Screening for sanctions risk means checking more than a company name: identify which sanctions regimes may apply, compare relevant parties with the applicable official lists, look into ownership and control where appropriate, and assess the payment and its context. A name that resembles a listed party is a reason to investigate, not proof of a match. The right checks depend on your jurisdictions, role, counterparties and transactions; there is no universal list or screening cadence that covers every business.

Start by identifying which sanctions rules may apply

Before choosing a list or screening tool, map the business’s connections to jurisdictions and payment routes. Depending on the facts, relevant connections may include where the business operates, where staff and counterparties are located, the currency and payment rails used, the goods or services involved, and the banks or payment providers in the flow. Different jurisdictions and sanctions programs can apply different rules.

Do not treat a check against one sanctions list as global clearance. The UK Government’s guidance for non-UK businesses discusses checks on partners and customers, ownership and control, and payment questions, but it is guidance about UK sanctions—not a substitute for the laws that apply to a particular business. For U.S. sanctions, OFAC’s current FAQs explain specific rules, including the 50 Percent Rule; consult the relevant authority’s current materials for each regime that may apply.

Decide whom to screen and at what points

Consider prospective and existing business partners and customers, as well as parties identified in relevant payment instructions. The exact scope depends on your role and risk. For a payment, potentially relevant parties can include the originator, beneficiary, intermediaries and others identified in transaction information.

Set screening points that fit the business’s exposure and transaction pattern. A risk-based process may include checks before onboarding or entering a relationship, when material identifying information changes, and before payments where the risk or applicable requirements make that appropriate. These are planning options, not a universal timetable required of every business. OFAC’s instant-payment guidance, written for financial institutions, points to a risk assessment that considers geography, customers and counterparties, products and services, and transaction history; those factors can inform a business’s own analysis but are not a universal checklist for every role.

Compare identities instead of relying on a name alone

When a name resembles an entry on an applicable list, compare the available identifiers and descriptors before deciding whether it refers to the same person or entity. Depending on the records available, useful details may include addresses, dates of birth, registration information, nationality, aliases or other identifying data. A name similarity by itself does not establish that the counterparty is the listed party.

Record the information used to clear or escalate a possible match and who made the decision. OFAC advises attention to whether the person opening an account is the same person described on the SDN List, taking descriptor information into account. Its official FAQs explain this point and other list-related questions.

Check ownership and control, not just the listed company name

For U.S. sanctions, apply OFAC’s ownership rule carefully

Under OFAC’s 50 Percent Rule, an entity is treated as blocked if one or more blocked persons own, directly or indirectly and in aggregate, 50 percent or more of it—even if the entity is not separately named on the SDN List. Trace direct and indirect ownership and aggregate the blocked persons’ interests rather than stopping at a name search.

Ownership and control are not interchangeable under this particular rule. OFAC says control without 50 percent ownership does not by itself make an entity blocked under the 50 Percent Rule. It nevertheless advises caution where a blocked person holds a significant minority interest or exercises control by other means. This is a U.S.-specific rule, not a universal test for every sanctions regime. Review the current OFAC FAQs and applicable law for the facts at hand.

For other regimes, use that regime’s own tests

UK guidance separately advises businesses to assess ownership and control and to treat unavailable ownership information cautiously. Do not assume that the UK and U.S. tests are identical. A list-only search may not reveal an ownership relationship, so obtain reliable company and beneficial-ownership information appropriate to the risk.

Review the payment in context

A payment can raise questions that a counterparty-name check does not answer. Consider the transaction information available to you and your role in the payment flow, including parties shown, geography, the product or service, prior transaction patterns and whether the payment is inconsistent with expected behavior. These are factors for a proportionate risk review, not a requirement that every business inspect identical data in identical ways.

OFAC FAQ 116 describes a narrow example involving an intermediary bank and a wire transfer. It explains that a wire involving an entity can constitute blocked property when the entity is at least 50 percent owned by a blocked person, and discusses circumstances in which OFAC would not expect an intermediary bank to research certain non-account parties not appearing on the SDN List. That example is not a general exemption for account holders, payment processors or businesses in other roles. Check the current OFAC FAQ text and the rules relevant to your position in the transaction.

Choose a manual or software process that fits the risk

UK guidance says screening can be done manually or with commercial software. OFAC likewise describes a tailored, risk-based approach rather than one solution for every business. A documented manual workflow may be workable for a small, low-volume operation where appropriate; greater volume, speed or complexity may justify evaluating software. Neither option is automatically adequate: the decision depends on applicable rules and the business’s exposure.

Coverage Staff need to identify and check the relevant jurisdictions and lists. Ask which jurisdictions and lists are covered and how updates are handled.
Ownership and control Requires access to suitable company and beneficial-ownership information. Ask what ownership and control data are included and how their sources are explained.
Match handling and records Define how staff resolve possible matches, escalate cases and retain decisions. Assess resolution workflows, escalation, audit records and integration with onboarding or payment systems.
Cost and operational fit Account for staff time, training and consistent recordkeeping. Compare total cost, implementation effort and fit with existing systems; do not assume a tool’s coverage or performance without verification.

This is a practical comparison framework, not an official scoring standard. No particular vendor or product is endorsed here. OFAC states that no single compliance program or solution is suitable for every circumstance; choose controls against your own risk analysis and applicable requirements.

What to do with a plausible unresolved match

  1. Pause routine processing while you investigate. Follow the business’s escalation process rather than treating an unresolved possible match as cleared.
  2. Gather and compare identifiers. Check the relevant list entry against reliable information about the person, entity, ownership and transaction.
  3. Document the decision. Keep the information reviewed, the reasoning, the escalation and the outcome in a form appropriate to your process.
  4. Get regime-specific advice before acting on the transaction. Whether a transaction must be blocked or rejected, a licence is available or required, or a report must be made depends on the applicable regime, parties, property, transaction and your role. Consult current official requirements and qualified sanctions counsel for a live or unresolved case.

These steps are a practical way to avoid proceeding on an unverified assumption; they do not replace a jurisdiction-specific legal response procedure.
