, hearing or another participation option, and how to join.
  • The department responsible and its contact details in case you need clarification.

Eligibility can depend on the individual plan. Hiroshima Prefecture’s general guidance says anyone may submit regardless of residence, but also cautions that a particular plan may set conditions. Treat that as an example, not a rule for other jurisdictions. Hiroshima Prefecture public-comment guidance

Write a specific, reasoned comment

Make clear which part of the draft or proposed action you are addressing, what change or safeguard you want, and why. Where relevant, include concrete observations about the local ecosystem and explain how they relate to the proposal. A bare statement of support or opposition may not answer the authority’s request for views.

Kyoto Prefecture’s guidance describes public comments as a way to gather concrete views, not a vote decided by counting responses or a simple yes-or-no poll. Kyoto Prefecture consultation guidance

Submit using the listed method and keep a copy

Use a channel accepted by the actual consultation notice and send your response with enough time to meet the deadline. Local procedures may allow online forms, post, fax, email or in-person delivery, but no authority’s list should be assumed to apply elsewhere. Kyoto Prefecture describes online forms and other methods such as post, fax or email; Hiroshima Prefecture lists in-person delivery, post, fax and email. Save the submitted text and any receipt or confirmation. If you are unsure whether a format or channel is accepted, ask the contact named in the notice before the deadline.

Follow the authority’s response

After the consultation closes, check the responsible authority’s website for its report, response to comments and any revisions. Kyoto Prefecture says it considers comments and publishes the comments, its response and revisions, subject to exceptions. Other authorities may report results differently. What participation can—and cannot—do

The United Nations Economic Commission for Europe describes the core of consultation this way: “The essence of public consultation is the communication of a genuine invitation to give advice and a genuine consideration of that advice.” UNECE, Guidance on Public Participation

A consultation is a route for offering views that should be considered under the applicable process; it does not guarantee that the authority will adopt a proposal. The legal effect depends on local law and the particular consultation. For an exact answer about legal rights or the authority’s duties, check the notice and applicable local rules.

Rights of Nature consultation examples

Local processes can take different forms. A 2018 United Nations report recounts that Frome Town Council in southwest England held a voluntary public consultation designed by Nature’s Rights in connection with a proposed local bylaw recognizing the rights of Rodden Meadow and the River Frome. The report says 96.6 per cent voted in favour of local empowerment in that consultation; the figure describes that particular exercise, not general public opinion or a current consultation. United Nations, 2018 report

A 2022 submission to Ireland’s Citizens’ Assembly on Biodiversity Loss recommended that councils consider Rights of Nature motions alongside well-resourced, fully participatory public consultations and local direct-democracy mechanisms. That is a recommendation in a submission, not evidence that a particular council has adopted such a process. Submission 204 to Ireland’s Citizens’ Assembly on Biodiversity Loss
