Start with the HSE workflow and its data boundary, not a GPU count. Define a read-only use case, set latency and recovery targets, then benchmark a candidate model and retrieval system against representative, permission-filtered records on locally controlled compute. Use those measurements to size compute, storage, network, power, cooling and recovery. Keep the AI service outside operational technology (OT) control and safety functions.
Pakistan has announced sovereign AI and data-centre initiatives, but the cited announcements describe proposals and plans—not capacity an oil and gas operator can assume is available. No published source establishes the GPU count, user concurrency or document volume for this specific deployment.
What does “sovereign and air-gapped” need to mean?
For an HSE system, sovereignty is not just the location of a server. Set out who holds and administers every relevant asset and record: source documents, derived indexes, prompts, responses, telemetry, model weights, logs, backups and encryption keys. Specify who can approve access, maintenance and data transfers, and which jurisdiction and contractual controls apply.
An air gap also needs an operating lifecycle. If the system has no internet route, updates, security fixes, model imports, support and recovery still have to work through controlled offline processes. A disconnected network alone does not provide a complete security or continuity design.

- Define custody: identify record owners, system administrators, key custodians and access approvers.
- Define permitted movement: document any path for importing packages or exporting reports, including approvals and audit records.
- Define the boundary: distinguish the AI service and its enterprise data from OT assets and safety functions.
Pakistan Digital Authority (PDA) described the National Data Governance Policy 2026 as having reached a finalization stage after consultation in an update dated 5 August 2026; feedback was still to be incorporated. PDA said the framework did not propose unrestricted centralization or sharing, and that record ownership and protection remain with the institution holding the record while WASL is intended to support governed exchange under data classification. Treat that update as policy direction, not a final binding rule: check the published policy and applicable sector-specific legal instruments before using it as a compliance requirement.
What is the status of Pakistan’s sovereign AI infrastructure?
As of 3 October 2026, the cited public announcements do not establish an operating national service available for a private oil and gas HSE workload.
- Emerging Technologies Data Centre: On 25 June 2026, Pakistan’s Planning Commission reported that the CDWP had accorded in-principle approval to the proposed centre and recommended it to ECNEC for further consideration. The stated aim was secure, sovereign, government-owned AI and high-performance computing for government, academia, research and private-sector use. The reported project estimate was Rs. 7,930 million; it is neither an operator-specific stack price nor evidence of completed capacity or access terms.
- National AI programme: The same Planning Commission release said the National Artificial Intelligence Ecosystem Development Program also received in-principle approval and was recommended for further consideration. Its reported project estimate was Rs. 13,000 million, not a hardware bill of materials for this deployment.
- Sovereign Government Cloud: On 22 July 2026, PDA described collaboration with NTC on a planned three-site government cloud using OpenShift, alongside expansion of national AI capacity through high-performance GPU infrastructure. The announcement gives planning context; it does not commit the service to private-sector workloads or make three sites a prescribed design for an operator.
- Other infrastructure: PDA reported in August 2026 that Indus Cloud was developing enterprise cloud and data-centre infrastructure in Pakistan, described by the company as renewable-powered and AI-oriented. That report does not verify commissioning, certification for a particular data class, air-gapped operation or suitability for this workload.
PDA’s summary of the Islamabad AI Declaration describes nine foundational principles, including sovereign infrastructure, trusted governance, human accountability, use-case-first adoption and measurable public value. These are policy principles, not a server specification or a sector-specific safety approval process.

How do you determine how many GPUs you need?
There is no defensible GPU count until the workload, chosen model, serving configuration, performance target and failure design are measured together. A model label, national project budget or generic benchmark cannot substitute for testing the intended HSE tasks on the intended data.

1. Bound the first workload
Choose one or two narrow workflows, such as searching approved procedures and permit-to-work guidance, retrieving incident and audit material, or preparing a report draft for human review. Begin read-only: outputs should inform a person, not initiate an operational action.
For each workflow, document:
- Expected users and peak concurrent requests.
- Document counts, formats, media types, languages and update frequency.
- Data classification, access groups, retention and permitted outputs.
- Audit requirements, including which questions, source records and outputs must be traceable.
2. Set service and recovery targets
Agree acceptable time-to-first-token and full-response latency, peak-hour concurrency, service hours and availability. Set recovery time and recovery point objectives, expected growth, and the service behavior required during maintenance or a component failure. These decisions determine how much spare capacity, storage replication and network diversity the design needs.
3. Benchmark the complete candidate system
Use representative HSE documents filtered by the same permissions users will have in production. Test candidate models and retrieval configurations at the intended quantization and context length. Measure retrieval quality, citation coverage, refusal behavior, language performance, throughput, response latency and resource utilization at expected peak concurrency. Test degraded modes and recovery as well as normal operation.

4. Translate observations into capacity
Use measured peak throughput and latency to select inference capacity, then state the headroom required for growth, maintenance and loss of a node. Size the other components separately: document storage, vector index, model-weight storage, logs, backups and immutable or offline recovery copies. Check memory, storage IOPS and throughput, network segmentation, rack and room limits, power draw, cooling and local replacement-parts support with the selected vendor or integrator.
Publish a bill of materials only after these inputs and tests exist. The cited sources provide no published GPU, server, energy or user-concurrency figures for this operator-specific workload.
Should the deployment use one site or more?
Choose the topology from the availability and recovery objectives, not from a government architecture announcement. More sites may support recovery, but they also add replication paths, administrators, physical locations and key-management decisions. A single isolated site can simplify custody and operations, but requires an explicit plan for loss of that site.
| Design option | Potential fit | Trade-offs to resolve |
|---|---|---|
| Single isolated site | Workloads whose approved recovery objectives can be met without a live secondary site. | Plan for site loss, restore time, offline backup custody, local spares and how service resumes after a major incident. |
| Local primary plus offline recovery | Workloads needing a recovery copy while limiting routine inter-site connectivity. | Define backup transfer, storage protection, restore testing, copy freshness and who can access the recovery environment. |
| Multi-site sovereign design | Workloads whose availability and recovery objectives justify a second or additional operating location. | Assess replication, access governance, key control, latency, physical security, staffing, update logistics and lifecycle cost at every site. |
Compare the options against actual workload and latency, failure behavior, jurisdiction and custody, access governance, physical and cyber security, import and update logistics, energy and cooling constraints, staffing and lifecycle cost. PDA and NTC’s announced three-site plan demonstrates a government planning choice; it does not decide the right private-sector site count.

How should an air-gapped update and recovery process work?
Write down and rehearse the full path for model and software changes before production. A controlled import process should verify package signatures and checksums, scan packages and removable media for malware, record approvals and custody, and preserve rollback images. Define an offline patch cadence and maintain local monitoring, privileged-access controls and logs of model and corpus changes.
Backups need a tested restore procedure that does not depend on a cloud service or internet connection. Rehearse recovery and incident response using the same custody rules that apply in operations. If external support is permitted, specify the temporary connection method, approval, monitoring and controls that prevent unintended data exposure; do not leave “support access” as an undefined exception to the air gap.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Where should the AI sit relative to oil and gas OT?
Keep the HSE assistant outside process-control and safety functions. It may retrieve approved procedures or help draft material for human review; it should not control equipment, suppress alarms or make autonomous safety decisions.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteNIST’s published SP 800-82 Rev. 3, dated 28 September 2023, says its guidance addresses securing OT while accounting for “unique performance, reliability, and safety requirements.” It is a technical reference, not Pakistan law or proof that a deployment is safety-certified.

- Maintain an accurate OT asset and data-flow inventory before planning integrations.
- Place inference and user interfaces in an enterprise zone or dedicated DMZ, separated from control networks.
- Where OT-origin information is needed, use approved read-only exports or mediated gateways rather than direct model access to control systems.
- Do not provide the model a PLC, DCS or SCADA write path, or make it part of a safety instrumented function.
- Apply operator change control, test failure and fail-safe behavior, and ensure the process remains safe when AI is unavailable or wrong.
These are architecture recommendations informed by OT security guidance, not a certification of any particular deployment. A system’s safety and security acceptability depends on its actual design, integration and operating controls.
What should the pilot deliver before procurement?
A useful pilot produces evidence that lets an operator make an accountable capacity and architecture decision. Require the pilot team to deliver:
- A defined workflow, data inventory, classification, access model and permitted-output boundary.
- Benchmark results tied to a named model, retrieval design, corpus, serving configuration, test mix and concurrency.
- Measured latency, throughput, retrieval and citation quality, utilization, degraded-mode behavior and recovery results.
- A capacity estimate that identifies its headroom assumptions and separately accounts for compute, storage, network, power, cooling and recovery copies.
- A documented site and OT boundary design, offline update process, key custody, backup and restore plan, and local support requirements.
Use those deliverables to compare supplier proposals on workload fit, security configuration, local warranty and support, facility compatibility and lifecycle cost—not just accelerator specifications.
